立法院韓國瑜院長於本（3月27）日下午在本院江啟臣副院長、「台灣與歐洲議會友好協會」會長吳沛憶委員、國民黨牛煦庭委員、民眾黨麥玉珍委員、周萬來秘書長、國際事務處林晨富處長，以及外交部謝武樵政務次長及歐洲司黃鈞耀司長等人陪同下，接見「泛歐綠黨訪台團」一行8人。
On the afternoon of March 27th, President Han met the eight-member European Parliament and the European Green Party delegation. In attendance were Vice President Dr. Johnny C. Chiang, Legislator Wu Pei-yi, who is also the chairperson of Taiwan-European Inter-Parliamentary Amity Association, KMT Legislator Niu Hsu-ting, Taiwan People’s Party Legislator Mai Yu-chen, Secretary General Chester Wan-lai Chou, International Affairs Department Director Kevin C.F. Lin, Deputy Minister Kelly Wu-chiao Hsieh and European Affairs Department Director General Eric Jiun-yaw Huang form the Ministry of Foreign Affairs.
院長首先偕出席委員與訪賓合影並熱切歡迎訪團的到來，繼盛讚綠黨愛護自然環境的宗旨及理想對人類社會產生深遠影響，不僅止於歐洲更擴及全世界，而台灣也響應綠黨的若干政治理念。院長感謝包瑞翰(Reinhard BÜTIKOFER)團長率團來訪，也熱忱歡迎郝塔拉副議長首度訪台，並特別感謝包瑞翰團長、泛歐綠黨成員及歐洲議會郝塔拉(Heidi HAUTALA)副議長對台灣國際參與的堅定支持，並多次呼籲歐洲各國與我國加強來往及交流，院長對此代表台灣人民表示感謝。
President Han invited attending legislators and delegation members for group phots and extended a warm welcome to their visit. He praised the European Green Party for its mission and ideal of loving natural environment, which have profound impacts to human society in Europe and all over the world. Taiwan echoes several political beliefs of Green Party. President Han thanked Chair Reinhard Bütikofer for leading a delegation to Taiwan and a warm welcome to Vice President of the European Parliament Heidi Hautala for her first visit to Taiwan. He gave special thanks to Chair Reinhard Bütikofer, the European Green Party members and Vice President of the European Parliament Heidi Hautala for their backing in Taiwan’s international participation and for urging European countries repeatedly to strengthen engagement and interactions with Taiwan. On behalf of the people of Taiwan, President Han expressed his gratitude to them.
江副院長接續致詞歡迎包瑞翰團長一行到訪立法院，並指出儘管訪團成員所屬之國家與中華民國沒有正式邦交，然雙方共享的價值理念使我們的友誼更加堅定，未來期盼在雙方人民及國會交流的層次上有更多互動與合作的機會。
Vice President Chiang extended his sincere welcome to Chair Bütikofer and the delegation to the Legislative Yuan. He pointed out that although the countries they represent do not have diplomatic relations with the Republic of China (Taiwan), the shared values and beliefs make our friendship even stronger. He hoped that there would be more interactions and cooperation in people-to-people as well as parliamentary exchanges.
吳沛憶委員表示，她與民進黨委員特別關心近日香港立法會通過《香港特別行政區基本法》第23條後，港民人權受壓迫情形將日益嚴重，並高度認同包瑞翰團長在與蔡英文總統會面時所表達民主國家應共同合作的建言。她說明台灣目前已提出申請加入「對華政策跨國議會聯盟」（IPAC），並盼藉由跨黨派的共同努力讓台灣加入相關國際組織，以增進國際民主陣營的合作。
Legislator Wu Pei-yi stated that she and DPP legislators have watched closely on the passage of Article 23 of Hong Kong Special Administrative Region (HKSAR) Basic Law in the Legislative Council. They are afraid that repression of Hong Kong’s human rights would be worse. She highly acknowledged what Chair Bütikofer expressed when he met with President Tsai Ying-wen that all democracies should work together. She said that Taiwan had applied for the membership of Inter-Parliamentary Alliance on China (IPAC). She hoped that through cross-party efforts, Taiwan can join international organizations to enhance cooperation with international democratic camp.
牛煦庭委員期盼未來台歐互動更趨密切、穩固，並請教訪團歐洲綠黨及其他各黨如何看待核能問題，希望借鏡歐洲經驗作為台灣核能發展之參考。麥玉珍委員則用越南語問候訪賓，希望訪團此行能充分享受台灣的人情味及自然之美，然台灣綠島目前也與歐洲相同的環保問題，尤盼與歐洲友人共商核廢料如解決良方。
Legislator Niu Hsu-ting hoped that Taiwan and Europe will have closer interactions. He asked the European Green Party and other political parties about their view on nuclear power. He hoped to learn from Europe as a reference for Taiwan’s nuclear power. Legislator Mai Yu-chen conveyed her greetings to the delegation in Vietnamese from the very beginning of the meeting. She hoped that the delegation enjoyed Taiwan’s warm hospitality and beautiful scenery. She said that Taiwan’s Green Island faces the same environmental protection issues with Europe. She hoped to learn from European counterparts on how to settle the issue of nuclear waste.
包瑞翰團長表示相當榮幸得機再度訪問立法院，並感謝韓院長撥冗接見及對歐洲綠黨的溢美之詞。他說明，歐洲綠黨至為重視環境保護及永續發展，並同時聚焦於人權、法制與社會責任等相關議題。他說全球第一個綠黨係約半世前發跡於澳洲塔斯馬尼亞省，後來逐步致力擴增其政治影響力。目前歐洲綠黨及德國綠黨的支持率分別為10%及21%，續打趣提及近日與台灣民眾黨柯文哲主席會面時，柯主席告知民眾黨得票率表現似優於歐洲綠黨，他回應表示，而今綠黨已插旗芬蘭、義大利、比利時、奧地利、波海三國、保加利亞、西班牙、愛爾蘭等歐洲國家，政治影響力日增，未來將持續爭取更多選民的支持。包瑞翰團長繼稱，近年來支持民主台灣已成為歐洲許多政黨的政治主張與共識，民主國家應共同合作對抗威權擴張，未來期盼透過人民交流、政黨對政黨、國會與國會等層面之合作來促使雙邊友好關係更上層樓，共榮發展。
Chair Bütikofer stated that he was privileged to visit the Legislative Yuan again. He thanked President Han for finding time to meet them and for his acknowledgment of European Green Party. He stated that European Green Party attaches great importance to environmental protection and sustainable development. At the same time, they also focus on human rights, rule of law and social responsibility and other issues. He said the first Green Party was originated form Australia’s Tasmania and gradually expanded its political clout. Currently, the supporting rate of European and German Green Party are 10% and 21% respectively. He continued to joke that recently when he met with Taiwan People’s Party Chairman Ko Wen-je, Chairman Ko said that TPP’s supporting rate seems to be higher than European Green Party. He responded by saying that currently Green Party is present in many European countries such as Finland, Italy, Belgium, Austria, Baltic countries, Bulgaria, Spain, Ireland with increasing political clout. In the future, it will win the support of more voters. Chair Bütikofer continued to point out that in recent years, supporting democratic Taiwan has become the political position and consensus of many political parties in Europe. Democratic countries should cooperate to fight against the expansion of authoritarianism. He hoped that through people-to-people, party-to-party and parliament cooperation to promote bilateral cordial relations to enjoy co-prosperity and development.
雙邊交流時，郝塔拉副議長及三位德國籍綠黨國會議員分別與韓院長、江副院長及出席立委就核能安全及綠能政策、推廣台灣文化、防範假訊息、加強區域合作、共同捍衛民主人權、廢除死刑、台灣申請加入IPAC、深化國會交流等議題廣泛交換意見，歷約1小時，氣氛真誠友好愉快，雙方在互贈紀念品後為今日會晤畫下圓滿的句點。
During exchanges, Vice President of the European Parliament Heidi Hautala and three German Green Party parliamentarians exchanged views with President Han, Vice President Chiang and attending legislators on a wide range of issues related with nuclear security, green energy policy, promoting Taiwan’s culture, preventing fake news, strengthening regional cooperation and defending democracy and human rights, abolishment of death penalty, Taiwan’s application for joining IPAC, and deepening parliamentary exchanges. The meeting lasted for about an hour in an amicable atmosphere and concluded after both sides exchanged gifts.
