At noon of April 29, President of the Legislative Yuan Daniel K.Y. Han, accompanied by Vice President of the Legislative Yuan Dr. Johnny C. Chiang, Deputy Chairperson of the 11th Legislative Yuan Taiwan-Japan Friendship Association Legislator Hung Mong-kai, Deputy Chairperson Legislator Chiu Yi-ying, Legislators Wu Chun-Cheng, Liao Wei-hsiang, Ko Ju-chun, Chang Chih-lun, Yu Hao, and Chen Kuan-ting, International Affairs Department Director Kevin C.F. Lin, Secretary-General Fan Chen-kuo from the Taiwan-Japan Relations Association of the Ministry of Foreign Affairs, and Chief Representative Mr. Kazuyuki Katayama of the Japan-Taiwan Exchange Association’s Taipei Office, received and hosted a banquet for the delegation of 11 members from the Youth Division of Japan’s Liberal Democratic Party (LDP).
韓院長首先誠摯歡迎訪賓,並偕江副院長、出席委員及片山和之大使與訪團一同合影。院長致詞時表示,自民黨青年局是日本政治領袖的重要搖籃,高興鈴木貴子局長率團來訪;上周甫成立的本(第11)屆「台日交流聯誼會」,迄今已有多達80位委員連署加入,超過本院全體委員人數三分之二以上,且由三黨團各推派一位委員擔任副會長,充分展現本院跨黨派委員對台日關係的重視。除「台日交流聯誼會」外,會員人數次多者為「臺美國會議員聯誼會」,目前有72位立委加入,由此可見,台灣與日本及美國的雙邊關係均非同一般,相當密切友好。本屆立法院雖呈三黨不過半的局面,立法委員在若干內政議題可能意見相左、時有爭辯、互有攻防,但大家在攸關國家整體利益的議題上必定是一致的,都朝著讓中華民國更加進步的方向一起努力,此充分展現出台灣自由與民主的真諦。
President Han warmly welcomed the visiting delegation and posed for a group photo along with Vice President Chiang, the attending legislators, and Ambassador Kazuyuki Katayama. In his speech, President Han expressed sincere greetings to the delegation led by Director of the LDP Youth Division Suzuki Takako, noting that the LDP Youth Division is a significant cradle for Japan's political leaders. President Han highlighted that the 11th Legislative Yuan Taiwan-Japan Friendship Association newly established last week already has 80 members, comprising more than two-thirds of the total number of legislators. It includes deputy chairpersons from the three party caucuses, demonstrating the Legislature's cross-partisan commitment to Taiwan-Japan relations. In addition to the Taiwan-Japan Friendship Association, the Legislative Yuan USA Caucus with 72 members is the second largest association in the Legislature, underscoring the extraordinary, close, and friendly Taiwan-Japan and Taiwan-US bilateral relations. The current Legislative Yuan does not have a single party with an outright majority. Legislators may have differing opinions on some domestic issues, occasionally leading to debates and confrontations. However, when it comes to issues of national importance, there is unanimous agreement and collective effort towards the advancement of the Republic of China (Taiwan). The unity and cooperation exemplify the essence of Taiwan's freedom and democracy.
韓院長續表示,人與人之間的互動最重要的是交心,我們與日本國會議員的往來,只要真心以對,彼此關係自然友好,台日間各領域的交流合作也就能持續順利拓展。本(4)月初,我國遭逢25年來最強地震、重創花蓮,日本政府及民間各界友人紛紛慷慨解囊,或自發募款,台灣政府及人民都銘感於心。院長也特別感謝片山和之大使去年履新後對台日關係所做的努力與貢獻,他並再次強調,今天偕立法院跨黨派委員是用最「真誠」的心歡迎日本國會議員的到訪。
President Han continued to state that the most important aspect of human interaction is sincerity. As long as our interactions with Japanese parliamentarians are based on mutual sincerity, they will naturally foster friendly relations and allow for continued and successful cooperation across various fields between Taiwan and Japan. At the beginning of this month (April), Taiwan experienced the strongest earthquake in 25 years, severely affecting Hualien. The Japanese government and various sectors of Japanese society generously donated or spontaneously raised funds for Taiwan. The Taiwanese government and people are deeply grateful for this kindness. The President also expressed special thanks to Ambassador Kazuyuki Katayama for his efforts and contributions to Taiwan-Japan relations since taking office last year. He reiterated that today, members of the Legislative Yuan across party lines are extending the warmest and most sincere welcome to the visiting Japanese parliamentarians.
首度訪台的「日本自民黨青年局」鈴木貴子局長首先感謝韓院長、江副院長及出席委員於立法院開議期間撥冗接待訪團,繼表示,上(3)月與許多在座的委員們在日本東京見面,甫就任局長不久的她,短時間內能與韓院長、江副院長及各位立委們再次見面備感榮幸,同時也再次恭賀韓院長榮膺新命及多位新科立委的上任。她續稱,昨(4月28)舉行三席日本眾議員的補選,可惜自民黨的選舉結果不盡理想,但此次選舉過程中「妨礙選舉」的狀況特別嚴重,引起各界關注。儘管如此,「選舉」仍是民主制度中最重要的過程,台灣與日本的深厚友誼就是植基於「民主」,這也是台日一直是最佳盟友、大家常能齊聚一堂的主要原因。鈴木局長另對0403花蓮震災表達慰問,同時也再次感謝台灣政府及民間,在第一時間對今年年初日本能登半島大地震伸出援手,而來自能登半島石川縣的自民黨青年局前局長佐佐木紀眾議員也託她代向韓院長及台灣人民表達感謝之意。
The visiting Director of the LDP Youth Division, Suzuki Takako, first extended appreciation to President Han, Vice President Chiang, and the attending legislators for taking the time to receive the delegation during the legislative session. She mentioned that many of the attending legislators met with her in Tokyo last month (March). She feels honored to meet with President Han, Vice President Chiang, and the legislators again shortly after assuming her position. She also congratulated President Han on his new appointment and extended congratulations to the newly elected legislators. Director Suzuki noted that a by-election for three seats in the House of Representatives was held in Japan yesterday (April 28). Unfortunately, the LDP's results were not as favorable as expected, partly due to significant incidents of "election interference" during the process, which garnered considerable attention. Despite this, she emphasized that elections remain a crucial component of democratic systems. The deep friendship between Taiwan and Japan is rooted in democracy, and this is also the main reason why Taiwan and Japan have always been the best allies, frequently coming together in unity. Director Suzuki also expressed condolences for the victims of the Hualien earthquake on April 3 and expressed gratitude to the Taiwanese government and people for their prompt assistance following the earthquake that struck the Noto Peninsula earlier this year. Additionally, Hajime Sasaki, LDP Youth Division Former Director and current House of Representatives member from Ishikawa Prefecture's Noto Peninsula, has entrusted Director Suzuki to convey his gratitude to President Han and the people of Taiwan.
韓院長在鈴木局長致詞完畢後,邀請在座貴賓一起午宴。席間,韓院長、江副院長及出席委員與訪團成員另就台海穩定及印太區域安全、災難應變、民主自由與政經發展、深化雙邊國會互動等議題廣泛交換意見、深入交流,本次拜會及午宴歷約1小時30分,氣氛熱絡、友好愉快,雙方最後互贈紀念品為今日會晤劃下圓滿的句點。
After Director Suzuki concluded her address, President Han invited the distinguished guests present to join him for a luncheon.During the luncheon, President Han, Vice President Chiang, attending legislators, and the delegation members engaged in extensive discussions and exchanged views on a wide range of topics including stability in the Taiwan Strait, security in the Indo-Pacific region, disaster response, democracy and freedom, political and economic development, and deepening bilateral parliamentary interactions. The meeting and luncheon lasted approximately one hour and thirty minutes, characterized by a warm and cordial atmosphere. Both parties concluded the event by exchanging commemorative gifts, marking a successful conclusion to the meeting.
