立法院張裕榮副秘書長本（5月13）日中午12時30分代表韓國瑜院長出席由林月琴委員發起之「台灣社會安全網國際聯盟」成立大會，現場出席貴賓包括莊瑞雄委員、郭昱晴委員、王正旭委員、羅美玲委員、蘇巧慧委員、林宜瑾委員、范雲委員、陳培瑜委員、吳沛憶委員，以及衛生福利部社會救助及社工司楊雅嵐副司長、外交部國際組織司李冠德副司長、教育部學生事務及特殊教育司許文溱專門委員、內政部警政署賈樂吉警政委員、國立臺灣大學社會工作學系名譽教授鄭麗珍及多個社福團體代表等產官學界人士逾50人應邀出席，共襄盛會。

On May 13 at 12:30 PM, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan attended the inauguration of the Taiwan Social Safety Net International Alliance on behalf of President Daniel K.Y. Han. The event was initiated by Legislator Lin Yueh-chin. Among the distinguished guests were Legislators Chuang Jui-hsiung, Kuo Yu-ching, Wang Cheng-hsu, Loh Mei-ling, Su Chiao-hui, Lin I-chin, Fan Yun, Chen Pei-yu, and Wu Pei-yi, as well as Deputy Director Yang Ya-lan of the Ministry of Health and Welfare’s Department of Social Assistance and Social Work, Deputy Director General of the foreign ministry's Department of International Organizations Greg Lee, Senior Specialist Hsu Wen-cheng of the Ministry of Education’s Department of Student Affairs and Special Education, Assistant Director-general Chia Leh-chi of the National Police Agency under the Ministry of the Interior, Professor Emeritus Cheng Li-chen of National Taiwan University's Department of Social Work, and over 50 representatives from various social welfare organizations, academia, and government sectors.

成立大會首先以進行全體貴賓大合照揭開序幕，並在通過組織章程暨推選會長與副會長，發起人林月琴委員致開場詞，並由蘇巧慧委員、莊瑞雄委員、范雲委員、羅美玲委員、郭昱晴委員、王正旭委員、陳培瑜委員分別致祝賀詞後，續由張裕榮副秘書長代表立法院致詞。張副秘書長表示，此聯誼會的名稱讓他回憶起先前服務的「臺灣高雄少年及家事法院」，其大廳有個名為「運行」的網型公共藝術，即是象徵著為少年及家庭編起的一張張「社會安全網」。1997年，「管訓處分」正名為「保護處分」，「以保護代替管訓，以教養代替處罰」，將原管訓處分改以更具保護意義之保護處分，我國的兒少保護邁入新里程碑；2019年《少年事件處理法》大幅修法，建構「行政輔導先行，以司法為後盾」的機制，希望從根本化解少年偏差行為。今日，在林月琴委員的號召之下，邀集相關團體成立立法院「台灣社會安全網國際聯盟」，共同編織起堅固及強健的社會安全網，令人佩服。

The inauguration ceremony of the Taiwan Social Safety Net International Alliance commenced with a group photo of all distinguished guests. This was followed by the approval of the organizational charter and the election of the president and vice president. Initiator Legislator Lin Yueh-chin delivered the opening remarks, followed by congratulatory speeches from Legislators Su Chiao-hui, Chuang Jui-hsiung, Fan Yun, Loh Mei-ling, Kuo Yu-ching, Wang Cheng-hsu, and Chen Pei-yu. Deputy Secretary-General Chang Yu-jung then delivered a speech on behalf of the Legislative Yuan. Deputy Secretary-General Chang reflected on his previous service at the Taiwan Kaohsiung Juvenile and Family Court, where a web-like public artwork titled "Operation" in the lobby symbolized the "social safety nets" woven for juveniles and families. In 1997, the term "disciplinary measure" was renamed "protective measure." Replacing discipline with protection and punishment with education transformed the former disciplinary measures into protective measures with a stronger emphasis on safeguarding, marking a significant milestone in Taiwan's child and youth protection efforts. The significant amendments to the Juvenile Justice Act in 2019 further established a mechanism where administrative guidance precedes judicial intervention, aiming to fundamentally address juvenile delinquency. Today, under the call of Legislator Lin Yueh-chin, various organizations have come together to form the Legislative Yuan's Taiwan Social Safety Net International Alliance. This collective effort to weave a robust and resilient social safety net is truly commendable.

張副秘書長續稱，我國在1999年成立第一所少年法院，讓我國的司法兒童及少年權益獲得更充分的保障，雖然與美國1899年在芝加哥成立的世界第一所少年法院相差100年，但台灣不斷與時俱進、接軌世界先進國家，借鏡並汲取各國經驗，建構出更綿密且富有韌性的社會安全網。張副秘書長復提及，立法院的功能有三，首先是政策制定引導，委員藉由各種質詢，引導行政機關制定國家政策方向；其二是行使立法權，制定或修正法令，由行政機關加以執行，如2014年立法院三讀通過的《兒童權利公約施行法》，於同年11月20日施行；其三則是監督執行，相信藉由今日林委員成立的「台灣社會安全網國際聯盟」，定可充分發揮落實並促進我國社會安全制度之監督功能。

Deputy Secretary-General Chang Yu-jung continued, stating that Taiwan established its first juvenile court in 1999, significantly enhancing the judicial protection of children's and juveniles' rights in the country. Although it was built 100 years after the establishment of the world's first juvenile court in Chicago, USA, in 1899, Taiwan has continually progressed and aligned itself with advanced countries globally, learning from and drawing on international experiences to build a more comprehensive and resilient social safety net. Deputy Secretary-General Chang also mentioned that the Legislative Yuan has three primary functions. Firstly, it guides policy-making; legislators direct government agencies to formulate national policies through various interpellations. Secondly, it exercises legislative power, formulating or amending laws to be executed by administrative agencies, such as the Implementation Act of the Convention on the Rights of the Child passed in 2014 and enforced on November 20 of the same year. The third function is to supervise execution. It is believed that through the establishment of the Taiwan Social Safety Net International Alliance by Legislator Lin today, the supervisory function of the Legislature on Taiwan's social safety system can be fully realized and promoted.

張副秘書長最後特別感謝林月琴委員及在座民間團體對建構社會安全網的努力及支持，他相信立基於現有的成果上，立法院定能持續引導更多社會資源投入兒少權益保障。

Deputy Secretary-General Chang concluded by expressing special thanks to Legislator Lin Yueh-chin and the attending civic groups for their efforts and support in constructing the social safety net. He believes that, building on the current achievements, the Legislature will continue to guide more social resources towards the protection of children's and juveniles' rights and interests.

The inaugural meeting continued with congratulatory speeches by Honorary Advisor Professor Cheng Li-chen and Legislator Wu Pei-yi, followed by a briefing from Legislator Lin Yueh-chin on the origins and objectives of the association. The event concluded successfully in about an hour, with a warm and convivial atmosphere.
