立法院江啟臣副院長於本（5月16）日下午在國民黨張嘉郡委員、民進黨陳培瑜委員、民眾黨麥玉珍委員、國際事務處林晨富處長、「駐加拿大代表處」曾厚仁大使、「加拿大駐台北貿易辦事處」倪傑民（Jim NICKEL）代表及政經暨公共事務處畢楊飛（Jean-Philippe ALAUZET-BROUARD）副處長等人陪同下，接見加拿大國會「我國正副總統就職慶賀團」一行11人。

On the afternoon of May 16, Vice President Dr. Johnny C. Chiang met an 11-member delegation from the Parliament of Canada accompanied by KMT Legislator Dr. Alice CHANG, DPP Legislator Chen Pei-yu, TPP Legislator Mai Yu-chen, International Affairs Department Director Kevin C.F. Lin, Taipei Economic and Trade Office in Canada Ambassador Harry Tseng, Canadian Trade Office in Taipei Executive Director Jim Nickel and Deputy Executive Director Jean-Philippe Alauzet-Brouard. The delegation is visiting to attend the inauguration of the 16th-term president and vice president of the Republic of China (Taiwan).

江副院長首先誠摯歡迎訪賓，並逐一介紹出席之3位黨團代表。隨後代表韓國瑜院長誠摯歡迎訪團蒞臨，並說明韓院長因主持緊急重要之黨團協商會議而不克出席，甚盼同為國會議員的訪團成員能夠理解，同時轉達韓院長對史葛洛（Judy SGRO）主席所率訪團的歡迎之意，並感謝她長期擔任加拿大國會友台小組主席並持續在各項議題上為台灣發聲，尤其今年5月再度公開發言支持台灣加入「世界衛生組織」（WHO），是台灣真摯的友人。

Vice President Chiang expressed his heartfelt welcome to the delegation followed by introducing the three legislators from different party caucuses. On behalf of President Daniel Han, Vice President Chiang apologized for not being able to welcome the delegation in person due to an important cross-party negotiation and asked for their understanding. Vice President Chiang also expressed President Han’s warm welcome to the delegation led by MP Judy Sgro, Chair of the Canada-Taiwan Parliamentary Friendship Group and Chair of the House of Commons Standing Committee on International Trade and thanked her for her longstanding support on various issues. In particular, she once again spoke publicly in May this year to support Taiwan’s participation in World Health Organization, a genuine friend of Taiwan.
 

江副院長繼感謝加拿大政府多次支持我國參與國際組織，如「世界衛生組織」及「國際民航組織」（ICAO）等，本月底他將率跨黨派委員前往日內瓦，向國際社會傳遞台灣是世界衛生體系不可或缺的重要成員，希望加拿大能在「世界衛生大會」（WHA）相關會議中支持台灣加入國際醫療衛生體系。他提到「國際民航組織」總部位於加拿大蒙特婁(Montréal)，期待未來有機會前往參加會議。

Vice President Chiang continued to thank the Canadian government for supporting Taiwan’s participation in various international organizations such as World Health Organization, International Civil Aviation Organization and others. At the end of May, he will lead a cross-party delegation to Geneva to convey the message to the international community that Taiwan is an inalienable part of the global health system and hoped that Canada will support Taiwan in World Health Assembly and relevant meeting and its participation in international medical and health system. Vice President Chiang stated expressed his hope to visit Montréal, the headquarters of International Civil Aviation Organization in the future.

江副院長續感謝加拿大於2022年11月27日公布之「印太戰略」中強調台海和平穩定的重要性，並增加海軍巡弋頻率維護區域和平，顯示台加共享相同的價值與利益，台灣除將持續捍衛印太地區的民主及和平外，也盼與加拿大深化經貿領域的互惠合作關係。他強調，雙方去（2023）年12月簽署的《投資促進及保障協議》（FIPA）為兩國深化經貿合作奠定堅實的基礎，今年適逢加拿大擔任「跨太平洋夥伴全面進步協定」（CPTPP）輪值主席，期盼加拿大政府能藉此機會支持台灣加入，並建議透過國會籌組推動台灣加入CPTPP之工作小組，讓台灣的入會工作更有進展。

 Vice President Chiang continued to thank Canada for the Indo-Pacific Strategy released on November 27, 2022 and for underscoring the importance of peace and stability across the Taiwan Strait and for increasing the frequency of navy patrol to maintain regional peace, demonstrating the shared values and interests of Taiwan and Canada. Taiwan will continue to defend democracy and peace in the Indo-Pacific region and will strengthen its reciprocity and cooperation in economics and trade with Canada. He stressed that Foreign Investment Promotion and Protection Agreement signed in December 2023 laid a solid foundation for further deepening economic and trade cooperation. Canada is the rotating chair of CPTPP commission. He hoped that the Canadian government will take this opportunity to support Taiwan’s accession. He also suggested that Canada will form a parliamentary task force to promote Taiwan’s participation in CPTPP.

史葛洛主席致詞時表示相當榮幸再度率團訪台，此行參加我國第16任總統、副總統就職典禮的意義重大，她再度恭賀台灣成功完成大選，顯示民主縱使受到威脅，但只要人民意志堅定，皆能獲致成功。她完全明白台灣甚願有意願加入國際組織，將伺機敦促加拿大國會提出相關議案支持台灣，本年加拿大也將持續聲援台灣參與「世界衛生組織」及「世界衛生大會」，使台灣能夠為國際社會貢獻醫療專業。她認同台加經貿合作也是重要議題，加拿大相當強調一致性及誠實公平之原則，這是與台灣共享的價值，在加拿大擔任CPTPP主席國期間，將盡力協助台灣在加入之議題上取得進展。她另期待未來能與台灣在網路安全等領域展開更多合作，分享相關資訊並共同面對外來網路威脅。

In her speech, Chair Sgro stated that it was an honor for her to lead a delegation to Taiwan once again. It meant a lot for the delegation to attend the inauguration of the 16-term president and vice president. She congratulated Taiwan for a successful election again. She further stated that even though democracy is threated, if the people have strong will, they shall prevail. She fully understanded its will to participate in international organizations, and will urge the Canadian parliament to introduce resolutions to support Taiwan. This year, Canada will continue to support Taiwan’s participation in World Health Organization and World Health Assembly to enable Taiwan to make contributions to international community with medical profession. She agreed that strengthening economic and trade cooperation is an important issue. Canada underscored the principle of consistency, honesty and fairness. This is the shared value with Taiwan. During Canada’s chairmanship, it will do its best to assist Taiwan to make progress in joining CPTPP. She expected to have more cooperation with Taiwan in cybersecurity to share information and to confront cyberattacks.

張嘉郡委員致詞時代表國民黨歡迎訪團，並感謝史葛洛主席肯定台灣在全球衛衛領域的貢獻。加拿大是台灣重要的國際友人，除大力支持台灣國際參與，雙方更是彼此重要的貿易夥伴，未來盼與加拿大共同努力維護人權、自由及民主的目標。她另向訪賓介紹故鄉雲林是農業大縣及本屆立法院女性委員占比達41%等，最後祝福訪賓在台之旅收穫豐富。

On behalf of KMT, Legislator Dr. Alice CHANG showed her welcome to the delegation and thanked Chair Sgro for her recognition of Taiwan’s contribution to global health. Canada is an important international friend of Taiwan. In addition to provide staunch support to Taiwan’s international participation, both sides are each other’s important trading partner. In the future, it will cooperate with Canada to make efforts to protect human rights, freedom and democracy. She also introduced her hometown Yunlin is an important agriculture county. In this Legislative Yuan, the female legislators account for 41% of the total seats. She wished the delegation a fruitful stay in Taiwan.    

陳培瑜委員代表民進黨歡迎訪團，她說明過去主要從事兒少福利工作，台灣的下一代有許多事項仍仰賴國際協助，甚為感謝加拿大支持台灣的國際參與及民主自由。她提到五月是台灣最舒適的季節，盼訪團在台灣度過美好的公務之旅。

On behalf of DPP, Legislator Chen Pei-yu welcomed the delegation. She stated that her job mainly focused on children and juvenile welfare before she was elected as a legislator. She pointed out that there are many issues related with Taiwan’s next generation, that needs to rely on international assistance. She is grateful for Canada’s support for Taiwan’s international participation, democracy and freedom. She mentioned that May is a pleasant month to travel. She hoped the delegation will have a pleasant stay in Taiwan.

麥玉珍委員致詞時指出台灣是一個多元族群的社會，因而有機會擔任民眾黨立法委員服務社會。她特別讚揚加拿大製造的優質產品，也期盼訪團在台享用美味農產品，未來可協助將台灣農產品出口至加拿大，促進雙邊貿易及深化友好關係。

Legislator Mai Yu-chen stated that Taiwan is a pluralistic society. She thus has the privilege to serve as Taiwan People’s Party legislator to serve the society. She especially praised the quality products made in Canada. She hoped that the delegation enjoys Taiwan’s tasty agricultural products. She would do her best to assist Taiwan’s agricultural products to export to Canada to promote bilateral trade and further strengthen cordial relations.

雙邊交流時，訪賓就各自的選區、所屬的委員會、訪台旨趣、民主自由價值、支持台灣國際參與等議題與江副院長及出席委員廣泛交換意見，氣氛友好熱絡，歷約1小時，在雙方互贈紀念品及合影留念後，江副院長邀請訪賓至會客室前陽台欣賞本院議場及歷史古蹟，為今日會晤畫下圓滿的句點。
During bilateral engagements, delegation members exchanged views with Vice President Chiang and legislators in terms of their respective constituencies, committees, purposes of visiting Taiwan, values of democracy and freedom, and support for Taiwan’s international participation. The meeting lasted for about an hour in an amicable atmosphere. After exchange of gifts and group photos, Vice President Chiang invited the delegation to the balcony to introduce them the chamber and historical sites to conclude the meeting.
