立法院江啟臣副院長於本(5月21)日上午在國民黨謝衣鳯委員、民眾黨林憶君委員、國際事務處林晨富處長，以及「義大利經濟貿易文化推廣辦事處」紀大為（Davide Giglio）代表、外交部歐洲司李秀窈副秘書長等人陪同下，接見「義大利參議院首席副議長團」一行3人。
On the morning of May 21, Vice President Johnny C. Chiang of the Legislative Yuan met with a delegation of three members led by the Vice President of the Senate of Italy. In attendance were legislator Hsieh Yi-fong from the Kuomintang (KMT), legislator Lin Yi-chun from the Taiwan People’s Party (TPP), International Affairs Department Director Kevin C.F. Lin, and Representative Davide Giglio from the Italian Economic, Trade and Cultural Promotion Office, along with Deputy Secretary-General Lee Hsou-yao from the European Affairs Department of the Ministry of Foreign Affairs.
江副院長首先歡迎訪賓一行來台參加我國第16任正、副總統就職典禮，立法院的新會屆期業於今（2024）年2月1日開始，今日韓國瑜院長正在主持重要院會，因此由他代表韓院長及立法院誠摯歡迎來自義大利的好朋友蒞臨。
Vice President Chiang first welcomed the delegation to Taiwan for the inauguration ceremony of the 16th President and Vice President. The new session of the Legislative Yuan commenced on February 1, 2024. As President Daniel K.Y. Han is presiding over an important meeting today, Vice President Chiang extended a sincere welcome on behalf of President Han and the Legislative Yuan to our distinguished friends from Italy.
江副院長續稱，他曾於2018年訪問義大利，對於義大利的產業及科技發展印象深刻，義式美食及義大利熱情開朗的民族性，更是每年吸引眾多國際及台灣觀光客前往義大利旅遊的最大誘因；而台灣人民同樣既熱情又友善，相信各位訪賓這幾日訪問台灣應有深刻的感受。
Vice President Chiang continued, stating that during his visit to Italy in 2018, he was deeply impressed by Italy's industrial and technological advancements. The appeal of Italian cuisine and the warm and cheerful nature of the Italian people are major factors that attract numerous international and Taiwanese tourists to Italy each year. He added that the people of Taiwan are equally warm and friendly, and he believes that the delegates will have a profound appreciation of this during their visit.
江副院長特別就錢益友（Gian Marco Centinaio）首席副議長長期堅定支持台灣表示感謝之意，錢首席副議長不但是第四度訪台，每次皆率領代表不同領域的義大利國會議員訪台交流，亦曾邀集該國國會議員共同連署提案支持台灣參與「世界衛生組織」（WHO）及「世界衛生大會」（WHA），更於2022年促成該國國會三度通過友我決議案，呼籲各界應重視關注台海和平穩定以及印太區域政治情勢。今年4月，甫於義大利落幕的七國集團（G7）外長會議，再度針對台海和平穩定的重要性發表聲明，他要再次感謝義國政府對台灣的大力支持。Vice President Chiang expressed his gratitude to Vice President of the Senate Gian Marco Centinaio for his steadfast support of Taiwan. Vice President Centinaio is visiting Taiwan for the fourth time, and on each occasion, he has led a delegation of Italian parliamentarians from various fields to foster exchanges with Taiwan. He has also organized Italian parliamentarians to jointly propose initiatives supporting Taiwan's participation in the World Health Organization (WHO) and the World Health Assembly (WHA). Additionally, in 2022, he facilitated the Italian parliament's passage of three resolutions in support of Taiwan, urging the international community to pay close attention to peace and stability in the Taiwan Strait and the political situation in the Indo-Pacific region. In April of this year, the recently concluded G7 Foreign Ministers' Meeting in Italy once again issued a statement emphasizing the importance of peace and stability in the Taiwan Strait. He expressed his gratitude to the Italian government for its strong support of Taiwan.
江副院長繼表示，台義兩國民間交流非常頻繁，他上次訪問義大利時，向一位曾經營餐廳的義大利眾議員提議推廣義式料理，成功促成一位義國主廚至「台中市明台高級中學」指導學生及業界人士，製作各式義式料理，他迄今仍印象深刻，當時該名主廚製作的義大利著名傳統甜點「提拉米蘇」的美妙滋味，令所有在場試吃者都讚不絕口，而這樣的文教交流不但能讓兩國的餐飲產業相互接軌，更是台義技職教育合作的成功範例。
Vice President Chiang further stated that people-to-people exchanges between Taiwan and Italy are very frequent. During his last visit to Italy, he suggested to an Italian Member of Parliament, who previously ran a restaurant, to promote Italian cuisine. This led to a successful initiative where an Italian chef was invited to Mingtai High School in Taichung City to teach students and industry professionals how to prepare various Italian dishes. He remains impressed to this day by the wonderful taste of the famous traditional Italian dessert, tiramisu, made by the chef at that time. All those present who tasted it were full of praise. Such cultural and educational exchanges not only help align the culinary industries of both countries but also serve as a successful example of vocational education cooperation between Taiwan and Italy.
江副院長最後表示，他與錢首席副議長的學經歷及從政背景均有許多相似之處，相信在既有的台義交流基礎上，未來立法院將組團赴義大利訪問，以進一步深化立法院與義國國會的友誼及合作關係。
Vice President Chiang concluded by noting the many similarities in academic and political backgrounds between himself and Vice President Gian Marco Centinaio. He expressed confidence that, building on the existing foundation of Taiwan-Italy exchanges, the Legislative Yuan will organize a delegation to visit Italy in the future to further deepen the friendship and cooperation between the Legislative Yuan and the Italian Parliament.
錢首席副議長首先感謝江副院長及各黨團代表撥冗接見，他表示這次訪團的成員是近十年義大利國會訪台團中最具代表性的,包括三位重量級的參議員，希望立法院能夠感受到義大利國會對台灣的日益重視。此行的主要任務除了參加台灣第16任正、副總統就職典禮，更希望可以將台灣產業面及高度民主發展等資訊帶回義國。他繼表示，最近在台灣國會所發生的激烈討論或是肢體衝突，在義大利國會也經常發生，這是因為台義兩國都崇尚民主和自由，而這就是議會民主國家的正常現象。在經濟方面，兩國除了有許多中小企業團體，也有越來越多跨國大型企業出現，近年來台義兩國大型企業已展開熱絡的交流，未來期待兩國國會針對雙邊產業合作交流提出更多相關法案,為深化雙邊經貿關係創造更有利的環境。
Vice President Gian Marco Centinaio first thanked Vice President Chiang and the representatives of various parties for taking the time to meet with them. He noted that the current delegation is the most representative group from the Italian Parliament to visit Taiwan in the past decade, including three prominent senators. He expressed hope that the Legislative Yuan would recognize the increasing importance that the Italian Parliament places on Taiwan. The primary purpose of this visit, in addition to attending the inauguration ceremony of Taiwan’s 16th President and Vice President, is to gather and bring back information about Taiwan’s industrial sector and its advanced democratic development to Italy. He further noted that the intense discussions or physical altercations recently seen in Taiwan's legislature also frequently occur in the Italian Parliament. This is because both Taiwan and Italy value democracy and freedom, and such occurrences are a normal aspect of parliamentary democracies. In terms of the economy, both countries have numerous small and medium-sized enterprises as well as an increasing presence of large multinational corporations. In recent years, large enterprises from Taiwan and Italy have engaged in active exchanges. Looking ahead, he hopes that the parliaments of both countries will propose more legislation to facilitate bilateral industrial cooperation and create a more favorable environment for deepening economic and trade relations.
會談間，團員瓏茱麗（Licia Ronzulli）第二副議長將伊於義國國會提出的「文物出借相關安全保障提案」書面文件與江副院長分享，並表示期盼未來台義雙邊文物交流能夠更加頻繁及便捷化。錢首席副議長接稱，台灣在義大利首都、也是政治中心的羅馬（Roma）及經濟重鎮米蘭（Milano）都設有代表處或辦事處，相信未來台義兩國的政經關係在雙方駐外機構的積極推動下，將有更密切的合作。他也高度肯定在座即將卸任的「義大利經濟貿易文化推廣辦事處」紀大為代表這幾年在台灣深耕雙邊關係的努力，他將持續督促義大利政府派任如同紀代表一樣的優秀外交官到台灣赴任，俾持續推進台義兩國友好情誼。During the meeting, one of the delegation members, Vice President Licia Ronzulli, shared a written document with Vice President Chiang regarding the "Proposal on Safety Measures for Cultural Artifacts Loan" presented in the Italian Parliament. She expressed hope that future cultural exchanges between Taiwan and Italy will become more frequent and streamlined. Vice President Centinaio continued by noting that Taiwan has established representative offices or agencies in Rome, the capital and political center of Italy, as well as in Milan, its economic hub. He expressed confidence that, with the active efforts of both countries' overseas institutions, Taiwan and Italy will have closer cooperation in their political and economic relations in the future. He also highly commended Mr. Davide Giglio, the outgoing Representative of the Italian Economic, Trade, and Cultural Promotion Office, for his dedicated efforts in deepening bilateral relations during his time in Taiwan. He assured that he will continue to urge the Italian government to appoint diplomats as outstanding as Representative Giglio to Taiwan in order to advance the friendly relations between Taiwan and Italy.
雙邊交流時，謝衣鳯委員首先歡迎訪團一行，並表示相信錢首席副議長去（2023）年訪台時遇到的街頭抗爭，應該仍記憶猶新。台義兩國有相近的民族性，人民都很熱情，同時也都有具代表性的傳統美食，因此義大利一直都是台灣人赴歐洲旅遊的首選。她也提到自己曾到訪過義大利的托斯卡尼（Toscana），當地的地理環境與台灣蘇花海岸相當類似，一側臨海、一側傍山，景觀非常優美，只是台灣位處地震帶上，蘇花公路的改善工程囿於先天地理環境的劣勢，一直以來考驗著我國交通工程的技術。她續提到，近年來台義兩國增加了許多交流，希望《歐洲永續發展報告準則》(European Sustainability Reporting Standards, ESRS)對台灣的限制能夠檢討放寬，以促進更多雙邊交流與合作。
During the exchange, Legislator Hsieh Yi-fong first welcomed the visiting delegation and expressed confidence that Vice President Centinaio still vividly remembers the street protests he encountered during his visit to Taiwan last year. Taiwan and Italy share similar national characteristics, with both peoples being very warm and having representative traditional cuisines. Consequently, Italy has always been a top choice for Taiwanese travelers to Europe. She also mentioned that she had visited Tuscany in Italy, noting that the geographical environment there is quite similar to Taiwan’s Suhua Coastal area, with one side bordering the sea and the other side adjacent to mountains, offering very beautiful scenery. However, Taiwan is located on a seismic belt, and the improvement projects for the Suhua Highway are constrained by the inherent geographical challenges. This has consistently tested Taiwan’s transportation engineering capabilities. She further mentioned that in recent years, Taiwan and Italy have increased their exchanges. She hopes that the European Sustainability Reporting Standards (ESRS) restrictions on Taiwan will be reviewed and eased to promote more bilateral exchanges and cooperation.
林憶君委員則表示自己來自好山好水的花蓮縣，與錢首席副議長一樣重視優質農產品的栽種和生產，也曾接待過一位來自米蘭的交換學生，每年更是安排一次義大利自助旅行，她另對曾造訪過的西西里島(Sicily)的治安問題好奇提問。對此，特努珞（Daniela Ternullo）參議員回覆稱，西西里黑手黨的傳統刻板印象已經在義大利政府近年來大力掃黑及當地人民的努力下消失殆盡，當地現已蛻變為一個觀光旅遊勝地，許多過去的黑手黨成員早已轉型經商，因此非常歡迎大家前往當地旅遊，體驗當地不同景觀與人文特色。
Legislator Lin Yi-chun mentioned that she comes from Hualien County, renowned for its beautiful landscapes, and, like Vice President Centinaio, places great importance on the cultivation and production of high-quality agricultural products. She has hosted an exchange student from Milan and arranges a self-guided trip to Italy every year. Additionally, she inquired out of curiosity about the security issues in Sicily, a place she has visited previously. In response, Senator Daniela Ternullo stated that the traditional stereotype of the Sicilian Mafia has largely disappeared due to recent strong anti-mafia efforts by the Italian government and the local community’s efforts. Sicily has now transformed into a major tourist destination. Many former mafia members have transitioned into business, so everyone is very welcome to visit and experience the region’s unique landscapes and cultural features.
訪賓另就立法院國會改革、加強台義藝術文化交流等議題與江副院長及出席委員廣泛交換意見，氣氛友好融洽，會晤歷約70分鐘，雙方於互贈紀念品及合影留念後，在輕鬆愉快的氛圍中畫下圓滿的句點。
The visiting delegation also engaged in a broad exchange of opinions with Vice President Chiang and the attending legislators on topics such as reforms of the Legislature and strengthening Taiwan-Italy cultural and artistic exchanges. The atmosphere was friendly and cordial. The meeting lasted approximately 70 minutes, and after exchanging souvenirs and taking commemorative photos, it concluded on a positive and enjoyable note.
