立法院韓國瑜院長於本(5月22)日下午在江啟臣副院長、馬文君委員、黃秀芳委員、吳春城委員、國際事務處林晨富處長,以及外交部歐洲司黃鈞耀司長等人陪同下,接見「斯洛伐克國會議員慶賀團」一行蒞院訪問。
On the afternoon of May 22, President Han met the Slovak parliamentary delegation to presidential inauguration accompanied by Vice Chairman Dr. Johnny C. Chiang, legislators Ma Wen-chun, Huang Shiou-Fang, Wu Chun-cheng, International Affairs Department Director Kevin C.F. Lin and Department of European Affairs Director General Eirc Huang of the Ministry of Foreign Affairs to meet the Slovak parliamentary delegation to presidential inauguration.
韓院長首先誠摯歡迎遠道而來的斯洛伐克國會議員朋友們蒞臨中華民國立法院,並對斯國菲喬(Robert Fico)總理上週在街頭遭遇槍擊事件表達遺憾和慰問。他除了強烈譴責暴力攻擊外,並代表立法院向菲喬總理表達我國政府與人民最深切的關心與誠摯慰問,盼總理能早日恢復健康。
President Han first extended a sincere welcome to the Slovak parliamentary delegation to the Legislative Yuan of the Republic of China. He condemned the street shooting incident against Prime Minister Robert Fico last week. On behalf of the Legislative Yuan, the government and the people of our government, President Han conveyed his sympathy to Prime Minister Fico and wished him a speedy recovery.
韓院長繼感謝斯洛伐克近年來以實際行動支持台灣參與「世界衛生大會」(WHA),而本院江副院長近日也將率立法院跨黨派委員組成的視導團赴瑞士日內瓦出席相關活動,並將在WHA開會期間舉行國際記者會,為台灣發聲,呼籲各國協助將台灣納入國際醫療防衛機制,以為疾病預防與全體人類健康作出貢獻,期盼斯國能持續支持我國。韓院長並分享他曾於2年前赴斯洛伐克觀光,對當地的美食及美景均留下深刻印象。台灣是亞洲各國在斯國的第二大投資國,他期許兩國未來除經貿商務外,在文教及觀光旅遊等領域也能加強合作,更歡迎斯國學子來台接受高等教育,藉此深化兩國人民的交流。
President Han thanked Slovakia Republic for supporting Taiwan’s participation in World Health Assembly with concrete actions. He stated that Vice President Chiang would lead a cross-party delegation to Geneva, Switzerland this month to participate in related events and would hold an international press conference to speak up for Taiwan and to urge the countries to include Taiwan in international medical protection mechanism to enable Taiwan to make contributions to disease prevention efforts and to the protection of health for all mankind. He hoped Slovakia would continue to support Taiwan. President Han shared his previous visit to Slovakia two year ago and was impressed by the delicious gourmet and beautiful scenery. Taiwan is the second largest Asian investing country in Slovakia. He hoped the two countries would strengthen cooperation in addition to economics, trade, commerce, culture, education and tourism. He welcomed more Slovak students to Taiwan to receive higher education to deepen people-to-people ties.
多斯塔爾(Ondrej Dostál)團長感謝韓院長、江副院長及各黨團委員代表撥冗熱忱接待。他表示本團成員皆為斯國反對黨國會議員,很榮幸有機會與立法院委員進行面對面交流。他感謝韓院長對該國菲喬總理遇刺表達慰問,他們同樣反對以暴力解決政治歧見,所幸菲喬總理目前已脫離險境,訪團成員亦盼總理能早日康復。
The head of the delegation, MP Ondrej Dostál thanked President Han, Vice President Chiang and legislators from three party caucuses for finding time to welcome the delegation. He stated that the delegation was comprised of opposition parliamentarians. They were honored to have the opportunity to exchange views with legislators. He thanked President Han for his sympathy to Prime Minister Fico. They also opposed to settle political disparities with violence. It was fortunate that Prime Minister’s situation had stabilized, and the delegation hoped to see his speedy recovery.
團長繼謂,台斯互為重要夥伴,應加強各項領域的交流與合作。特別是台斯的民主發展歷程有不少相似之處。以我國為例,孫中山先生於1911年創建中華民國,而斯洛代克的近代史始於捷克斯洛伐克共和國,創建捷克斯洛伐克共和國的國父,其歷史地位就如同孫中山先生一般, 深受敬重。二戰後,捷克及斯洛伐克都與台灣一般,同樣經歷了獨裁政權統治,也因此更珍視民主價值。多斯塔爾團長復稱,台灣對斯國的意義絕不僅限於經貿合作,更重要的是台灣尊重民主並願與各國和平交流。訪團此行來台參加我國總統副總統就職典禮就是展現渠等對台灣的堅定支持,也盼各民主國家同樣珍視民主台灣的價值。此外,他也要藉此機會向台灣致謝,感謝台灣在疫情期間捐贈70萬片醫療口罩給斯國人民斯洛伐克,將永遠珍惜這份情誼。
He continued to point out that Taiwan and Slovakia are each other’s important partners, and need to strengthen exchanges and cooperation in all domains. Taiwan and Slovakia share similarities in democratization. Taking Taiwan as an example, Dr. Sun Yat-sen founded the Republic of China in 1911. Whereas the history of Slovakia started from the Republic of Czechoslovakia, whose founding father is greatly respected like Dr. Sun Yat-sen. After WWII, Czech Republic and Slovakia experienced the authoritarian rule like Taiwan. Therefore, all of us value democracy more. He stressed that Taiwan and Slovakia will not be limited to only economic and trade cooperation. More importantly, Taiwan respects democracy and is willing to have peaceful exchanges with countries. The delegation was going to attend the presidential and vice-presidential inauguration to show their firm support to Taiwan and hoped all democracies value democratic Taiwan. He also took the opportunity to thank for donating 700,000 masks to the people of Slovakia, who will forever cherish this friendship.
韓院長另主動提及近日立法院院會所發生之激烈衝突,但強調推動國會外交是跨黨派委員們一致的目標,大家都是用最熱情的心歡迎各國國會好朋友的到訪。江副院長補充表示,過去較少有來自東歐的國會議員團來台,近年來歐洲的訪賓人數大幅增加,象徵我國與歐洲的關係日益緊密,其中共享普世價值的台斯兩國國會互動非常重要,盼雙方未來能持續深化交流,增進情誼。
President Han mentioned about the physical conflicts in the chamber of the Legislative Yuan recently. He stressed that promoting parliamentary diplomacy is the shared goal of all members of the Legislative Yuan regardless of political parties. The entire members of the Legislative Yuan welcomed our parliamentary good friends from all over the world. Vice President Chiang added that compared with the past, we had relatively fewer parliamentary delegation from East Europe. In recent years, we have seen a great increase of the foreign dignitaries from Europe, symbolizing our increasingly closer relations with Europe. Among which, Taiwan and Slovakia shared universal values. Therefore, it is very important for bilateral parliamentary engagements and hoped both sides will continue to deepen exchanges to promote friendship.
多斯塔爾團長及訪團成員與韓院長、江副院及出席委員續就全球民主倒退、台斯兩國合作對烏克蘭提供人道救援,我國健保體制對全球醫療公衛之啟發、斯國人才外流及與我國教育合作等議題廣泛交換意見。斯國訪賓特別重申堅定支持我國參與今年度WHA之立場,亦將如往年一般致函WHO秘書長,促請其基於醫衛應包容全球的精神,邀請台灣以觀察員身分參與WHA。本次拜會歷約1小時,氣氛熱絡、友好愉快,雙方最後互贈紀念品,為今日會晤劃下圓滿的句點。
The head of the delegation, MP Ondrej Dostál, delegation members, President Han, Vice President China, and legislators exchange views on issues such as global backsliding of democracy, bilateral cooperation, humanitarian aid to Ukraine, Taiwan’s health insurance system and its inspiration to global public health, brain drain of Slovakia, and educational cooperation. The visiting delegation reiterated its firm support to Taiwan’s participation in World Health Assembly this year and would send a letter to WHO Director General as before to urge him to invite Taiwan to participate in WHA as an observer based on the spirit of inclusion. The meeting lasted for about one hour in an amicable atmosphere and concluded after exchange of gifts.
