立法院韓國瑜院長接見「法國國會慶賀團」一行 韓國瑜:盼透過國會交流發掘台灣潛力,深化台法合作關係President Daniel K.Y. Han of the Legislative Yuan meets French Parliamentary Delegation. President Han hopes to discover Taiwan's potential and deepen cooperative relationship between Taiwan and France through parliamentary exchanges. 立法院韓國瑜院長於本(5月22)日上午在本院江啟臣副院長、「臺灣與法國國會友好協會」會長林楚茵委員、陳永康委員、麥玉珍委員、國際事務處林晨富處長, 以及「法國在台協會」主任龍燁、外交部歐洲司李秀窈副秘書長等人陪同下,接見「法國國會慶賀團」一行。

President Daniel K.Y. Han of the Legislative Yuan met with the French Parliamentary Delegation to presidential inauguration. In attendance were Vice President Dr. Johnny C. Chiang, Legislators Lin Chu-yin, Chen Yeong-kang, Mai Yu-chen, Director of the Department of International Affairs Kevin C.F. Lin, Director of the French Office in Taipei Franck Paris, and Deputy Secretary-General Josephine Y.H. Lee of the Department of European Affairs, Ministry of Foreign Affairs.



韓院長首先向訪賓表達熱忱歡迎,並偕江副院長及各黨團代表與訪團合影留念。院長談話時首先與訪賓分享我國人民對法國的美食、文化乃至於科技等均有良好的印象,法國藝文創作如各類文學、戲曲及歌劇等也都令人嚮往,院長舉例如大仲馬的「基督山恩仇記」、小仲馬的「茶花女」等作品在台灣乃家喻戶曉,他還特別提及法國文學家莫泊桑的知名著作「脂肪球」中對人性的刻劃十分具有震撼力,盛讚法國文學造詣令人敬佩。

President Han began by extending a warm welcome to the visiting delegation, and together with Vice President Chiang and representatives from various party caucuses, posed for a commemorative photograph with the delegation. In his remarks, President Han shared the deep appreciation the Taiwanese people have for French cuisine, culture, and technology. He noted that French artistic and literary creations, including various forms of literature, drama, and opera, are highly admired in Taiwan. President Han cited notable French works such as Alexandre Dumas's The Count of Monte Cristo and Alexandre Dumas fils' La Dame aux Camélias, which are well-known in Taiwan. He also highlighted the powerful depiction of human nature in Guy de Maupassant's famous work Boule de Suif, praising the profound literary achievements of French literature.


院長繼感謝馬克宏總統去(2023)年所頒佈的「七年建軍法案」,係歐洲第一個國家首度以立法方式強調捍衛印太地區自由航行權的重要性,尤其關注南海及台灣海峽,以維護區域和平與穩定,對我國是很大的鼓舞。院長也感謝在座的喬瑟芙副主席(Else Joseph)在國會質詢時支持台灣加入世界衛生組織(WHA),並提及江副院長本周五將率WHA立法院視導團前往瑞士日內瓦出席相關活動,盼藉此傳達台灣人民願意為世界公衛及人類健康做出更多貢獻的聲音,在這個議題上國際友人的支持對我國來說非常重要。院長另提及國際媒體關注台灣國會近日針對特定內政議題有較激烈的爭論風波,但今日三個黨團代表齊聚一堂歡迎訪團蒞臨,顯示這是台灣議會政治日趨成熟的磨合過程,相信未來很快會回到正軌。

President Han expressed his gratitude for President Emmanuel Macron's "Military Programming Act 2024–2030 (LPM 2024-2030)," which was enacted in 2023. This legislation marked the first time a European country has emphasized the importance of defending freedom of navigation in the Indo-Pacific region through legislation, with a particular focus on the South China Sea and the Taiwan Strait. This commitment is a significant encouragement for Taiwan in its efforts to maintain regional peace and stability. President Han also thanked Vice Chairperson Else Joseph for her support in the Senate regarding Taiwan's bid to join the World Health Organization (WHO). He mentioned that Vice President Chiang will lead a Legislative Yuan delegation to the WHA in Geneva, Switzerland, this Friday to attend related events. This visit aims to convey Taiwan's willingness to contribute more to global public health and human well-being. International support on this issue is crucial for Taiwan. Additionally, President Han noted that international media have recently focused on the vigorous debates within Taiwan's parliament on specific domestic issues. However, the presence of representatives from all three party caucuses to welcome the visiting delegation demonstrates the maturing process of Taiwan's parliamentary politics. He expressed confidence that the situation will soon return to a constructive path.


特瑪副主席(Rachid Temal)致詞時感謝院長撥冗接見,並介紹此次代表團成員性別比例均衡,包含跨黨派、參議院及國民議會兩院成員。繼說明法國與台灣的政治情況雷同,雖然內政上各黨派可能有不同意見,但涉外如對台灣民主的支持、期盼加深對台灣在文化、經濟及能源等議題上雙邊合作關係,不分朝野都是一致的。副主席繼表示此次來訪的議員都贊成院長所提及馬克宏總統推動之「七年建軍法案」,關注法國對印太及台海地區戰略,奠定強化法國國防、研發及相關產業能力的目標,此亦與軍事人員培訓及印太地區佈署密切相關,盼與台灣等民主夥伴共同打造和平繁榮的未來。

Vice Chairperson Rachid Temal expressed gratitude to President Han for taking the time to meet with the delegation in his address. He introduced the delegation members, highlighting the balanced gender representation and the inclusion of members across party lines from both the Senate and the National Assembly. Vice Chairperson Temal noted the similarities between the political situations in France and Taiwan. While domestic parties in France may have differing views on internal matters, there is a unified stance on foreign policy issues, including support for Taiwan's democracy and a desire to deepen bilateral cooperation in culture, economy, and energy. He further stated that all members of the visiting delegation support President Macron's LPM 2024-2030, which President Han mentioned. This plan emphasizes France's strategic focus on the Indo-Pacific region and the Taiwan Strait, aiming to strengthen France's defense capabilities, research, and related industries. It is closely related to military training and strategic deployments in the Indo-Pacific area. The delegation looks forward to collaborating with democratic partners such as Taiwan to build a peaceful and prosperous future together.


特瑪副主席續稱,看到台灣國會各黨派委員都出席今日的會晤,他便知道毋需為日前發生的立法院內肢體衝突感到憂心,他並提及賴清德總統就職演說時提及盼提升人民生活品質、加強發展新科技如AI、半導體及能源,乃至於教育、公衛等層面,都是法國可與台灣攜手合作的議題,盼未來透過「法國在台協會」建立更多合作管道。副主席另對院長提及法國諸多文學作品表達感佩之意,盼未來能與院長及各黨派委員有更多交流的機會。

Vice Chairperson Temal continued by expressing that seeing representatives from all parties in Taiwan's parliament attending the meeting reassured him, alleviating concerns about the recent physical altercations in the Legislative Yuan. He also mentioned President Lai Ching-te's inauguration speech, which highlighted goals such as improving the quality of life of the people, advancing new technologies like AI, semiconductors, and energy, as well as focusing on education and public health. These areas present opportunities for France and Taiwan to collaborate closely. Vice Chairperson Temal expressed hope for the establishment of more cooperative channels through the French Office in Taipei. He also conveyed his admiration for President Han’s mentioning of various French literary works and looked forward to more opportunities for exchanges and cooperation with President Han and legislators of all parties.


帕媞黛議員(Marie-Noëlle Battistel)介紹她的選區為科技重鎮,作為經濟委員會成員,伊長期擔任法國友台小組成員,曾多次與台灣探討科技、AI、能源等共同關心議題,相信台法間有莫大的合作潛力,也歡迎台灣借鑒法國關於能源開發方面的經驗,未來也將持續支持台灣參與國際組織及深化台法實質友好關係。

Hon. Marie-Noëlle Battistel introduced her constituency as a technology hub. As a member of the Economic Committee and a long-term member of the France-Taiwan Friendship Group, she has frequently engaged with Taiwan on technology, AI, and energy issues and believes there is significant potential for cooperation between France and Taiwan. She encouraged Taiwan to benefit from France's experience in energy development and reaffirmed her support for Taiwan's participation in international organizations and the deepening of Taiwan-France relations.


喬瑟芙議員(Else Joseph)表示此次是第二次訪台,作為文化委員會成員,特別關注教育、文化資產及運動等領域,她發現院長對文學藝術涉獵甚深,並介紹其選區固定舉辦「世界偶戲節」,很高興台灣每年都派代表團共襄盛會,未來也將持續支持台灣參與各國際組織。

Hon. Else Joseph mentioned that this was her second visit to Taiwan. As a member of the Cultural Committee, she particularly focuses on education, cultural heritage, and sports. She noted President Han's deep engagement with literature and the arts. Hon. Else Joseph introduced the annual "World Festival of Puppet Theaters" held in her constituency, expressing pleasure that Taiwan sends a delegation to participate each year. She also reaffirmed her continued support for Taiwan's participation in international organizations.


高彌議員(Hadrien Ghomi)則表示其為執政黨議員,對於訪團各議員所表達支持台灣及深化台法交流的意見均表贊同,台法共享民主價值,將持續推動台法間科學及經濟方面的合作關係,並感謝台法雙邊大使積極深化雙邊合作關係,最後提及其選區有許多台灣僑胞,甚至有一座台灣的廟宇,對台灣感到非常親切。

Hon. Hadrien Ghomi, as a member of the ruling party, expressed his support for the views of the delegation regarding Taiwan and the deepening of Taiwan-France exchanges. He emphasized that both France and Taiwan share democratic values and reaffirmed his commitment to advancing scientific and economic cooperation between the two countries. He also extended his gratitude to the ambassadors of Taiwan and France for their active efforts in strengthening bilateral relations. Additionally, Hon. Hadrien Ghomi mentioned that his constituency is home to many Taiwanese expatriates. There is even a Taiwanese temple, which fosters a strong sense of familiarity and connection with Taiwan.


陳永康委員發言時首先感謝訪團來訪表達對台灣的支持,並提及在他的軍旅生涯中曾數次造訪法國,特別感謝法國對台灣國防安全的支持,特別是空軍幻象戰機及海軍拉法葉艦都是法國技術協助,至今台灣仍受益。6月6日是諾曼第登陸80週年紀念日,過去他曾親自駕車造訪諾曼第海灘,感佩法國在二戰時對維護民主自由的決心,下個月將在台北舉辦理諾曼第登陸80週年研討會,藉此表達對法國支持我國國防安全的感謝。

Legislator Chen Yeong-kang began his remarks by expressing gratitude to the delegation for their visit and support for Taiwan. He shared that during his military career, he had visited France several times and extended special thanks for France's support of Taiwan's national defense, particularly highlighting the French technology behind the Mirage fighter jets and La Fayette-class frigates, which continue to benefit Taiwan. Chen also noted that June 6 marks the 80th anniversary of the D-Day landings in Normandy. He recalled having personally visited the Normandy beaches, deeply appreciating France's commitment to defending democracy and freedom during World War II. He mentioned that next month, a seminar on the 80th anniversary of the Normandy landings will be held in Taipei to express gratitude for France's support of Taiwan's national defense.


麥玉珍委員接續表示,她從小在越南吃法國麵包長大,越南至今仍有許多法國統治時期的遺緒,她來到台灣後感覺生活步調較快,盼未來台法兩國除在經貿與科技方面持續合作,也希望能夠將法國浪漫的幸福氛圍帶到台灣。

Legislator Mai Yu-chen continued by sharing her personal connection to France, having grown up eating French bread in Vietnam, which still bears many remnants of the French colonial period. She noted that upon moving to Taiwan, she observed a faster-paced lifestyle and expressed a desire for continued collaboration between Taiwan and France in trade and technology. Additionally, she hoped to bring some of the romantic and happy atmosphere of France to Taiwan in the future.


會晤尾聲時,院長建議推動法國大學來台灣設立分校,將法國優質文化帶入台灣,彼此合作創造雙贏。院長特別提及,台灣雖僅有地球上萬分之三的土地、千分之三的人口,但出產百分之三的工業產品,台灣製造的優秀產品遍及各種日常用品,希望法國發掘台灣被忽略的經貿潛力及重要性,加強與台灣的合作關係,相信透過國會外交的牽線,台法可以拓展更多合作的空間,共創雙贏。

At the conclusion of the meeting, President Han proposed encouraging French universities to establish campuses in Taiwan, bringing high-quality French culture to Taiwan and fostering a win-win collaboration between the two countries. He particularly noted that although Taiwan occupies only 0.03% of the world's land and has just 0.3% of the global population, it produces 3% of the world's industrial products. Taiwan's excellent products are widely used in various daily necessities, and he urged France to explore Taiwan's overlooked economic potential and significance. He emphasized the importance of strengthening cooperation between Taiwan and France and believed that through parliamentary diplomacy, the two nations could expand their cooperation and achieve mutual benefits.


此次拜會歷約50分鐘,氣氛熱絡友好,韓院長與特瑪副主席並互贈紀念品,為今日會晤畫下圓滿的句點。

The meeting lasted approximately 50 minutes and was marked by a warm and friendly atmosphere. At the end of the visit, President Han and Vice Chairperson Temal exchanged commemorative gifts, bringing the meeting to a successful and fulfilling close.
