立法院韓國瑜院長接見「德國國會議員慶賀團」一行 韓國瑜:盼續深化台德友好合作President Han meets German Bundestag Congratulatory Delegation, seeking to further deepen Taiwan-Germany friendship and cooperation 立法院韓國瑜院長於本(5月22)日下午在江啟臣副院長、「臺灣與德國國會議員友好協會」會長張宏陸委員、翁曉玲委員、張啓楷委員、國際事務處林晨富處長、外交部歐洲司李秀窈副秘書長、德國在台協會許佑格(Dr. Jörg Polster)代表等人陪同下,接見「德國國會議員慶賀團」一行。

President Han met with the German Bundestag Congratulatory Delegation on the afternoon of May 22. In attendance were Vice President Dr. Johnny C. Chiang, Chairperson Chang Hung-lu of the Taiwan-Germany Parliamentary Friendship Association, Legislators Weng Hsiao-ling and Chang Chi-kai, International Affairs Department Director Kevin C.F. Lin, Deputy Secretary-General of the Ministry of Foreign Affairs’ Department of European Affairs Li Hsiu-yao, and Dr. Jörg Polster of the German Institute in Taipei.

韓院長首先向訪賓表達熱忱歡迎,並偕江副院長及各黨團代表與訪賓合影。院長首先感謝訪團專程前來台參加我國第16任正、副總統就職典禮,並說明雖然近日立法院有些議事紛擾,但今日三個黨團代表仍是笑容滿面,以溫暖熱情迎接來自德國國會的好朋友。院長繼謂,我國人對德國普遍印象良好,不僅汽車工業舉世聞名,更在哲學、建築、文學、工藝、體育等均執各領域之牛耳,蓋有偉大的人民才有偉大的國家,希望藉由國會議員間的交流,將台灣人的熱情與善意傳達給德國人民。
President Han first extended a warm welcome to the guests and posed for a group photo with Vice President Chiang and representatives from various party caucuses. He expressed gratitude to the delegation for traveling to Taiwan to attend the inauguration ceremony of the 16th President and Vice President. Despite some recent legislative disruptions, the representatives from the three party caucuses today greeted the German National Assembly friends with smiles and warm hospitality. The Premier continued, stating that the people of Taiwan generally hold a favorable impression of Germany. Not only is its automobile industry world-renowned, but Germany also leads in various fields such as philosophy, architecture, literature, craftsmanship, and sports. He emphasized that a great nation is built by great people. The Premier expressed his hope that through exchanges between parliamentarians, the warmth and goodwill of the Taiwanese people can be conveyed to the people of Germany.
魏爾胥(Klaus-Peter Willsch)主席感謝院長偕江副院長及各黨團代表撥冗接見,並表示十分榮幸參加我國正副總統就職典禮。他感謝院長對德國的讚揚,樂將院長的善意及美言帶回德國與同胞分享。魏主席繼稱,身為德國國會友台小組成員,向來致力於深化台德雙邊實質友好關係,本日稍早拜會「中華民國對外貿易發展協會」,很高興得知台德經貿關係日益緊密,盼在此基礎上續拓展互惠互利的雙邊合作關係。未來也將以國會議員身分持續促請德國聯邦政府支持台灣參與「國際民航組織」(ICAO)、「聯合國氣候變遷綱要公約」(UNFCCC)、「世界衛生組織」(WHO)等國際組織。他並提及曾於2022年10月與友台小組成員來訪,很榮幸再度有機會來台訪問。
Chairperson Klaus-Peter Willsch of the German-Taiwan Parliamentary Friendship Group expressed his gratitude to the Premier, Vice President Chiang, and representatives from various political parties for taking the time to meet with them. He also conveyed his great honor in attending the inauguration ceremony of the President and Vice President of Taiwan. Chairperson Willsch continued, stating that as a member of the German-Taiwan Parliamentary Friendship Group, he has always been committed to deepening the substantive and amicable bilateral relations between Taiwan and Germany. Earlier today, during a visit to the Taiwan External Trade Development Council, he was pleased to learn that the economic and trade relations between Taiwan and Germany are becoming increasingly close. He expressed his hope to further expand the mutually beneficial bilateral cooperation on this foundation. In the future, he will continue, in his capacity as a parliamentarian, to urge the German Federal Government to support Taiwan's participation in international organizations such as the International Civil Aviation Organization (ICAO), the United Nations Framework Convention on Climate Change (UNFCCC), and the World Health Organization (WHO). He also mentioned his previous visit to Taiwan with members of the German-Taiwan Parliamentary Friendship Group in October 2022 and expressed his honor at having the opportunity to visit Taiwan again.
江副院長發言表示,除感謝德國長期支持台灣參與國際組織外,並期盼未來台德兩國國會有更多交流。他強調國會代表民意,國會之間的交流增加,也將帶動人民間更密切的聯繫互動,身為國會議員,樂見近年來德國對印太地區的關注明顯提升,尤以聚焦於經濟永續成長、產業供應鍊、地緣政治等全球性議題,台積電將於今(2024)年底於德國設廠,預計於2027年開始營運,此象徵高科技產業是台德間的重要合作領域,期望透過國會交流建立堅實的夥伴關係,並期盼德國續支持我國參與WHA。
Vice President Chiang expressed his gratitude for Germany's long-standing support of Taiwan's participation in international organizations. He also hoped for more exchanges between the parliaments of Taiwan and Germany in the future. He emphasized that parliaments represent the will of the people, and increased exchanges between parliaments will foster closer connections and interactions between the people of both nations. As a parliamentarian, he is pleased to see Germany's increased attention to the Indo-Pacific region in recent years, particularly its focus on global issues such as sustainable economic growth, industrial supply chains, and geopolitics. He highlighted that TSMC will establish a plant in Germany by the end of this year (2024), with operations expected to commence in 2027. This development signifies that the high-tech industry is a crucial area of cooperation between Taiwan and Germany. He hopes that through parliamentary exchanges, a solid partnership can be established and that Germany will continue to support Taiwan's participation in the World Health Assembly (WHA).
雙邊交流時,布德(Katrin Budde)副主席表示,身為文化及媒體委員會主席,她特別關注台德間文化交流,下個月將有台灣樂團到威瑪演出,對深化雙邊關係有所助益。她同時也關注人工智慧議題,相信可以透過國會交流互相學習,並盼邀請我國委員前往德國參訪。
During the bilateral exchanges, Vice Chair of the German-Taiwan Parliamentary Friendship Group Katrin Budde expressed that as the Chair of the Committee on Culture and Media, she is particularly focused on cultural exchanges between Taiwan and Germany. She mentioned that a Taiwanese band will perform in Weimar next month, which will contribute to deepening bilateral relations. She also highlighted her interest in artificial intelligence issues and believes that through parliamentary exchanges, both sides can learn from each other. She looks forward to inviting Taiwanese legislators to visit Germany.
張宏陸委員表示,很高興與魏爾胥主席及兩位副主席第二次在台北見面,並感謝德國對台灣的支持和友誼。他提及許佑格代表曾多次邀約赴德國訪問,但因公忙尚未成行,期望今年9月初安排至德國訪問。張委員另稱,台灣與德國除經貿、觀光、文教外,近年更展開足球交流,今年德方將來台辦理足球夏令營,台灣也有球員會赴德訓練,希望透過國會議員互訪,進一步增進彼此瞭解及友誼。
Legislator Chang Hung-lu expressed his pleasure in meeting Chairperson Willsch and the two Vice Chairs in Taipei for the second time. He thanked Germany for its support and friendship toward Taiwan. Legislator Chang mentioned that Representative Jörg Wojahn had extended multiple invitations to visit Germany, but due to official duties, he has not yet been able to make the trip. He hopes to arrange a visit to Germany in early September this year. He also noted that beyond economic and trade relations, tourism, and cultural and educational exchanges, Taiwan and Germany have recently engaged in football exchanges. This year, a German football summer camp will be held in Taiwan, and Taiwanese players will train in Germany. Legislator Chang hopes that through mutual visits by parliamentarians, both sides can further enhance their understanding and friendship.
魏爾胥主席接稱,德國國會也有足球隊,台德雙方未來可以舉辦友誼交流賽。院長憶及2014年巴西世界杯足賽,德國隊第四度勇奪金牌,其明星球員被譽為「金色轟炸機」,享譽國際;副院長則表示全台灣唯一的足球園區將於台中落成,屆時非常歡迎德國球員來台參加開幕。
Chairperson Willsch responded that the German Bundestag also has a football team, and he suggested that Taiwan and Germany could organize friendly exchange matches in the future. The Premier recalled the 2014 FIFA World Cup in Brazil, where the German team won the gold medal for the fourth time, with their star players renowned internationally as the "Golden Bombers." Vice President Chiang added that the only football park in Taiwan will be completed in Taichung, and he warmly welcomes German players to attend the opening ceremony.
擁有德國法學博士學位的翁曉玲委員特別以德語向訪賓致意,並說明立院刻正推動國會改革法案,希望未來能有機會拜訪德國國會,以深入瞭解國會調查權的運作機制。葛蕾思勒(Dr. Ingeborg Gräßle)議員簡要回應翁委員有關德國國會調查權之運作機制,並歡迎委員赴德考察相關議題。
Legislator Weng Hsiao-ling, who holds a German doctoral degree in law, greeted the guests in German and explained that the Legislative Yuan is currently advancing a parliamentary reform bill. She expressed hope for an opportunity to visit the German Bundestag in the future to gain a deeper understanding of the mechanisms of parliamentary investigative powers. Dr. Ingeborg Gräßle briefly responded to Legislator Weng's inquiry about the mechanisms of parliamentary investigative powers in the German Bundestag and welcomed her to Germany to explore the relevant issues.
張啓楷委員表示,非常感謝魏主席對台灣的堅定支持與長期友誼,希望未來可與德國國會舉辦議員足球友誼賽,並提及葛蕾思勒議員與國際事務處林處長是舊識,盼日後議員多來台訪問,他樂願與「德國在台協會」許佑格代表及林處長協助導覽。張委員另提及盼借鏡德國的能源政策、經濟發展等策略,尤其德國在2023年二氧化碳排放量相較1990年下降46%,非常值得台灣學習。
Legislator Chang Chi-kai expressed his sincere gratitude to Chairperson Willsch for his steadfast support and long-term friendship with Taiwan. He expressed hope that future friendly football matches could be organized between Taiwanese and German parliamentarians. He also mentioned that he is familiar with Dr. Ingeborg Gräßle and Kevin Lin, Director of the International Affairs Department, and hopes that Dr. Gräßle will visit Taiwan more frequently. He would be happy to assist with tours in collaboration with Representative Jörg Wojahn and Director Lin. Additionally, Legislator Chang noted his interest in learning from Germany's energy policies and economic development strategies, particularly highlighting Germany's significant achievement in reducing carbon dioxide emissions by 46% in 2023 compared to 1990, which Taiwan could greatly benefit from.
此次拜會歷約1小時,氣氛熱絡友好,韓院長與魏爾胥主席並互贈紀念品,為今日會晤畫下圓滿的句點。

The meeting lasted approximately one hour and was characterized by a warm and friendly atmosphere. Premier Han and Chairperson Willsch exchanged souvenirs, marking a successful conclusion to the day's discussions.
