立法院張裕榮副秘書長本（6月11）日上午10時代表韓國瑜院長出席由林楚茵委員發起之「臺灣國會數位科技與新經濟產業交流促進會」成立大會，現場出席貴賓包括許智傑委員、李坤城委員、麥玉珍委員、王正旭委員、郭昱晴委員、張雅琳委員、蘇巧慧委員、林月琴委員、范雲委員、陳培瑜委員、吳沛憶委員、洪申翰委員，以及勞動部常務次長陳明仁、經濟部主任秘書楊志清、交通部交通科技及資訊司司長黃新薰、內政部資訊服務司副司長嚴文常、交通部中央氣象署副署長馮欽賜、財政部賦稅署副署長倪麗心、數位發展部數位產業署副署長胡貝蒂、「台灣數位平台經濟協會」（DEAT）常務理事馬培治及常務理事吳昕霈、「台灣網路暨電子商務產業發展協會」（TiEA）常務理事陳立人、「台灣數位媒體應用暨行銷協會」（DMA）理事長邱繼弘、「台北市汽車貨運商業同業公會」理事許文忠等產官界人士逾50人應邀出席，共襄盛會。

At 10 a.m. on June 11, Deputy Secretary-General of the Legislative Yuan, Dr. Chang Yu-jung, attended the inauguration ceremony of the Taiwan Parliamentary Association for Digital Technology and New Economy Industry initiated by Legislator Lin Chu-yin, representing President Daniel K.Y. Han. Distinguished guests included Legislators Hsu Chih-chieh, Lee Kun-cheng, Mai Yu-chen, Wang Cheng-hsu, Kuo Yu-ching, Nglim Tiunn, Su Chiao-hui, Lin Yueh-chin, Fan Yun, Chen Pei-yu, Wu Pei-yi, and Hung Sun-han. The event was attended by over 50 representatives from industries and the government, including Vice Minister of Labor Chen Ming-jen, Chief Secretary of the Ministry of Economic Affairs Yang Chih-ching, Director General of the Department of Technology and Information for Transportation at the Ministry of Transportation and Communications Huang Hsin-hsun, Deputy Director of the Information Technology Service Department at the Ministry of the Interior Yen Wen-chang, Deputy Director of the Central Weather Bureau of the Ministry of Transportation and Communications Fong Chin-tzu, Deputy Director-General of the Taxation Administration of the Ministry of Finance Ni Li-hsin, Deputy Director-General for the Administration for Digital Industries at the Ministry of Digital Affairs Betty Hu, Executive Director Marvin Ma and Jeffrey Wu of the Digital Economy Association, Taiwan (DEAT), Director of the Taiwan Internet and E-Commerce Association (TiEA) Roger Chen, Executive Chairperson of the Taiwan Digital Media and Marketing Association (DMA) Nathan Chiu, and director of the Taipei Freight Transport Trade Association Hsu Wen-chung.

成立大會首先以全體貴賓大合照揭開序幕，與會貴賓並於本次為成立大會特別設計之「行動藍圖」背板前，貼上「AI世代人才轉型」、「擘劃智慧城市」、「強化台灣國際地位」、「AI世代法規調適」、「促進國際數位經濟產業交流」、「落實安全數位交易」、「推升國民金融素養」、「培養全民數位媒體素養」、「完備交通政策」等9項與數位科技發展願景有關之標語，在通過組織章程暨推選會長與副會長、發起人暨會長林楚茵委員致開場詞後，續由張裕榮副秘書長代表立法院致詞。張副秘書長表示，今天非常榮幸代表韓院長出席「臺灣國會數位科技與新經濟產業交流促進會」成立大會。隨著第五代行動通訊技術（5G）、雲端應用、機器人、無人機等數位新興科技成熟之發展，產業全面數位化的時代已正式來臨，許多過去需要大量人力、物力及時間之工作，都可以透過電腦機械、雲端計算、數據分析等技術，讓工作更準確，再結合數位科技及人工智慧，提升企業生產效能，更能讓國家經濟大步向前，造福全民生活福祉。

The inauguration ceremony began with a group photo of all distinguished guests. Participants then placed stickers on a specially designed backdrop labeled "Action Blueprint," featuring nine slogans related to the vision for digital technology development, including "Talent Transformation for the AI Era," "Planning Smart Cities," "Strengthening Taiwan's International Status," "Regulatory Adaptation for the AI Era," "Promoting International Digital Economy Industry Exchange," "Implementing Secure Digital Transactions," "Enhancing National Financial Literacy," "Cultivating Nationwide Digital Media Literacy," and "Perfecting Transportation Policies." After the organizational charter was approved and the president and vice president were elected, the founder and president, Legislator Lin Chu-Yin, delivered the opening remarks. Deputy Secretary-General Chang then spoke on behalf of the Legislative Yuan, stating that it was an honor to represent President Han at the inauguration of the Taiwan Parliamentary Association for Digital Technology and New Economy Industry. He noted that with the development of emerging digital technologies, such as 5G, cloud applications, robotics, and drones, the era of comprehensive industrial digitalization has officially arrived. Tasks that once required significant human, material, and time resources can now be accomplished more accurately through computer machinery, cloud computing, and data analysis. By integrating digital technology and artificial intelligence, we can enhance enterprise productivity, significantly advance the national economy, and improve the well-being of all citizens.

張副秘書長續稱，數位科技在影響全球公民日常生活的同時，也改變了各國國會運作方式及國會議員的問政態樣，各國國會必須提升數位化的速度，以提供國會議員們視訊問政的需要。根據「各國議會聯盟」（Inter-Parliamentary Union, IPU）於2023年所提出的《國會數位轉型指南》，國會進行數位轉型後的優點之一，就是讓立法相關資訊更加透明，進而增強民眾對立法機關的信任度。而立法院也同樣在世界潮流及民意推動下，秉持「資訊開放」、「資訊透明」、「便捷資訊取得」以及「資訊電子化」等原則，不斷地優化立法院官網的各式功能，像是強化關鍵字搜尋、建置數位資源永久獨立網址以及數位系統開源等，目的都是讓我國國會更加數位化，讓公眾及民間團體能夠更容易取得具體資訊。

Deputy Secretary-General Chang continued by stating that while digital technology is influencing the daily lives of global citizens, it is also transforming the operations of parliaments worldwide and the ways in which legislators engage in parliamentary inquiries. Parliaments worldwide must accelerate their digitalization efforts to meet the needs of legislators for conducting inquiries via video conferencing. According to the "Inter-Parliamentary Union (IPU) Guidelines on Digital Transformation of Parliaments" released in 2023, one of the advantages of parliamentary digital transformation is making legislative information more transparent, thereby enhancing public trust in legislative bodies. Driven by global trends and public demand, the Legislative Yuan has been committed to principles such as "open information," "information transparency," "convenient access to information," and "information digitization." In line with these principles, the Legislative Yuan has continuously optimized various functions of its official website, including enhancing keyword search capabilities, establishing permanent independent URLs for digital resources, and adopting open-source digital systems. These efforts aim to further digitalize Taiwan’s parliament, making it easier for the public and civil society organizations to access concrete information.

張副秘書長最後特別感謝林楚茵委員發起今日的成立大會，相信在「臺灣國會數位科技與新經濟產業交流促進會」成立的宗旨下，必定能夠引導及增進產官學於該領域之交流，立法院行政單位也將持續配合並支持國會與各界之合作，推動我國新經濟產業的繁榮與發展。

Deputy Secretary-General Chang concluded by expressing his special thanks to Legislator Lin Chu-Yin for initiating today's inauguration. He expressed confidence that under the mission of the Taiwan Parliamentary Association for Digital Technology and New Economic Industry Exchange, this organization will undoubtedly guide and enhance collaboration among government, industry, and academia in this field. The administrative departments of the Legislative Yuan will continue to cooperate with and support the collaboration between the parliament and various sectors to promote the prosperity and development of Taiwan's new economic industries.

成立大會隨後由副會長麥玉珍委員、副會長許智傑委員、「台灣數位平台經濟協會」（DEAT）常務理事馬培治、「台灣網路暨電子商務產業發展協會」（TiEA）常務理事陳立人、「台灣數位媒體應用暨行銷協會」（DMA）理事長邱繼弘等人分別致賀詞，繼由在場貴賓進行分享交流後，歷約50分鐘圓滿結束。

The inauguration ceremony was followed by congratulatory speeches delivered by Vice Presidents Mai Yu-chen, Hsu Chih-chieh, Executive Director of DEAT Marvin Ma, Executive Director of TiEA Roger Chen, and Chairperson of DMA Nathan Chiu. Afterward, the attending guests engaged in a sharing and exchange session, concluding the event successfully after approximately 50 minutes.
