立法院韓國瑜院長於本(6月13)日上午在江啟臣副院長、「中華民國與捷克暨奧地利國會友好聯誼會」萬美玲會長、林憶君委員、葛如鈞委員、陳菁徽委員、陳冠廷委員及國際事務處林晨富處長等人陪同下，接見並款宴「捷克參議院首席副議長德拉霍斯（Jiří Drahoš）訪問團」一行7人，外交部唐殿文主任秘書、歐洲司林主恩副司長、「捷克經濟文化辦事處」代表David Steinke等人亦隨行陪同。
On the morning of June 13, President Daniel K.Y. Han of the Legislative Yuan, accompanied by Vice President Dr. Johnny C. Chiang, Legislator Wan Mei-ling, President of the Taiwan-Czech and Taiwan-Austria Parliamentary Friendship Association, Legislators Lin Yi-chun, Ko Ju-chun, Chen Ching-hui, and Chen Kuan-ting, as well as International Affairs Department Director Kevin C.F. Lin, hosted and dined with a delegation of seven led by Jiří Drahoš, First Vice-President of the Czech Senate. The delegation also included Ministry of Foreign Affairs Secretary-General Tang Dian-wen, Deputy Director-General Lin Chu-en of the European Affairs Department of the Ministry of Foreign Affairs, and David Steinke, Representative of the Czech Economic and Cultural Office in Taipei.
韓院長首先向訪賓表達熱忱歡迎，並偕江副院長及立法院各黨團代表與訪賓合影，繼稱今日出席的委員來自三大黨團，象徵著立法院對訪團的高度重視。院長致歡迎詞時首先感謝德拉霍斯首席副議長長期以來對台灣的支持和友誼，他自1995年來多次訪台（此為第4次），為台捷雙邊關係搭建起合作的橋樑，此行更帶來了捷克的藝術、音樂與文化和台灣民眾共享，除了「捷克台北中心」（Czech Center Taipei）將於明（14）日在松山文創園區盛大開幕外，同時也將舉辦為期10天的「捷克攝影圖文展」，是一場難得的文化饗宴；此外，國家圖書館自今天開始展出的「捷克古典音樂四巨擘的傳奇人生」（FAMOUS CZECH COMPOSERS），展期2個月，藉此機會，院長也邀請全國民眾及各國旅台人士把握機會前往，一同欣賞捷克的藝術與音樂之美。
President Han first extended a warm welcome to the visiting delegation. He, along with Vice President Chiang and representatives from various party caucuses of the Legislative Yuan, took a group photo with the visitors. President Han then noted that the presence of legislators from the three major party caucuses today symbolizes the high regard that the Legislative Yuan has for the visiting delegation. In his welcoming speech, President Han expressed gratitude to First Vice-President Jiří Drahoš for his longstanding support and friendship towards Taiwan. Since his first visit in 1995, this marks his fourth visit to Taiwan, during which he has played a pivotal role in building bridges of cooperation between Taiwan and the Czech Republic. This visit also brings Czech art, music, and culture to share with the people of Taiwan. In addition to the grand opening of the Czech Center Taipei at Songshan Cultural and Creative Park on July 14, a 10-day Czech Photography and Visual Art Exhibition will also be held. This event promises to be a rare cultural feast. Additionally, the National Central Library has launched the "Famous Czech Composers" exhibition today, showcasing the legendary lives of four renowned Czech classical composers. Running for two months, this exhibition offers a valuable opportunity for the public and international visitors in Taiwan to experience and appreciate the beauty of Czech art and music. President Han encourages everyone to take advantage of this chance to explore and enjoy Czech cultural contributions.
院長續提及，今（2024）年4月3日花蓮大地震後，捷克許多官員及議員皆透過不同方式表達慰問，包含捷克總理費亞拉（Petr Fiala）、參議院韋德齊（Miloš Vystrčil）議長、眾議院艾達莫娃（Markéta Pekarová Adamová）議長等政要，皆於地震後第一時間表達慰問，捷克政府更捐贈15萬美元協助賑災及重建工作，院長特別藉此機會感謝捷克的溫暖情誼及熱心相助。特別是韋德齊參議長及艾達莫娃眾議長長期支持台灣，分別於2020年及去年親自率團來訪，協助推展雙邊各項合作案，再次證明台捷之間真摯不移的友情。
President Han continued by mentioning that after the Hualien earthquake on April 3, 2024, many Czech officials and legislators expressed their condolences through various means. Notably, Czech Prime Minister Petr Fiala, Senate President Miloš Vystrčil, and Speaker of the Chamber of Deputies Markéta Pekarová Adamová were among the first to extend their sympathy. The Czech government also donated $150,000 to support disaster relief and reconstruction efforts. President Han took this opportunity to express his heartfelt gratitude for the warm and generous support from the Czech Republic. President Han particularly highlighted that Senate President Vystrčil and Speaker of the Chamber of Deputies Adamová have long supported Taiwan. President Vystrčil led a delegation to visit Taiwan in 2020, while Speaker Adamová did so last year. Their visits have significantly contributed to advancing bilateral cooperation projects and further exemplify the steadfast and genuine friendship between Taiwan and the Czech Republic.
院長並向訪賓分享，台捷於去（2023）年7月開通台北布拉格直航班機，帶動台灣旅客赴捷克觀光人數大幅增長75%，居各國旅客之首，這是台捷人民相互友好的例證與台捷深化交流的珍貴成果。去年11月，台捷啟動「供應鏈韌性中心」（Supply Chain Resilience Center, SCRC），作為兩國建立供應鏈研究的合作基礎；今年，我國首座「晶創海外基地」已拍板落腳在布拉格，將提供先進半導體技術及晶片教育課程，不僅可培訓當地半導體人才，也為台灣廠商建立當地連結，協助台商佈局中東歐市場，相信這些努力與成果，將為台捷關係在文化、觀光、教育、科技、經濟及其他各領域再創新章，使兩國友好關係更加緊密鞏固。
President Han shared with the visitors that the direct flight between Taipei and Prague, which commenced in July 2023, has significantly boosted the number of Taiwanese tourists visiting the Czech Republic, with an impressive 75% increase, making Taiwan the leading country of origin for tourists. This exemplifies the mutual friendliness between the peoples of Taiwan and the Czech Republic and is a valuable outcome of deepened exchanges between the two nations. Additionally, in November last year, Taiwan and the Czech Republic launched the Supply Chain Resilience Center (SCRC) to serve as a foundation for collaborative research on supply chains. This year, Taiwan's first Global Semiconductor Innovation Hub will be established in Prague, offering advanced semiconductor technology and chip education courses. This initiative will not only train local semiconductor professionals but also help Taiwanese companies establish connections in the region, facilitating their entry into the Central and Eastern European markets. It is believed that these efforts and achievements will open new chapters in Taiwan-Czech relations across various fields including culture, tourism, education, technology, and economics, further strengthening and solidifying the friendly ties between the two nations.
隨後，韓院長代表中華民國立法院頒贈德拉霍斯首席副議長「國會一等榮譽獎章」，以表彰他為提升台捷雙邊實質友好關係所做出的卓越貢獻，在司儀宣讀頌詞後，韓院長為德拉霍斯首席副議長配掛獎章並授予證書，現場響起熱烈掌聲，這是韓院長上任以來第一次頒發國會榮譽獎章予重要外賓，別具意義。
Subsequently, President Han, on behalf of the Legislative Yuan of the Republic of China (Taiwan), presented the First-Class Honorary Medal of the Legislative Yuan to First Vice-President Jiří Drahoš to recognize his outstanding contributions to enhancing the substantive friendly relations between Taiwan and the Czech Republic. After the master of ceremonies read the commendation, President Han conferred the medal and certificate upon Vice-President Drahoš, to the sound of enthusiastic applause. This marks the first time President Han has awarded the Legislative Yuan's honorary medal to a distinguished foreign guest since taking office, making it a particularly significant occasion.
德拉霍斯首席副議長致詞時首先感謝韓院長及跨黨派委員撥冗接晤與熱忱歡迎，續表示，台捷雙方關係以相互尊重、共享知識和共同推廣民主價值為基礎，由此進一步深化共享價值與國會交流等領域之合作。他並引述捷克前總統哈維爾（Václav Havel）所言：「人權與自由的理念必須成為任何有意義的世界秩序的組成部分」，而台捷正是基於認同與理解這種理念來促進雙邊合作與交流，這也象徵著即使台捷兩國在地理上相距甚遠，但心卻是靠近的。
First Vice-President Jiří Drahoš began his speech by expressing gratitude to President Han and the bipartisan members of the Legislative Yuan for their time and warm welcome. He continued by noting that the relationship between Taiwan and the Czech Republic is built on mutual respect, shared knowledge, and a joint promotion of democratic values. This foundation allows for further deepening of cooperation in areas such as shared values and parliamentary exchanges. He quoted former Czech President Václav Havel, saying, "The idea of human rights and freedom must be part of any meaningful world order." Vice-President Drahoš emphasized that Taiwan and the Czech Republic are advancing bilateral cooperation and exchanges based on a shared understanding of these ideals. This, he remarked, symbolizes that despite the geographical distance between the two nations, their hearts remain close.
德拉霍斯首席副議長繼表示，此次是第四度訪台，受到各界熱情接待，實感賓至如歸。他尤其樂見自2022年9月訪台後，雙方簽署的計畫已經逐漸落實，如人道協助烏克蘭難民、成立「供應鏈韌性中心」及「晶創海外基地」來強化雙邊半導體合作等等，這些豐碩的成果都是奠基於雙邊真摯的友誼與互相分享才得以達成。他亦向院長表達受贈獎章的由衷感謝，未來將持續竭力兌現深化雙邊關係之承諾，並期許雙方友誼及各領域交流蒸蒸日上。此外，德拉霍斯首席副議長竭誠歡迎江副院長擇期率團訪捷，以略盡地主之誼。
Vice-President Jiří Drahoš further expressed that this was his fourth visit to Taiwan, and he felt warmly welcomed by all sectors, making him feel truly at home. He was particularly pleased to see the plans signed during his last visit in September 2022 gradually coming to fruition, including humanitarian assistance for Ukrainian refugees, the establishment of the Supply Chain Resilience Center, and the creation of the Semiconductor Overseas Base to strengthen bilateral semiconductor cooperation. These substantial achievements are based on the genuine friendship and mutual sharing between the two nations. He conveyed his heartfelt thanks for receiving the honor of the medal and committed to continuing efforts to deepen bilateral relations. Vice-President Drahoš also expressed his hopes for the continued growth of the friendship and exchanges in various fields. Additionally, he extended a sincere invitation for Vice President Chiang to visit the Czech Republic with a delegation at a future date, as a gesture of hospitality.

After exchanging gifts, President Han invited the delegation to a luncheon in the banquet hall. During the meal, both sides engaged in a broad discussion on topics such as Taiwan's democratic elections, various Taiwan-Czech cooperation initiatives, mutual assistance during natural disasters, museum artifact exchanges, and increasing direct flights between Taiwan and the Czech Republic. Attending legislators also shared their positive experiences from past visits to the Czech Republic. The luncheon lasted approximately 1 hour and 30 minutes, characterized by a warm and friendly atmosphere with continuous laughter, providing a fitting conclusion to the day's meeting.
