張裕榮副秘書長出席立法院「台灣國會維吾爾連線」成立大會Deputy Secretary-General Chang Yu-jung attends the founding ceremony of the Taiwan Parliament Group for Uyghur

立法院張裕榮副秘書長本(627)日上午11時代表韓國瑜院長出席由沈伯洋委員發起之「台灣國會維吾爾連線」成立大會,現場出席貴賓包括莊瑞雄委員、黃捷委員、李坤城委員、郭昱晴委員,以及「維吾爾難民支援基金」理事長暨「日本維吾爾協會」創會會長伊里哈木、「臺灣東突厥斯坦協會」理事長何朝棟、「維吾爾人權項目」外展專員塔什肯•多萊特、「香港邊城青年」秘書長馮詔天、「財團法人達賴喇嘛西藏宗教基金會」董事長格桑堅參、「西藏台灣人權連線」秘書長扎西慈仁等應邀出席,共襄盛會。

On the morning of June 27, at 11 AM, Deputy Secretary-General Chang Yu-jung of the Legislative Yuan, representing President Daniel K.Y. Han, attended the founding ceremony of the Taiwan Parliament Group for Uyghur initiated by Legislator Puma Shen. Distinguished guests included Legislators Chuang Jui-hsiung, Huang Jie, Lee Kuen-cheng, and Kuo Yu-ching. Also present were Ilham Mahmut, Chairperson of the Uyghur Refugee Support Fund and Founding President of the Japan Uyghur Association; Ho Chao-tung, President of the Taiwan East Turkestan Association; Tashken Davlet, Outreach Officer of the Uyghur Human Rights Project; Sky Fung, Secretary-General of Hong Kong Border Youth; Kelsang Gyaltsen Bawa, Chairperson of the Tibet Religious Foundation of HH the Dalai Lama; and Tashi Tsering, Secretary-General of the Human Rights Network for Tibet and Taiwan.

成立大會首先由張裕榮副秘書長代表立法院致詞揭開序幕。副秘書長表示,全球對維吾爾族的關切長期圍繞在「人權」議題上,美國國務院在本(2024)年4月發布的「2023年各國人權實踐報告」中,即點名在新疆的維吾爾族人持續遭受強迫勞動之暴行,已列為現今國際人權的關注焦點。國際間近年紛紛以具體行動聲援維吾爾族人所遭受到的種種迫害:美國國務卿布林肯Antony Blinken)特別指出,新疆維吾爾少數民族刻正面臨種族滅絕的危機;多位歐洲議員也公開呼籲歐洲各國應正視、並出面捍衛維吾爾族的基本人權;「聯合國人權事務辦公室」(The Office of the High Commissioner for Human Rights, OHCHR)也譴責中國侵犯維吾爾族之人權、語言、文化等基本權利,呼籲北京政府立即釋放被逮捕的相關維權人士。

The ceremony commenced with an opening speech by Deputy Secretary-General Chang Yu-jung on behalf of the Legislative Yuan. Deputy Secretary-General Chang stated that global concern for the Uyghur people has long centered on human rights issues. In April 2024, the US Department of State released the 2023 Country Reports on Human Rights Practices, highlighting the ongoing forced labor atrocities faced by Uyghurs in Xinjiang. This issue has become a focal point of international human rights concerns. In recent years, the international community has increasingly taken concrete actions to support Uyghurs facing various forms of persecution. U.S. Secretary of State Antony Blinken specifically pointed out that the Uyghur minority in Xinjiang is facing a crisis of genocide. Several European parliamentarians have also publicly called on European countries to recognize and defend the fundamental human rights of the Uyghur people. The Office of the High Commissioner for Human Rights (OHCHR) has condemned China's violations of the basic rights of the Uyghurs, including their human rights, language, and culture, and has called on the Beijing government to immediately release the detained human rights defenders.

副秘書長特別感謝沈伯洋委員接棒發起成立立法院本(第11)屆「台灣國會維吾爾連線」,並強調身為國際社會負責任的一份子,台灣將會堅定捍衛民主、自由、人權等普世價值,期盼透過國會外交的力量,結合民主陣營國家,團結守護這些普世價值,未來若「台灣國會維吾爾連線」有需要協助的行政事宜,立法院絕對盡心協助。

Deputy Secretary-General Chang expressed his special gratitude to Legislator Puma Shen for taking the initiative to establish the Legislative Yuan's 11th Taiwan Parliament Group for Uyghur. He emphasized that, as a responsible member of the international community, Taiwan is committed to upholding the universal values of democracy, freedom, and human rights. He hopes that through the power of parliamentary diplomacy, Taiwan can unite with democratic countries to collectively safeguard these universal values. Deputy Secretary-General Chang assured that if the Taiwan Parliament Group for Uyghur requires any administrative assistance in the future, the Legislative Yuan will provide full support.

Following Deputy Secretary-General Chang's remarks, the event continued with a speech by the initiator, Legislator Puma Shen. He then invited the distinguished guests present to take a group photo and listen to the congratulatory message from the Japan Uyghur Association on the establishment of the Taiwan Parliament Group for Uyghur. Subsequently, attendees watched a congratulatory video recorded by Dolqun Eysa, Chair of the World Uyghur Congress. The event concluded with the adoption of the organizational charter and the election of the chairperson and vice-chairperson.

成立大會隨後依序由「維吾爾難民支援基金」理事長暨「日本維吾爾協會」創會會長伊里哈木、「臺灣東突厥斯坦協會」理事長何朝棟、「維吾爾人權項目」外展專員塔什肯•多萊特、「香港邊城青年」秘書長馮詔天、「財團法人達賴喇嘛西藏宗教基金會」董事長格桑堅參、「西藏台灣人權連線」秘書長扎西慈仁莊瑞雄委員等人分別致賀詞,繼在場貴賓進行分享交流並再度進行合影後,成立大會歷約40分鐘圓滿結束。

Following the opening ceremony, congratulatory speeches were delivered in succession by Ilham Mahmut, Chairperson of the Uyghur Refugee Support Fund and founding president of the Japan Uyghur Association; Ho Chao-tung, President of the Taiwan East Turkestan Association; Tashken Davlet, Outreach Specialist of the Uyghur Human Rights Project; Sky Fung, Secretary-General of the Hong Kong Outlanders; Kelsang Gyaltsen Bawa, Chairperson of the Tibet Religious Foundation of HH the Dalai Lama; Tashi Tsering, Secretary-General of the Human Rights Network for Tibet and Taiwan; and Legislator Chuang Jui-Hsiung. After the speeches, the guests engaged in further sharing and discussions, followed by another group photo session. The inaugural meeting concluded successfully after approximately 40 minutes.
