立法院韓國瑜院長於今(7月3)日下午3時在江啟臣副院長、外交及國防委員會召委馬文君委員、經濟委員會兩位召委楊瓊瓔委員、邱議瑩委員及張啓楷委員、國際事務處林晨富處長，以及「臺灣日本關係協會」陳志任副秘書長等人陪同下，接見「日本參議院TY會台灣訪問團」一行8人。
President Daniel K.Y. Han of the Legislative Yuan met with the eight-member TY Group from the Japanese House of Councillors Taiwan Delegation this afternoon (July 3) at 3:00 p.m. In attendance were Vice President Dr. Johnny C. Chiang, Foreign and National Defense Committee Convener Legislator Ma Wen-chun, 2 Economics Committee Conveners Legislators Yang Chiung-ying, and Chiu Yi-ying, and Chang Chi-kai, Department of International Affairs Director Kevin C.F. Lin, and Deputy Secretary-General of the Taiwan-Japan Relations Association Chen Chih-jen.
韓院長首先代表立法院誠摯歡迎訪賓，並偕江副院長、出席委員與訪團一同合影。在合影過程中，江副院長向訪賓表示台灣歷經八年的努力，就在今天上午，他偕同幾位委員及政府官員共同見證首櫃6公噸台灣紅肉紅龍果完成檢疫並封櫃外銷日本，他特別準備了一盒紅肉紅龍果，要與來自日本的好朋友們一同分享這個喜悅，共同見證台日農產品貿易合作的新里程碑。
President Han warmly welcomed the visiting guests on behalf of the Legislative Yuan and, along with Vice President Chiang and attending legislators, took a group photo with the delegation. During the photo session, Vice President Chiang shared with the guests that after eight years of effort, Taiwan achieved a significant milestone just that morning. He, along with several legislators and government officials, witnessed the successful completion of quarantine and the sealing of the first shipment of six metric tons of Taiwan's red dragon fruit for export to Japan. He prepared a box of red dragon fruit to share this joy with the visitors from Japan, marking a new milestone in agricultural trade cooperation between Taiwan and Japan.
韓院長致詞時表示，今天江副院長以及立法院跨黨派的委員們共同出席接待訪團，顯見立法院對於日本國會的重視。台灣與日本不僅在歷史上淵源深遠，更因為地理位置的相近，雙邊人民往來頻繁。根據我國交通部觀光署的統計，去（2023）年台灣旅客最愛造訪的國家就是日本，總計有422.5萬人次赴日觀光。而我駐日代表處在去年底委託進行的民調也顯示，76.6%的日本民眾對台灣有親近感、65%的日本民眾則認為台灣值得信賴，在在顯示台日兩國密不可分的情誼，雙方的政治領袖或是國會議員都有責任去維繫日本與台灣情感的交流。
In his remarks, President Han noted that the presence of Vice President Chiang and legislators from various political parties at the reception clearly demonstrated the importance of the Japanese parliament to the Legislative Yuan. Taiwan and Japan not only share deep historical ties but also maintain frequent exchanges due to their geographical proximity. According to Taiwan’s Tourism Administration, Japan was the most visited country by Taiwanese travelers last year (2023), with a total of 4.225 million visits. Furthermore, a survey commissioned by the Taipei Representative Office in Japan at the end of last year revealed that 76.6% of the Japanese public feels a sense of closeness to Taiwan, and 65% believe Taiwan is trustworthy. These figures highlight the inseparable bond between Taiwan and Japan, and it is the responsibility of political leaders and legislators on both sides to nurture and sustain the emotional connection between the two nations.
韓院長接著表示，最讓他感動的是，2021年6月日本所有參議員不分黨派，首次無異議通過力挺台灣加入「世界衛生組織」（WHO）的決議，並籲請各國同意我國自2022年起以觀察員身分參與「世界衛生大會」（WHA），充分展現日本朝野對我國參與WHO的全面支持，意義非凡；韓院長語重心長地表示，台灣就像是一位游泳選手，已經在水裡奮力前進了很長一段距離，希望能上來換一口氣，這正是目前台灣在國際社會上的處境，縱使孤單卻仍奮力向前，並時時盼望能和各國的好朋友們攜手合作。
President Han continued by expressing his deep appreciation for the fact that in June 2021, all members of the Japanese House of Councillors, regardless of party affiliation, unanimously passed a resolution supporting Taiwan's inclusion in the World Health Organization (WHO). They also called on countries to agree to Taiwan’s participation as an observer in the World Health Assembly (WHA) starting in 2022. This demonstrated Japan's comprehensive support for Taiwan’s involvement in the WHO and was of great significance. President Han poignantly compared Taiwan to a swimmer who has been struggling in the water for a long time and hopes to come up for air. He described this as Taiwan’s current situation in the international community: despite feeling isolated, Taiwan continues to strive to move forward and always hopes to work together with friends from around the world.
韓院長繼謂，今（2024）年3月由江副院長率代表團赴日本東京參加「亞洲太平洋國會議員聯合會」（APPU）第52屆大會暨第86屆理事會，感謝有日本國會議員好友們的襄助，成果相當豐碩，特別是我國成功爭取到APPU明（2025）年第53屆年會暨第87屆理事會之主辦權，韓院長也熱情邀請在座各位參議員明年一同來台灣共襄盛舉。
President Han further mentioned that in March of this year (2024), Vice President Chiang led a delegation to Tokyo, Japan, to attend the 52nd General Assembly and 86th Council Meeting of the Asia-Pacific Parliamentarians’ Union (APPU). He expressed his gratitude for the support of the Japanese parliamentarians, noting that the outcome was highly fruitful. Taiwan successfully secured the hosting rights for the 53rd General Assembly and 87th Council Meeting of the APPU next year (2025). President Han warmly invited all the attending councillors to come to Taiwan next year to participate in this significant event.
韓院長續向日本訪賓表示，本（第11）屆「台日交流聯誼會」，迄今已是最多委員連署加入的國會聯誼會，會員人數已超過立法院全體委員三分之二以上，充分展現立法院跨黨派委員對台日關係的重視。
President Han further told the Japanese guests that the current (11th) Legislative Yuan Taiwan-Japan Friendship Association has become the largest parliamentary friendship group, with more than two-thirds of all legislators having signed up as members. This clearly demonstrates the cross-party commitment of the Legislative Yuan's legislators to Taiwan-Japan relations.
韓院長提到，台日夥伴間「患難見真情」，早已超過任何言語，特別是今年4月初，我國遭逢25年來最強地震、重創花蓮，日本政府不僅第一時間表達慰問，政府及民間各界友人紛紛慷慨解囊，或自發募款，台灣政府及人民都銘感於心，他藉這個機會，代表立法院及全體國民，向在座的各位日本好朋友們表達最誠摯的感謝。
President Han mentioned that the partnership between Taiwan and Japan has truly shown its strength in times of adversity, far beyond any words. He particularly highlighted the early April earthquake this year, Taiwan's strongest in 25 years, which severely impacted Hualien. The Japanese government extended its condolences immediately, and friends from various sectors of both the government and civil society also generously donated or organized fundraising efforts. The Taiwanese government and people are deeply grateful for these gestures. On this occasion, President Han expressed his sincerest thanks to the Japanese friends present, on behalf of the Legislative Yuan and the entire nation.
韓院長最後強調，日本是我國第三大貿易夥伴，今年2月我國台積電（TSMC）在熊本設立的特殊製程技術晶圓新廠正式開幕營運，今年底即將開始量產。這不僅象徵著台日夥伴關係已邁入新的里程碑，也充分展現了台日產業交流日益增溫，並期盼未來兩國的友誼更加穩固。
President Han concluded by emphasizing that Japan is Taiwan's third-largest trading partner. In February of this year, Taiwan Semiconductor Manufacturing Company (TSMC) officially opened a new wafer fabrication plant specializing in advanced processing technology in Kumamoto, which will begin mass production by the end of the year. This milestone not only symbolizes the advancement of the Taiwan-Japan partnership but also reflects the growing industrial cooperation between the two countries. He expressed hope that the friendship between Taiwan and Japan will continue to strengthen in the future.
日本參議員農林水產委員長滝波宏文致詞時，首先感謝韓院長、江副院長及各位委員們撥冗會晤訪團，這次是「日本參議院TY會」首次訪問拜會韓院長，TY不僅是他與副會長吉川有美參議員姓名的英文首字縮寫，「TY會」更是具有「台灣友好之會」的涵義。他再次強調日本參議院2021年通過力挺台灣加入「世界衛生組織」（WHO）的決議，是由他與吉川參議員、有村治子參議員等多位友台參議員居中協調、共同努力達成的結果；此外，同年台灣疫情升溫、嚴重短缺疫苗，他們也和「日華議員懇談會」古屋圭司會長不遺餘力地為台灣奔走、協調，最終促成日本捐贈疫苗給台灣。
The Chairperson of the Committee on Agriculture, Forestry and Fisheries of the Japanese House of Councillors, Hirofumi Takinami, began his speech by expressing his gratitude to President Han, Vice President Chiang, and the attending legislators for taking the time to meet with the delegation. This was the first visit of the TY Group from the Japanese House of Councillors Taiwan Delegation to President Han. The abbreviation "TY" not only represents the initials of his and Vice Chairperson Yumi Yoshikawa’s names but also stands for "Taiwan Friendship Group." He reiterated that the 2021 resolution passed by the Japanese House of Councillors in support of Taiwan’s inclusion in the World Health Organization (WHO) was the result of the concerted efforts of many pro-Taiwan councillors, including himself, Councillor Yoshikawa, and Councillor Haruko Arimura. Additionally, when Taiwan faced a severe vaccine shortage due to the pandemic in the same year, they, along with Chairman Keiji Furuya of the Japan-ROC Diet Members’ Consultative Council, worked tirelessly to facilitate Japan’s donation of vaccines to Taiwan.
滝波參議員提到，多年來不論是天災或是區域安全危機，台灣與日本總是心手相連、相互扶持，彼此間情感如同家人般的深厚，並且一直是彼此最堅實的盟友。他最後特別強調他的夫人就是土生土長的台灣人，因此他是台灣女婿、基本上也算是台灣人，未來他定將盡全力持續深化台日情誼。
Senator Takinami mentioned that over the years, whether facing natural disasters or regional security crises, Taiwan and Japan have always stood together and supported each other, with a bond as deep as family. They have consistently been each other’s most steadfast allies. He concluded by emphasizing that his wife is a native of Taiwan, which makes him a son-in-law of Taiwan and essentially, in a sense, Taiwanese himself. He pledged to continue his efforts to deepen the friendship between Taiwan and Japan.
江啟臣副院長欣喜表示歡迎大家的到訪，特別歡迎身為「台灣女婿」的滝波議員「回娘家」。他表示日本與我們的情感及相互支持的力量早已超越言語，他要再次感謝今年3月時他率團到日本參加APPU理事會時，日本大力給予各項協助。訪日期間，他也藉由許多場合與日本國會議員好朋友們見面交流，努力讓台日關係再向前推進，並再次誠摯歡迎大家明年一定要來台灣參加APPU大會。對於近年來日本多次在重要國際場合持續為台灣發聲，他再次表達誠摯感謝，並希望在座的日本參議員們能協助台灣爭取加入「跨太平洋夥伴全面進步協定」（CPTPP）。他欣聞「日華議員懇談會」於上（6）月成立「CPTPP研究小組」，研商如何助台灣入會，期待未來日本政府及國會能持續以具體行動支持台灣加入CPTPP。
Vice President Chiang expressed his delight in welcoming everyone, especially Councillor Takinami, who is affectionately referred to as a "son-in-law of Taiwan," back to his "home." He noted that the emotional bond and mutual support between Japan and Taiwan transcend words. He reiterated his gratitude for the significant assistance Japan provided during his delegation’s visit to the APPU Council Meeting in March. Throughout his visit to Japan, he had numerous opportunities to meet and exchange views with Japanese parliamentarians, working diligently to advance Taiwan-Japan relations. He warmly invited everyone to come to Taiwan next year for the APPU General Assembly. He also expressed sincere appreciation for Japan's continued support for Taiwan in important international forums and hoped that the Japanese councillors present would assist Taiwan in joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). He was pleased to hear that the Japan-ROC Diet Members’ Consultative Council established a CPTPP Research Task Force in June to explore ways to support Taiwan’s membership and looked forward to continued concrete support from the Japanese government and parliament.
雙邊交流時，楊瓊瓔召委表示，台日之間的農業交流非常緊密，今日紅肉火龍果首櫃航空銷日，可說是台日經貿及農產合作進一步成功達陣，盼台日未來能繼續共同創造更多領域的奇蹟；馬文君召委表示，台日關係向來密切，早已超越各種言語，也期盼雙方未來能在各領域持續合作；邱議瑩召委表示，相信透過日本農林水產的交流，定能讓日本民眾認識更道地的台灣，而台日情誼不僅侷限於經濟，雙邊的政治互動也同樣重要；張啓楷委員感謝日本參議院一直以來對台灣的協助，期待未來能有更多深入的交流，並在最後邀請在座的議員朋友們常來台灣，台灣還有很多很棒的水果及景點值得探訪。
During the bilateral exchanges, Convener Yang Chiung-ying remarked that agricultural exchanges between Taiwan and Japan are very close. The first shipment of red dragon fruit being exported to Japan by air today represents a further success in Taiwan-Japan economic and agricultural cooperation, with hopes for continued collaboration in more fields. Convener Ma Wen-chun noted that Taiwan-Japan relations have always been close, transcending words, and expressed hopes for continued cooperation in various areas. Convener Chiu Yi-ying expressed confidence that through exchanges with Japan in agriculture, forestry, and fisheries, Japanese people will gain a better understanding of authentic Taiwan, and emphasized that Taiwan-Japan friendship extends beyond economics to include important political interactions. Legislator Chang Chi-kai thanked the Japanese House of Councillors for its ongoing support for Taiwan and looked forward to deeper exchanges in the future. He also invited the attending councillors to visit Taiwan frequently, highlighting that there are many wonderful fruits and attractions worth exploring in Taiwan.
雙邊會談交流時，訪賓一邊品嚐著我國的新鮮紅肉紅龍果，同時與韓院長、江副院長及三黨團代表就民主自由與政經發展、半導體前景展望、農業外交、文化藝術發展、台日情誼深化等議題廣泛交換意見，訪賓均對我國火龍果的香甜口感讚不絕口。本次會晤歷約1小時10分鐘，氣氛友好愉快，雙方最後互贈紀念品為今日會晤畫下圓滿的句點。
During the bilateral discussions, the visiting delegation enjoyed tasting Taiwan’s fresh red dragon fruit while engaging with President Han, Vice President Chiang, and the representatives from the three party caucuses. They exchanged broad views on topics including democratic freedom, political and economic development, semiconductor prospects, agricultural diplomacy, cultural and artistic development, and the deepening of Taiwan-Japan relations. The visitors praised the sweet and aromatic taste of Taiwan’s dragon fruit. The meeting lasted approximately 1 hour and 10 minutes, with a friendly and pleasant atmosphere. The event concluded with the exchange of souvenirs, marking a successful end to the meeting.
會後，訪問團一行續移步另與馬文君召委及陳冠廷委員、鄭正鈐委員等進行交流，雙方就台日及兩岸關係、高科技交流合作及區域和平穩定等共同關心議題廣泛交換意見，氣氛輕鬆愉快，雙邊會談約40分鐘，在雙方合影及互贈禮品後圓滿結束。
After the meeting, the delegation continued to engage with Convener Ma Wen-chun, Legislator Chen Kuan-ting, and Legislator Cheng Cheng-chien. They discussed Taiwan-Japan relations, cross-strait relations, high-tech exchanges and cooperation, and regional peace and stability. The exchange of views was extensive and the atmosphere was relaxed and pleasant. The discussions lasted approximately 40 minutes and concluded with a group photo and the exchange of gifts, marking a successful end to the meeting.
