立法院江啟臣副院長於本(7月15)日上午8時30分應邀出席「亞洲台灣商會聯合總會」假台中林酒店舉辦之第31屆第3次理監事聯席會議開幕典禮，與會貴賓包含蕭美琴副總統、僑務委員會徐佳青委員長、台中市盧秀燕市長、立法院邱志偉委員、何欣純委員、經濟部何晉滄政務次長、外交部陳立國常務次長、農業部杜文珍常務次長、「世界台灣商會聯合總會」李天柒總會長等來自全球各地台商夥伴共襄盛舉。
Vice President Johnny C. Chiang of the Legislative Yuan was invited to attend the opening ceremony of the 3rd board meeting of the 31st Asia Taiwanese Chambers of Commerce (ATCC) at 8:30 a.m. on July 15, held at the Lin Hotel, Taichung. Distinguished guests included Vice President Hsiao Bi-Khim, Minister Hsu Chia-Ching of the Overseas Community Affairs Council (OCAC), Taichung City Mayor Lu Shiow-Yen, Legislators Chiu Chih-Wei and Ho Hsin-Chun, Deputy Minister of Economic Affairs Ho Chin-Tsang, Vice Minister of Foreign Affairs Remus Li-Kuo Chen, Deputy Minister of Agriculture Tu Wen-Jane, and World Taiwanese Chambers of Commerce President Steven Lee. The event also saw the participation of Taiwanese businesspeople across the globe.
江副院長致詞時首先歡迎各位台商夥伴來到台中，更歡迎大家「回家」。他代表立法院感謝所有辛苦的台商朋友，過去幾十年大家在海外第一線奔走的辛勞與付出，不只是為了自己，更是為我們共同的中華民國打拼。今（2024）年3月第11屆「中華民國立法院世界臺商之友會」正式成立，他很榮幸擔任會長一職，他也再次對所有台商朋友表達真摯的感謝，讓他能有這個寶貴機會，代表立法院服務世界各地台商。
In his speech, Vice President Chiang warmly welcomed the Taiwanese business community to Taichung, especially as they "returned home." On behalf of the Legislative Yuan, he expressed gratitude to the hardworking Taiwanese businesspeople, acknowledging that their decades of tireless efforts on the front lines overseas have not only been for their own success but for the collective prosperity of the Republic of China (Taiwan). Vice President Chiang highlighted the official establishment of the 11th Association of Overseas Taiwanese Businessmen of the Legislative Yuan in March 2024, stating that it was an honor to serve as the association's president. He reiterated his heartfelt appreciation to all Taiwanese business partners for granting him this invaluable opportunity to represent the Legislative Yuan in serving Taiwanese businesses around the world.
江副院長表示，各位台商朋友的重要性不是幾句話就能形容的，由於大家努力不懈的堅毅奮鬥精神，不僅在世界各地打下自己的一片天，更為台灣在國際社會贏得肯定及美名。今天，是各位台商朋友讓台灣在世界發光發熱，也讓台灣更加安全。他強調，台灣的護國神山不只一座，台商朋友們更是我們的護國群山！我們政府應該給予台商們更多的資源與支持。
Vice President Chiang emphasized that the significance of the Taiwanese business community cannot be adequately conveyed in just a few words. Through their tireless perseverance and indomitable spirit, they have not only built their own success across the globe but also earned recognition and respect for Taiwan in the international community. He remarked that it is these business leaders who are making Taiwan shine on the world stage, while also contributing to its safety and security. Vice President Chiang stressed that Taiwan’s "Mountains of Protection" are not limited to just one; rather, the Taiwanese business community collectively represents a range of protective forces for the nation. He called on the government to provide them with more resources and support.
江副院長續稱，世界局勢詭譎多變，許多國際情勢的發展都凸顯了「政治」與「經濟」不可分離。當前世界經濟正逐步走出疫情陰霾，但我們仍面臨地緣政治的風險、中東的衝突不斷，以及仍未停歇的烏俄戰爭，我們看到各國「保護主義」及「孤立主義」再次崛起，這都是台商們未來要面對的重大挑戰，但在這些不利條件及各種嚴峻挑戰下，亞洲的經濟在「後疫情時代」依然展現出強大的韌性，成為全球經濟發展的中流砥柱。
Vice President Chiang continued by noting that the world is undergoing unpredictable changes, with recent developments underscoring the inseparability of politics and economics. While the global economy is gradually emerging from the shadow of the pandemic, we are still confronted with geopolitical risks, ongoing conflicts in the Middle East, and the persistent war between Russia and Ukraine. Additionally, the resurgence of protectionism and isolationism across various nations will present significant challenges for Taiwanese businesses in the future. However, despite these unfavorable conditions and various formidable challenges ahead, Asia's economy has shown remarkable resilience in the post-pandemic era, continuing to serve as a pillar of global economic development.
江副院長繼強調，台灣由於地緣關係，進出口長期依賴亞洲貿易市場。在這方面，「亞總」發揮了重要的作用，不僅協助台灣的企業在海外穩定發展，也致力於增進台灣與亞洲各國的友好關係，成為台灣立足亞洲的重要橋梁。江副院長再次肯定台商朋友們在各領域的努力，並強調未來仍需要在座各位繼續齊心協助中華民國，幫台灣爭取更多的國家利益及更多國家的支持。
Vice President Chiang emphasized that due to Taiwan's geographical situation, its imports and exports have long relied on the Asian trade market. In this regard, the ATCC has played a pivotal role, not only supporting the stable development of Taiwanese businesses abroad but also fostering friendly relations between Taiwan and various Asian countries, thereby becoming a crucial bridge for Taiwan’s presence in Asia. Vice President Chiang reaffirmed his appreciation for the efforts of Taiwanese businesspeople across various fields and stressed the need for continued collaboration to help the Republic of China (Taiwan) secure more national interests and international support.
江副院長復提及，此刻立法院正在召開院會，今、明兩天是本（第11）屆第1會期最後二日的會議，全體委員正緊鑼密鼓地協商及表決各項重要法案，原本他今天也要輪值主持院會，但仍與在座的邱志偉委員及何欣純委員撥空出席今日的開幕典禮，顯示出立法院對「亞洲台灣商會聯合總會」的重視，而韓國瑜院長也特別託他前來對台商朋友們表達支持與感謝。許多國會外交成果的背後，都有著台商朋友的支持與協助，他也藉此機會向各位台商夥伴說明，儘管朝野在內政議題上意見可能常有分歧，但朝野立場一致，不分黨派全力相挺，「幫助台商爭取權益」絕對是立法院最大的共識！
Vice President Chiang further mentioned that the Legislative Yuan is currently in session, with today and tomorrow being the final two days of the first session of the 11th Legislative Yuan. All members are intensively deliberating and voting on important bills. Although he was scheduled to preside over a sitting today, he took the time to attend the opening ceremony with Legislators Chiu Chih-Wei and Ho Hsin-Chun, demonstrating the importance the Legislative Yuan places on the ATCC. President Han also entrusted him to express his support and gratitude to the Taiwanese business community. Many achievements in parliamentary diplomacy have been made possible with the support and assistance of Taiwanese businesspeople. He took this opportunity to clarify that, despite frequent disagreements on domestic issues, there is unanimous support across party lines for "helping Taiwanese businesses secure their rights," which is a major consensus in the Legislative Yuan.
江副院長最後再次代表立法院向台商朋友表達感謝，並再次歡迎各位台商回家，他也祝福「亞總」的所有好朋友們生意興隆、事業騰達，也預祝本次的理監事聯席會議圓滿成功。隨後在出席貴賓接續致詞後，江副院長與蕭副總統及現場貴賓一同合影，並相互獻上祝福，氣氛熱絡溫馨友好。
Vice President Chiang concluded by once again expressing gratitude on behalf of the Legislative Yuan to the Taiwanese business community, welcoming them back home. He extended his best wishes for the prosperity and success of all ATCC members and hoped for a successful outcome of the board meeting. After speeches from other distinguished guests, Vice President Chiang joined Vice President Hsiao and the attending guests for a group photo, exchanging warm and cordial greetings, creating a lively and friendly atmosphere.
