立法院江啟臣副院長於本（7月15）日下午3點30分在立法院「臺灣與中南美洲暨加勒比海各國國會議員友好協會」會長邱志偉委員，以及林月琴委員、林思銘委員、吳春城委員、國際事務處林晨富處長、外交部陳立國常務次長、拉美司張自信副司長、禮賓處范家銘副處長、瓜地馬拉駐臺巴迪亞（Oscar Adolfo Padilla Lam）大使等人陪同下，接見瓜地馬拉共和國國會議長羅慕斯（Nery Abilio Ramos y Ramos）閣下訪團一行5人。該團成員包括瓜地馬拉國會主席團第二副議長阿梅斯基塔（César Amézquita）、第一秘書長芭絲（Karina Paz）、執政種子運動黨總召集人沙納布利雅（José Sanabria）及瓜地馬拉國會禮賓處處長阿布雷斯（Víctor Alburez）。
On July 15 at 3:30 p.m., Vice President of the Legislative Yuan Johnny C. Chiang, accompanied by Legislator Chiu Chih-Wei, Chair of the Taiwan-Central and South America and Caribbean Countries Parliamentary Friendship Association, along with Legislators Lin Yueh-Chin, Lin Szu-Ming, Wu Chun-Cheng, Director of the International Affairs Department Kevin C.F. Lin, Vice Minister of Foreign Affairs Remus Li-Kuo Chen, Deputy Director-General of the Department of Latin American and Caribbean Affairs Chang Tzu-Hsin, Deputy Director-General of the Department of Protocol Fan Chia-Ming, and H.E. Ambassador of Guatemala Oscar Adolfo Padilla Lam, welcomed the delegation led by the President of the Congress of the Republic of Guatemala Nery Abilio Ramos y Ramos. The five-member delegation from Guatemala included Second Vice President of the Board of Directors of Congress César Amézquita, First Secretary Karina Paz, Chief of the Seed Movement Party José Sanabria, and Director of Protocol of the Congress of Guatemala Víctor Alburez.
江副院長首先向訪賓表達誠摯歡迎之意，並表示韓院長今日因主持重要議事，爰由他代表韓院長歡迎訪賓一行蒞臨。他首先恭喜羅慕斯議長閣下在去年國會議員的選舉中勝選，並表示中華民國與瓜地馬拉邦誼深厚，邦交超過90年，是彼此重要的合作夥伴，也是中華民國邦誼最久的國家，彼此在歷史文化、天然環境都有相似之處。瓜國新國會成員年輕有為且學經歷豐富，令人十分欽佩，是未來雙邊國會交流的重要推手，盼兩國邦誼永固、友誼長存，繼續邁向下一個90年。
Vice President Chiang extended a warm and sincere welcome to the visiting delegation. He explained that President Daniel K.Y. Han was presiding over an important legislative sitting and had asked him to welcome the guests on his behalf. Vice President Chiang first congratulated Congress President Ramos on his victory in last year’s congressional elections. He then highlighted the strong and enduring diplomatic ties between the Republic of China (Taiwan) and Guatemala, which have spanned more than 90 years, making Guatemala one of Taiwan’s longest-standing allies. He emphasized that both nations share similarities in history, culture, and natural environment, and expressed admiration for the young, capable, and highly accomplished members of Guatemala’s new congress. Vice President Chiang noted that these individuals would play a key role in fostering future bilateral parliamentary exchanges. He concluded by expressing his hope that the friendship between the two nations would remain steadfast and continue to flourish for the next 90 years.
江副院長也藉此機會代表立法院及中華民國人民感謝瓜國總統阿雷瓦洛（Bernardo ARÉVALO）及羅慕斯議長閣下在今年「世界衛生大會」（WHA）中發言支持我國的國際參與，期盼未來瓜國能持續在國際場域為我仗義執言，讓臺灣得以參與相關國際組織、機制及活動，對國際社會作出更多貢獻。江副院長續謂，立法院今年3月5日成立「中華民國立法院世界臺商之友會」，渠有幸擔任會長。未來，立法院定會持續鼓勵並協助臺商，將瓜地馬拉作為開拓中美洲市場的前哨站，共同為兩國的繁榮發展做出更多努力。
Vice President Chiang also took the opportunity to express heartfelt gratitude to Guatemalan President Bernardo Arévalo and Congress President Ramos for their support of Taiwan’s international participation during this year’s World Health Assembly (WHA) on behalf of the Legislative Yuan and the people of the Republic of China (Taiwan). He expressed his hope that Guatemala will continue to speak up for Taiwan on the international stage, enabling Taiwan to participate in relevant international organizations, mechanisms, and activities, thereby contributing more to the international community. Vice President Chiang went on to mention that on March 5 of this year, the Legislative Yuan established the Association of Overseas Taiwanese Businessmen, which he is honored to chair. He emphasized that the Legislative Yuan will continue to encourage and support Taiwanese businesses in using Guatemala as a key base for expanding into the Central American market, working together to contribute to the prosperity and development of both nations.

Congress President Ramos expressed his honor in visiting Taiwan and meeting with the Legislative Yuan in his speech. He noted that the enduring and ever-strengthening friendship between Taiwan and Guatemala is founded on the shared goal of enhancing the well-being of both peoples. He expressed gratitude for Taiwan’s valuable experience in economic prosperity and its shared commitment to the values of freedom and democracy. Taiwan has collaborated with Guatemala across various sectors, including education, healthcare, economy, agriculture, and infrastructure, consistently supporting Guatemala’s social welfare and economic development. Congress President Ramos emphasized that Guatemala cherishes its cooperation with Taiwan and will never forget Taiwan’s timely assistance during challenges such as the COVID-19 pandemic. He reiterated the unwavering bond between the two nations on behalf of the Guatemalan Congress and thanked the people and government of Taiwan for their long-standing friendship and support on behalf of the people of Guatemala. He also highlighted that in May of this year, the Guatemalan government sent a letter to the World Health Organization (WHO) Secretariat in support of Taiwan’s participation in the WHA and related activities, fulfilling its commitment to safeguard the health of the Taiwanese people. President Ramos looks forward to experiencing Taiwan’s rich culture and warm hospitality during this visit and witnessing the nation’s dynamic development across various socio-economic fields.
羅慕斯議長閣下隨後親自向江副院長遞交其親自簽名的瓜國國會「6-2024號決議案」中譯本，作為本次訪問立法院之紀念。該決議案肯定並支持中華民國（臺灣）在健康議題上與世界各國共同攜手合作，以其所長及豐富經驗做出貢獻，裨益人類福祉，並認可臺灣透過高科技，實現醫療衛生發展，對國際社會提供健康衛生之服務，亦堅信聯合國憲章序言之普世參與原則，保障基本人權價值及平等權利。
Congress President Ramos personally presented Vice President Chiang with a Chinese translation of Guatemala’s Congressional Resolution No. 6-2024, bearing his signature, as a memento of his visit to the Legislative Yuan. The resolution acknowledges and supports the collaboration of the Republic of China (Taiwan) with countries worldwide on health issues, recognizing Taiwan’s contributions through its expertise and extensive experience for the betterment of humanity. It commends Taiwan’s use of advanced technology to enhance healthcare development and provide health services to the international community. The resolution also reaffirms the principle of universal participation outlined in the United Nations Charter's preamble, advocating for the protection of fundamental human rights and equal rights.
接續分別由立法院跨黨派的委員代表致詞歡迎訪團。國民黨林思銘委員表示，古語有云：「有朋自遠方來，不亦樂乎」，歡迎羅慕斯議長閣下一行訪臺，中華民國與瓜地馬拉具有深厚情誼，盼議長閣下本次訪臺可增加合作交流機會，也期盼未來能有更多的雙邊互訪、深化情誼。民進黨林月琴委員指出，臺灣國際處境艱難，感謝瓜國及其他理念相近國家對臺灣的堅定友誼，在WHO與WHA為臺灣發聲，期盼在瓜國的宣傳下能讓更多人認識並瞭解臺灣，亦盼臺瓜互相扶持、共榮共好，雙方未來在經濟與農業等領域能有更多的合作，讓世界看到臺瓜邦誼好上加好。民眾黨吳春城委員表示，瓜地馬拉與臺灣非常相似，都有著美麗的風景及善良的人民，也同樣面臨大國的威脅，需要與強權對抗。雖然國際政治環境很現實，但兩國共同堅持守護民主、自由等普世價值。歡迎訪團來訪，深化雙邊國會間的友誼與交流，希望臺瓜在國際事務上能持續深化友誼、相互扶持。
Next, representatives from different political parties in the Legislative Yuan delivered speeches to welcome the delegation. KMT Legislator Lin Szu-Ming quoted the ancient saying, "It is a joy to have friends from afar" to warmly welcome Congress President Ramos and his delegation to Taiwan. He emphasized the deep friendship between the Republic of China (Taiwan) and Guatemala, expressing hope that the visit would foster greater opportunities for cooperation and exchanges, while anticipating more bilateral visits in the future to further strengthen their bond. DPP Legislator Lin Yueh-Chin highlighted Taiwan's challenging international position and extended her gratitude to Guatemala and other like-minded nations for their unwavering friendship, especially for speaking up for Taiwan in the WHO and WHA. She expressed the hope that Guatemala’s advocacy would help raise awareness and understanding of Taiwan and that both countries would continue to support each other and thrive together. She also looked forward to enhanced cooperation in areas such as the economy and agriculture, so the world could witness the strengthening of Taiwan-Guatemala relations. TPP Legislator Wu Chun-Cheng noted the similarities between Guatemala and Taiwan, from beautiful landscapes to kind-hearted people, as well as the common challenge of facing threats from powerful nations. Both countries share a commitment to resisting dominance from major powers. He acknowledged the harsh realities of international politics, but emphasized that both nations stand firm in their dedication to universal values like democracy and freedom. Legislator Wu welcomed the delegation and hoped for deepened friendship and exchanges between their parliaments, with continued mutual support in international affairs.
此次拜會歷約45分鐘，氣氛友好愉快，雙方在合影及互贈紀念品後為今日會晤畫下圓滿的句點。
The meeting lasted approximately 45 minutes in a friendly and pleasant atmosphere. Both sides concluded the successful gathering with a group photo and an exchange of commemorative gifts.
