立法院張裕榮副秘書長於本（9月2）日上午11時出席由吳沛憶委員發起之「立法院全民防衛連線」成立大會。現場出席貴賓包括蕭美琴副總統、王定宇委員、莊瑞雄委員、蘇巧慧委員、沈伯洋委員、郭國文委員、吳思瑤委員、蔡易餘委員、林楚茵委員、林月琴委員、王正旭委員、王美惠委員、張雅琳委員、內政部黃駿逸主任秘書、國防部全民防衛動員署白捷隆署長、日本台灣交流協會台北事務所總務部柿澤未知部長、國防安全研究院國防戰略與資源研究所蘇紫雲所長、沃草有限公司洪國鈞營運長及民間相關團體代表等二十餘人，共襄盛會。
On September 2nd at 11 a.m., Deputy Secretary-General Chang Yu-Jung of the Legislative Yuan, attended the founding ceremony of the Taiwan Parliamentary All-Out Defense Committee, initiated by Legislator Wu Pei-Yi. More than 20 distinguished guests attended the ceremony, including Vice President Hsiao Bi-Khim；Legislators Wang Ting-Yu, Chung Jui-Hsiung, Su Chiao-Hui, Puma Shen, Kuo Kuo-Wen, Wu Szu-Yao, Tsai Yi-Yu, Lin Chu-Yin, Lin Yueh-Chin, Wang Cheng-Hsu, Wang Mei-Hui, Alice Chang, and Director General Huang Chun-Yi of the Ministry of the Interior, Director-General of the All-Out Defense Mobilization Agency of the Ministry of National Defense Pai Chieh-Lung, Minister Kakizawa Michi of the Secretariat at the Japan-Taiwan Exchange Association Taipei Office, Director Su Tzu-Yun of the Division of Defense Strategy and Resources at the Institute of National Defense and Security Research, Chief Operating Officer Hung Kuo-Chun of Watchout Co.； and other representatives from related private organizations.
成立大會發起人吳沛憶委員首先致開場詞，繼由蕭美琴副總統致詞。蕭副總統表示，現今台灣面對氣候變遷致災、地緣政治等嚴峻挑戰，凸顯全民防衛之重要性，「立法院全民防衛連線」可作為政府與民間的橋樑，共同努力強化台灣社會韌性，增進公民自我防衛及協助他人之能力，全民共同承擔守護家園的責任，未來也盼立法院能全力支持賴清德總統的相關防衛政策，使全民防衛的觀念推廣與政策落實能夠順利達成。
Legislator Wu Pei-Yi, the initiator of the founding ceremony, delivered the opening speech, followed by remarks from Vice President Hsiao Bi-Khim. Vice President Hsiao noted that nowadays Taiwan is facing significant challenges, including climate change and geopolitical tensions, which highlights the importance of national defense. The Taiwan Parliamentary All-Out Defense Committee can serve as a vital bridge between the government and the public, working together to strengthen the resilience of Taiwan's society. These efforts aim to enhance citizens’ ability to protect themselves and assist others, fostering a collective responsibility for safeguarding the nation. In the future, she also hoped that the Legislative Yuan will fully support President Lai's defense policies, facilitating the promotion and effective implementation of nation defense policies.
繼全體與會貴賓合影留念後，張裕榮副秘書長代表本院致詞。張副秘書長表示，很榮幸代表韓國瑜院長出席「立法院全民防衛連線」的成立大會，感謝吳沛憶委員發起成立本屆「立法院全民防衛連線」，作為「亞洲民主燈塔」，台灣始終是國際社會負責任的一員，政府與民間應凝聚力量，共同堅定捍衛民主、自由、人權等普世價值，期望未來透過國會外交的力量，與民主陣營國家攜手合作，團結守護這些普世價值及得來不易的民主！未來「立法院全民防衛連線」如有任何行政事宜需要協助，立法院必定全力支持。他最後祝福在場貴賓身體健康，大會運作順利。
After a group photo with all attendees, Deputy Secretary- General Chang Yu-Jung delivered a speech on behalf of the Legislative Yuan. He expressed his honor in representing President Han at the founding ceremony of the Taiwan Parliamentary All-Out Defense Committee and extended his gratitude to Legislator Wu Pei-Yi for initiating the establishment of the committee. Chang highlighted that Taiwan, as a beacon of democracy in Asia, is a responsible member of the international community. He emphasized that both the government and the public must unite to defend universal values resolutely such as democracy, freedom, and human rights. He expressed hope that Taiwan can collaborate with democratic nations through parliamentary diplomacy, to protect these hard-won values and uphold democracy. He affirmed that the Legislative Yuan would fully support the Taiwan Parliamentary All-Out Defense Committee with any administrative matters in the future and concluded by wishing good health to all attendees and a smooth operation of the event.
成立大會續由王定宇委員、莊瑞雄委員、蘇巧慧委員、沈伯洋委員、郭國文委員、沃草洪國鈞營運長、國防安全研究院國防戰略與資源研究所蘇紫雲所長等人分別致詞祝賀，繼通過組織章程暨推選會長與副會長，活動歷時約1小時圓滿結束。
The ceremony continued with congratulatory speeches from Legislators Wang Ting-Yu, Chung Jui-Hsiung, Su Chiao-Hui, Puma Shen, and Kuo Kuo-Wen, as well as Chief Operating Officer Hong Guo-Jun of Watchout Co. and Director Su Tzu-Yun of the Division of Defense Strategy and Resources at the Institute of National Defense and Security Research. The event concluded with the adoption of the organizational charter and the election of the Chairperson and Vice Chairperson, lasting approximately one hour.
