立法院韓國瑜院長於本(9月11)日晚間在江啟臣副院長、陳永康委員、鍾佳濱委員、國際事務處林晨富處長，以及僑務委員會徐佳青委員長、阮昭雄副委員長、呂元榮副委員長、洪呂麗月僑務委員代表等人陪同下，主持假台北圓山大飯店舉辦之113年僑務委員會議「立法院院長晚宴」。
On the evening of September 11, President Daniel K.Y. Han of the Legislative Yuan, accompanied by Vice President Johnny C. Chiang, Legislators Chen Yeong-Kang and Chung Chia-Pin, Director Kevin C.F. Lin of the International Affairs Department, Overseas Community Affairs Council (OCAC) Minister Hsu Chia-Ching, Deputy Minister Ruan Jhao-Syong, and Vice Minister Roy Yuan-Rong Leu, as well as Overseas Community Affairs Representative of Council Members Hong Lu Li-Yeh, presided over the Legislative Yuan President’s Banquet for the 2024 General Assembly of Council Members of the OCAC at the Grand Hotel in Taipei.
韓院長在僑務委員會徐佳青委員長的引言後致詞表示，很榮幸能參加今年的僑務委員會議及主持「立法院院長晚宴」，他代表中華民國立法院向所有的僑界朋友表達最熱烈的歡迎，歡迎大家回台灣這個「娘家」。院長特別強調，立法院是所有僑胞們的「家」、也是最溫暖的「避風港」，無論何時，歡迎各位回來團聚，多來多往、共同交流，保持最濃郁的情感，特別是在座的僑胞朋友們不辭辛勞地從世界各處返台，這股凝聚力令他為之動容。
After the introductory remarks by OCAC Minister Hsu Chia-Ching, President Han delivered his speech, expressing that it was an honor to participate in this year’s General Assembly of Council Members of the OCAC and to host the Legislative Yuan President's Banquet. On behalf of the Legislative Yuan of the Republic of China (Taiwan), he extended the warmest welcome to all overseas compatriots, welcoming them back "home" to Taiwan. President Han emphasized that the Legislative Yuan is home for all overseas compatriots and a safe harbor of warmth and support. He invited them to return and reconnect whenever they wish, fostering strong bonds and frequent exchanges. He was particularly moved by the efforts of the overseas community, who returned to Taiwan from around the world, demonstrating a sense of cohesion.
韓院長繼謂，海外僑胞是台灣連結世界的重要橋梁，是守護台灣的重要力量。在台灣長期面對外交挑戰的過程中，海外僑胞始終與台灣緊密相連，透過多年在各地的辛勤耕耘與網絡人脈的建構，協助國家推展外交及僑務工作，深化台灣與各國的友好關係，提升台灣的國際能見度，為台灣開拓了更廣大的國際空間，僑胞朋友對台灣的堅定支持，不僅是對家鄉這片土地的關懷與熱愛，更是台灣最重要的「隱形翅膀」，讓今日的台灣在世界上持續發光發熱，這份真摯情感讓全體國人都感念於心。
President Han continued by stating that overseas compatriots are a vital bridge connecting Taiwan to the world and a crucial force in safeguarding Taiwan. Despite Taiwan's long-standing diplomatic challenges, overseas compatriots have always maintained a close connection with Taiwan. Through years of dedicated efforts and the cultivation of extensive networks across various regions, they have helped Taiwan advance its diplomatic and overseas community affairs, strengthening friendly relations with other countries and enhancing Taiwan's international visibility. Their unwavering support has expanded Taiwan's international presence. President Han emphasized that this steadfast support is not just an expression of concern and love for their homeland but represents Taiwan’s most important "invisible wings," enabling the nation to continue shining on the global stage. This heartfelt connection deeply touches all the people of Taiwan.
韓院長感佩道，僑胞們雖長年旅居海外，卻始終心繫台灣，特別是當台灣需要支持與協助的時刻，僑胞總是第一時間伸出援手。今年4月，花蓮發生大地震，許多僑胞朋友慷慨解囊，積極協助救災，所展現出「人溺己溺」的善心及深厚的愛鄉愛國情懷，令人由衷敬佩。
President Han expressed his admiration, noting that although overseas compatriots have lived abroad for many years, they have always kept Taiwan close to their hearts. Especially in times when Taiwan needs support and assistance, they are always the first to extend a helping hand. In April of this year, when a major earthquake struck Hualien, many overseas compatriots generously contributed and actively assisted in disaster relief efforts. Their compassion, exemplified by the saying "to feel another person’s suffering as one's own," along with their deep patriotism and love for their homeland, are truly commendable.
韓院長續表示，台灣是單一國會，每一個立法委員都至關重要，目前113位委員中，女性委員有47位，更有55位新科立委，在本屆國會三黨不過半的局勢下，可能在若干內政議題意見相左、時有爭辯，但這正是民主制度發展的必經過程。他相信，朝野三黨都認同必須珍惜得來不易的民主制度，經過碰撞、磨合與沉澱，終能化解紛爭，並且透過辯論、質詢或其他方式，不僅能讓各種不同的聲音得到充分表達，更讓台灣蛻變成一個更成熟的民主典範。院長更強調，在海內外縱有意見分歧，也請各位同胞不要忘記「眼中沒有藍綠白，心中只有台灣情」。
President Han continued by stating that Taiwan has a unicameral legislature, where every legislator plays a crucial role. Among the 113 legislators, 47 are female and 55 are newly elected. Given the current situation where no single party holds a majority, there may be disagreements and occasional altercations on various domestic issues. However, this is a necessary process in the development of a democratic system. He believes that all three parties, both in the ruling and opposition camps, agree on the necessity of cherishing the hard-won democratic system. Through collision, adaptation, and reflection, they can resolve disputes. Furthermore, debates, interpellations, and other forms of discourse not only allow diverse voices to be fully expressed but also enable Taiwan to evolve into a more mature democratic model. President Han stressed that despite differences in opinions both domestically and abroad, all compatriots should remember that “regardless of party affiliation, Taiwan is our sole focus.”
韓院長特別提及，受少子化趨勢影響，台灣已有15所大學被迫停招退場，他盼僑界朋友們能全體動員，透過在僑居地的人脈促請各國優質大學來台設立分校，不僅能活化現存的校舍及設施、造福在地學子，更有助於強化台灣的高教軟實力及提升國際能見度，並承諾立法院將跨黨派全力支持。
President Han particularly noted that due to the declining birth rate, 15 universities in Taiwan have been forced to cease admissions and close. He expressed his hope that friends from the overseas community would mobilize collectively to encourage quality universities from various countries to establish branches in Taiwan. This initiative would not only revitalize existing campuses and facilities, benefiting local students, but also strengthen Taiwan's higher education soft power and enhance its international visibility. He committed that the Legislative Yuan would provide cross-party support for these efforts.
僑務委員代表洪呂麗月致詞時感謝韓院長、江副院長及各位委員在百忙中撥冗參加，今晚的盛大齊聚實屬難得。近年來，國際社會劇烈變動，返台的各位不僅感受到滿滿的幸福感，更深刻體會到台灣的富足、活力與創新。這不僅是全體海內外國民共同努力的象徵，更是政府與民間團體積極奮鬥的成果。洪代表續稱，無論身在何處、無論經歷多少風雨，海外的大家永遠記得，寶島台灣總是如慈母般的懷抱，屹立不搖地守護著他們。他們也將懷抱愛台灣的精神，繼續在海外發揮影響力，為台灣開創更多可能。
During her speech, OCAC Representative of Council Members Hong Lu Li-Yeh expressed her gratitude to President Han, Vice President Chiang, and all the legislators for taking the time to attend the banquet despite their busy schedules, emphasizing that tonight's gathering is indeed a rare occasion. She remarked that in recent years, with the dramatic changes in the international landscape, those returning to Taiwan not only feel immense happiness but also deeply appreciate Taiwan's prosperity, vitality, and innovation. This reflects the collective efforts of all citizens, both at home and abroad, and is a testament to the hard work of the government and civil organizations. Representative Hong continued, stating that regardless of where they are or the challenges they may face, overseas compatriots will always remember that Taiwan remains a steadfast presence, like a caring mother protecting them. They will carry the spirit of loving Taiwan and continue to exert influence abroad, creating more possibilities for Taiwan's future.
韓院長在與僑務委員代表互贈紀念品後，旋即展開晚宴，全場氣氛溫馨、輕鬆愉快，席間韓院長偕同江副院長及徐委員長等逐一向各桌僑務委員敬酒並獻上祝福，晚宴歷約2小時，在熱絡歡樂的氣氛中劃下圓滿句點。
After exchanging commemorative gifts with the representatives of the OCAC, President Han promptly began the banquet, where the atmosphere was warm, relaxed, and enjoyable. Throughout the evening, President Han, accompanied by Vice President Chiang and Minister Hsu, made the rounds to toast and offer well-wishes to the overseas council members at each table. The banquet lasted approximately two hours, concluding on a high note amid a lively and joyful ambiance.
