立法院韓國瑜院長於本（9月18）日下午在江啟臣副院長、國民黨黃仁委員、民進黨郭昱晴委員、民眾黨張啓楷委員及國際事務處林晨富處長等人陪同下，接見「法國參議院萬那杜-太平洋島國友好小組訪問團」法沙（Christophe-André Frassa）主席等一行4人，外交部田中光政務次長、歐洲司李秀窈副司長、法國在台協會陸明莉（Cléa Le Cardeur）副主任等人亦隨行陪同。
In the afternoon of September 18, President Daniel K.Y. Han of the Legislative Yuan, accompanied by Vice President Johnny C. Chiang, KMT Legislator Huang Jen, DPP Legislator Kuo Yu-Ching, TPP Legislator Chang Chi-Kai, and Director Kevin C.F. Lin of the Department of International Affairs, along with Deputy Minister of Foreign Affairs Tien Chung-Kwang, Deputy Director-General of the Department of European Affairs Li Hsiu-Yao, and Deputy Director of the French Office in Taipei Cléa Le Cardeur, met with a four-member delegation of the French Senate’s France-Vanuatu-Pacific Islands Friendship Group, led by its president, Christophe-André Frassa.
韓院長首先向訪賓表達熱忱歡迎，嗣偕在場委員與訪賓合影後表示，今日出席委員來自跨黨派代表，象徵立法院對訪團的重視。院長繼與訪賓分享我國人民對法國的美食、文化、精品百貨乃至於科技等均有良好的印象，法國藝文創作如各類文學、戲曲及歌劇等也都令人嚮往，院長舉例如大仲馬的《基督山恩仇記》、小仲馬的《茶花女》、雨果的《悲慘世界》等名著在台灣皆家喻戶曉，又如量販店「家樂福（Carrefour）」更是提供我們便利的生活，法國的精品在台灣也十分受歡迎，同時，法國亦是我國人民到歐洲旅遊的首選之一，出國搭乘的空中巴士（Airbus）更是來自法國。
President Han first extended a warm welcome to the guests. After taking a group photo with the attending legislators and guests, he noted that the presence of cross-party legislators today symbolizes the Legislative Yuan’s high regard for the visiting delegation. President Han went on to share with the delegation members that people in Taiwan have a profound appreciation for French cuisine, culture, boutique stores, and even technology. French artistic and cultural creations, such as many literary works, plays, and operas, are broadly admired too, including household classics The Count of Monte Cristo by Alexandre Dumas (père), The Lady of the Camellias by Alexandre Dumas (fils), and The Miserables by Victor Hugo. Another example of well-established brands in Taiwan is the hypermarket Carrefour, which provides goods that make life more convenient, and French boutique goods, which are also highly sought-after. In addition, France is the one of the most favored tourist destinations in Europe for Taiwanese travelers, and even the airplane we take, Airbus, comes from France.
院長續向訪賓祝賀，今（2024）年夏季奧林匹克運動會甫於巴黎圓滿落幕，法國取得第五名的成績，獲得16面金牌、26面銀牌及22面銅牌，一共拿下64面獎牌，是歐洲排名第一名的國家，表現非常優異。院長繼分享，立法院有113位委員，參加「臺灣與法國國會友好協會」的委員就有35位，比例高達三分之一，訪團此次到訪對於促進雙方交流深具意義。院長更感謝馬克宏總統去（2023）年頒布「七年建軍法案」，係全球第一個國家首度以立法方式強調捍衛印太地區自由航行權的重要性，尤其關注南海及台灣海峽，以維護區域和平與穩定，對我國是很大的鼓舞。
President Han also congratulated the visiting guests for winning 16 golden medals, 26 silver medals, and 22 bronze medals in the 2024 Paris Olympics. Having successfully hosted this year’s summer Olympics, France won a total of 64 medals, ranking first among other European countries—an outstanding achievement. President Han said that the Legislative Yuan has 113 legislators, and among them, 35 legislators participate in the France-Taiwan Parliamentary Friendship Association, accounting for one third of the total members. Therefore, the visit of the delegation to Taiwan is of great importance in enhancing two-way exchanges. That said, President Han thanked President Emmanuel Macron for promulgating the seven-year Military Programming Law（loi de programming militaire, LPM） in 2023. France is the first country in the world to highlight the importance of safeguarding the freedom of navigation in the Indo-Pacific region through legislation; moreover, the law pays particular attention to the South China Sea and the Taiwan Strait. With maintaining peace and stability within the region as its purpose, the law serves as a strong incentive for Taiwan.
法沙主席致詞時首先感謝院長及在場委員的熱情歡迎，以及對法國的諸多讚美，如同院長提及法國的美食、文化、文學等吸引台灣人到法國，而台灣在科技、AI等先進產業的優異表現也吸引著法國人來到台灣，台灣的科技與進步促使現代人的生活得以改善。他更向大家分享，法國參議院友台小組的成員已經超過友中小組的人數，法國樂願與台灣共同致力於未來產業的發展，攜手邁向21世紀更現代化的生活。
In his speech, President Frassa first thanked President Han and legislators present for their warm reception as well as their compliments to France. Just as President Han mentioned, French cuisine, culture, and literature attract Taiwanese travelers to visit France, and so does Taiwan’s excellent performance in advanced industries such as technology and AI appeal to the French people. Taiwan’s technological progress has in many ways helped improve modern life. He shared with the attendees that the number of members of the French Senate-Taiwan Friendship Group has exceeded that of the France-China Friendship Group, and that France would like to work with Taiwan in the development of future industries, advancing toward a more modern life in the 21st century.
江副院長也感謝法國政府去年8月頒布「七年建軍法案」，更曾派遣軍艦通過台灣海峽，顯見法國政府對於地緣政治、台海安全的關心，凸顯了維持自由、開放、穩定及繁榮的印太地區，對世界和平具有重大意義。
Vice President Chiang also thanked the French government in promulgating the LPM last August, and for dispatching warships to cross the Taiwan Strait. It is evident that the French government is deeply concerned about geopolitics and the safety of the Taiwan Strait, which highlights the importance of maintaining a free, open, stable, and prosperous Indo-Pacific region in preserving global peace.
雙邊交流時，黃仁委員表示，法國與台灣同為民主、自由及愛好和平的國家，盼兩國未來能在科技、醫療等領域緊密合作交流。
During the bilateral exchange, Legislator Huang Jen mentioned that France and Taiwan are both countries that uphold the values of democracy, freedom, and peace. He hoped that the two countries will have close partnerships in areas such as technology and medical care.
郭昱晴委員特別以法語問候訪賓，除感謝法國積極支持台灣的國際參與，並強調台法兩國共享民主、自由、人權等普世價值，台灣有能力也樂願為世界做出更多貢獻，盼未來兩國持續交流合作，共創繁榮的未來。
Legislator Kuo Yu-Ching welcomed the visiting guests in French. Apart from thanking France for its support of Taiwan’s international participation, she stressed that both countries share the universal values of democracy, freedom, and human rights. It was her sincere wish that France and Taiwan can continue to collaborate to establish a prosperous future.
張啓楷委員感謝法國在今年夏季奧林匹克運動會期間，對我國代表團的相關安排與接待，並提及台法兩國是密切的經貿夥伴，期許未來在能源、科技等領域有更大的合作空間。
Legislator Chang Chi-Kai thanked the French government’s support and reception during the 2024 Paris Olympics, and mentioned that as both nations are close economic and trade partners, he expressed his desire for Taiwan to expand its collaboration with France in various sectors such as energy and technology.
雙方嗣就性別平等、能源、國防、區域安全合作等議題廣泛交換意見，此次會談歷約1小時，氣氛友好愉快，在雙方互贈禮品及合影後圓滿結束。
Both sides exchanged views on several issues extensively, including gender equality, energy, national defense, and regional stability. The meeting lasted approximately one hour in a friendly and relaxed atmosphere. It came to a successful end after both parties exchanged souvenirs and took group photos.
