立法院江啟臣副院長於本(7月15)日晚間6時30分應邀出席「亞洲台灣商會聯合總會」假台中林酒店舉辦之第31屆第3次理監事聯席會議立法院晚宴，與會貴賓包括僑務委員會徐佳青委員長、台中市盧秀燕市長、立法院羅美玲委員、廖偉翔委員、游顥委員、羅廷瑋委員、「世界台灣商會聯合總會」李天柒總會長、台中榮民總醫院陳適安院長等，以及來自全球各地的台商夥伴共襄盛舉。
At 6:30 p.m. on July 15, Vice President Johnny C. Chiang of the Legislative Yuan attended a dinner banquet hosted by the Asia Taiwanese Chambers of Commerce (ATCC) in celebration of the 3rd board meeting of the 31st ATCC. The banquet, held at the Lin Hotel in Taichung, saw the attendance of prominent guests, including Minister Hsu Chia-Ching of the Overseas Community Affairs Council, Taichung Mayor Lu Shiow-Yen, Legislators Loh Mei-Ling, Liao Wei-Hsiang, Yu Hao, and Lo Ting-Wei, as well as President of the World Taiwanese Chambers of Commerce (WTCC) Steven Lee, and Superintendent of Taichung Veterans General Hospital Dr. Chen Shih-Ann, along with Taiwanese business partners from across the globe.
江副院長致詞時首先表示，立法院本（第11）屆第1會期延會至7月16日，因此7月12日、15日及16日這三天，是院會處理本（第1）會期重要法案三讀通過的最後期限，這三天院會的議程都可能進行至凌晨12時，就是為了加緊腳步盡可能使重要法案皆能在本會期順利通過，因此他今晚在向各位台商朋友致意後，稍晚仍須趕赴立法院參與各項議案之處理。
In his remarks, Vice President Chiang stated that the first session of the 11th Legislative Yuan had been extended until July 16. Consequently, July 12, 15, and 16 marked the final days for the Legislative Yuan to pass important bills during this session's third readings. He mentioned that the plenary sessions on these days could extend until midnight as efforts were being made to expedite the passage of significant legislations. After extending his greetings to the Taiwanese business community this evening, he would need to return to the Legislative Yuan to continue deliberations on various bills.
江副院長表示，「亞總」一直以來在海外努力耕耘，如今開花結果，版圖不斷擴大，會員國數量持續增加，加上現任許玉林總會長的積極整合，去（2023）年增加「阿拉伯聯合大公國台灣商會」，今（2024）年4月22日「印度台商總會」也正式成立，明（7月16）日「韓國台灣商會總會」更將從「觀察會員國」成為「會員國」，在短短兩年間，「亞總」新增3個會員國，可見台商在亞洲地區分布的據點越來越廣，影響力也與日俱增。對於台灣未來在國際社會所面臨的各項挑戰，包括各國在貿易上的「保護主義」及「孤立主義」再次崛起，亞洲的經濟主體性、重要性及韌性顯得至關重要，而台灣的經濟實力在亞洲整體經濟表現上也扮演著關鍵的角色，台灣這樣的「關鍵角色」正是由在座所有「亞總」的台商夥伴共同串聯並支持而成，無論是在傳統產業，乃至於未來AI世代的各種關聯產業，台商夥伴們的努力，都使得台灣今日在全球供應鏈中成為不可或缺的要角。
Vice President Chiang noted that the ATCC has long been working diligently overseas, and its efforts have now borne fruit, with its influence continuously expanding. The number of member countries has been steadily increasing, bolstered by the proactive integration efforts of current President Hsu Yu-Lin. Last year (2023), the ATCC welcomed the establishment of the Taiwanese Chamber of Commerce in the United Arab Emirates, and on April 22, 2024, the Taiwan Chamber of Commerce in India (TCCIN) was officially founded. Moreover, on July 16, 2024, the Korea Taiwanese Chamber of Commerce and Industry will transition from an "observer member" to a "member country." In just two years, the ATCC has added three new member countries, highlighting the growing distribution and influence of Taiwanese businesses across Asia. Facing various international challenges, including the resurgence of trade protectionism and isolationism, the economic significance, importance, and resilience of Asia have become crucial. Furthermore, Taiwan's economic strength plays a key role in the overall economic performance of Asia. This pivotal role is supported and connected by all the Taiwanese business partners present at the ATCC. Whether in traditional industries or emerging sectors like AI, the contributions of Taiwanese business partners have made Taiwan an indispensable player in the global supply chain today.

Vice President Chiang continued by stating that the ATCC has long fostered solid grassroots connections with various Asian countries through its chambers of commerce, promoting robust civil exchanges and actively supporting parliamentary diplomacy. Vice President Chiang expressed his hope that the ATCC will continue to advocate for Taiwan in the international community and assist Taiwan in joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) as soon as possible. Vice President Chiang emphasized that the Legislative Yuan stands as the strongest and most reliable backing for all Taiwanese business partners working hard abroad. Should any difficulties arise, the 113 legislators of the Legislative Yuan are ready to serve as points of contact and assistance. He once again expressed his gratitude on behalf of the Legislative Yuan to all the Taiwanese business partners and welcomed them back to Taiwan.
