立法院江啟臣副院長於本（9月27）日上午應邀出席假高雄萬豪酒店舉辦的世界台灣商會聯合總會「第30屆年會暨第3次理監事聯席會議」開幕典禮，現場貴賓包括賴清德總統、帛琉共和國惠恕仁總統、立法院王定宇委員、邱志偉委員、林岱樺委員、許智傑委員、僑務委員會徐佳青委員長、外交部林佳龍部長、高雄市陳其邁市長、新竹市邱臣遠代理市長，以及相關部會代表、駐台使節，「世界台灣商會聯合總會」（以下簡稱「世總」）第30屆李天柒總會長、劉文堂監事長、第31屆總會長當選人吳光宜會長等，以及來自全球五大洲的台商代表逾六百人亦參與盛會，冠蓋雲集，場面盛大熱烈。
On the morning of September 27, Vice President Johnny C. Chiang of the Legislative Yuan attended the opening ceremony of the 3rd session of the World Taiwanese Chambers of Commerce (WTCC) 30th board of directors and supervisors meeting at the Kaohsiung Marriott Hotel. Distinguished guests included President Lai Ching-Te, President Surangel S. Whipps, Jr. of the Republic of Palau, Legislators Wang Ting-Yu, Chiu Chih-Wei, Lin Dai-hua , Hsu Chih-Chieh, Minister Hsu Chia-Ching of the Overseas Community Affairs Council (OCAC), Minister of Foreign Affairs Dr. Lin Chia-Lung, Kaohsiung City Mayor Chen Chi-Mai, Acting Hsinchu City Mayor Chiu Chen-Yuan, as well as representatives from various ministries and foreign diplomats in Taiwan. Also in attendance were President Steven Lee of the 30th WTCC, Chairperson Tony Liu of the Board of Supervisors, and President-elect Kenneth Wu of the 31st WTCC, along with over 600 representatives of Taiwanese businesses from five continents, creating a grand and lively atmosphere befitting the occasion.
大會首先由主席李天柒總會長、徐佳青委員長、陳其邁市長，以及賴清德總統依序開場致詞，隨後在賴總統與帛琉共和國惠恕仁總統的共同見證下，帛琉共和國駐台大使歐儒侃（David Adams Orrukem）與李總會長交換一份已完成簽署的聯合聲明，並與全體貴賓合影留念。
The conference commenced with opening remarks delivered in succession by President Steven Lee, Minister Hsu Chia-Ching, Mayor Chen Chi-Mai, and President Lai Ching-Te. Following their addresses, in the presence of President Lai and President Surangel S. Whipps, Jr. of the Republic of Palau, Ambassador Extraordinary and Plenipotentiary of Palau to the Republic of China (Taiwan) David Adams Orrukem exchanged a signed joint statement with President Lee. A commemorative photo was subsequently taken with all distinguished guests present.

Next, Vice President Chiang delivered remarks on behalf of the Legislative Yuan, expressing his delight in attending today’s opening ceremony. He began by extending birthday wishes for the 30th anniversary of the WTCC on behalf of President Han and all members of the Legislative Yuan. He looks forward to the WTCC embarking on its next 30 years and wishes all Taiwanese businesspeople continued success and prosperity in their endeavors.
江副院長續表示，今（113）年3月率立法院跨黨派代表團赴日本出席「亞洲太平洋國會議員聯合會」（APPU）年會，期間曾與日本及帛琉代表團舉行「台日帛三方國會議員交流會談」，就經濟與觀光發展、應對氣候變遷挑戰等合作議題進行交流，今日很榮幸親眼見證帛琉共和國與「世總」簽署聯合聲明，進一步擴展與延伸台帛雙邊的友誼與合作。帛琉共和國是中華民國真摯的夥伴，長期支持台灣，並在國際場域上為中華民國的國際參與大力發聲。副院長繼謂，5月底曾率立法院「世界衛生大會」（WHA）視導團赴瑞士日內瓦時進行國會外交，深受帛琉共和國與會代表為台灣發聲所感動，在此特別表達感謝，也期待「世總」與帛琉未來攜手合作，共榮共好。
Vice President Chiang continued by stating that in March of this year (2024), he led a cross-party delegation from the Legislative Yuan to Japan to attend the Annual Meeting of the Asia-Pacific Parliamentarians' Union (APPU). During this visit, they held a trilateral parliamentary exchange meeting with representatives from Japan and Palau, where they discussed cooperation on issues such as economic and tourism development and responses to climate change challenges. He expressed his honor in witnessing the signing of the joint statement between the Republic of Palau and the WTCC today, which further expands and deepens the friendship and cooperation between Taiwan and Palau. The Republic of Palau is a sincere partner of the Republic of China (Taiwan), providing long-term support to Taiwan and advocating strongly for our international participation in global forums. Vice President Chiang went on to mention that in late May, while leading the Legislative Yuan’s delegation to the World Health Assembly (WHA) in Geneva, Switzerland, he was deeply moved by the Republic of Palau’s representatives who voiced their support for Taiwan. He extended special gratitude and expressed hope for future collaboration between the WTCC and Palau, working together towards mutual prosperity.
江副院長強調，海外台商是中華民國在海外最重要的資產，不只代表台灣，更為台灣連結世界，運用己身力量，擴展我們的對外關係。台商對台灣的重要性，就像台商在全球供應鏈中所扮演的重要角色，同樣都占有最關鍵地位。相信在全球產業供應鏈面臨重組的當下，台商與台灣企業也絕不會缺席，將持續扮演國際供應鏈中不可或缺的關鍵角色。
Vice President Chiang emphasized that overseas Taiwanese businesses are the most important asset of the Republic of China (Taiwan) abroad. They not only represent Taiwan but also serve as a crucial link between our nation and the world, using their influence to expand Taiwan's external relations. The significance of Taiwanese businesses to the country is as vital as the key role they play in the global supply chain. He expressed confidence that as the global industrial supply chain undergoes restructuring, Taiwanese businesses and enterprises will continue to play an indispensable role in the international supply chain.
江副院長另指出，他也利用立院休會期間進行三次國會外交出訪行程。七月底率團前往捷克、西班牙及義大利訪問，返台隔日便率領跨黨派委員前往日本，進行立法院史上首次的足球國會外交；隨後，又訪問美國德州。三次出訪行程中，拜會的對象涵蓋國會正副議長、議員、城市首長、政要及智庫學者等，渠等都不約而同地關心兩個問題：首先是台灣的安全，其次是半導體與AI高科技產業的投資合作。這些國際友人的關注焦點都來自台商朋友長期在全球供應鏈打下的堅實基礎，因為台灣的重要性，台海穩定與台灣安全議題日益受世人矚目，未來各國企業與台商在產業上的合作也同樣令人關注。副院長總結表示，面對國際情勢的快速變化，只要全世界的台商越壯大、台灣就越安全，台海及世界就會更加和平與穩定發展。
Vice President Chiang further noted that during the Legislative Yuan's recess, he undertook three diplomatic visits. At the end of July, he led a delegation to the Czech Republic, Spain, and Italy. Upon his return, he immediately led a cross-party group of legislators to Japan, marking the first-ever "soccer parliamentary diplomacy" in the history of the Legislative Yuan. Following that, he also visited Texas in the United States. During these trips, he met with speakers and deputy speakers of parliaments, legislators, city mayors, government officials, and think tank scholars. These international counterparts consistently raised two key issues: Taiwan's security and investment cooperation in the high-tech industries of semiconductors and AI. The focus of these discussions stemmed from the strong foundation Taiwanese businesses have built in the global supply chain. As Taiwan's significance grows, the stability of the Taiwan Strait and Taiwan’s security have become topics of increasing global attention. Future cooperation between international companies and Taiwanese businesses in various industries is also a matter of significant interest. Vice President Chiang concluded by stating that in the face of rapidly changing international dynamics, the more Taiwanese businesses expand their influence worldwide, the more secure Taiwan's position will become, leading to greater peace and stability in the Taiwan Strait and the world.
江副院長繼盛讚李天柒總會長過去一年來，率領「世總」團隊所做的努力，讓「世總」會務蒸蒸日上，成果豐碩；同時代表立法院向即將上任的第31屆總會長當選人吳光宜總會長致上最誠摯的祝福。
He went on to commend President Steven Lee for his leadership of the WTCC team over the past year, which has led to remarkable progress and achievements in the association’s affairs. On behalf of the Legislative Yuan, he extended the sincerest congratulations to President-elect Kenneth Wu, who is about to assume office as the 31st WTCC President.
江副院長復談及，他與韓院長都很關心國內教育的議題，考量台灣受到少子化趨勢影響，現已有15所大學被迫停招退場，希望可以化危機為轉機，籲請在場的台商朋友透過長期在海外累積的人脈，促成歐美日一流優質大學來台設立分校，不僅可以活化台灣現存的校舍及設施、造福國內青年學子、吸引周邊國家的學生來台就讀，還有助於強化台灣的高教實力與能量，並提升國際能見度。
Vice President Chiang further mentioned that both he and President Han are deeply concerned about domestic education issues. Given Taiwan's declining birth rate, which has already forced 15 universities to cease enrollment, they hope to turn this crisis into an opportunity. He urged Taiwanese businesspeople in attendance to leverage their extensive overseas networks to facilitate the establishment of branch campuses by top universities from Europe, the U.S., and Japan in Taiwan. This initiative would not only revitalize existing campus facilities and benefit local students but also attract students from neighboring countries, thereby strengthening Taiwan's higher education and enhancing its international visibility.
江副院長最後再次代表立法院表達對全球台商朋友的敬意與感謝，並期盼「世總」及所有台商朋友們能繼續協助政府，共同拓展中華民國的國際空間，同時祝福在座貴賓，無論在世界的哪一個角落，都能事業興旺「大賺錢！」、「錢大賺！」、「賺大錢！」，「世總」30週年生日快樂，大會圓滿成功。
Vice President Chiang concluded by once again expressing the Legislative Yuan’s respect and gratitude to Taiwanese businesspeople around the world. He hoped that the WTCC and all Taiwanese entrepreneurs will continue to assist the government in expanding the international space of the Republic of China (Taiwan). He also extended his best wishes to all the distinguished guests, wishing them success in their ventures, no matter where they are in the world—with "Big profits! Huge gains! Great fortune!" Lastly, he wished the WTCC a happy 30th anniversary and for the event's resounding success.

The opening ceremony continued with speeches by President Surangel S. Whipps, Jr. of the Republic of Palau and Minister of Foreign Affairs Dr. Lin Chia-Lung. The ceremony, which lasted approximately 1 hour and 30 minutes, was marked by a warm and lively atmosphere, concluding successfully.
