立法院韓國瑜院長於本（9月30）日下午在「立法院世界臺商之友會」副會長鍾佳濱委員、國民黨黃仁委員、僑務委員會阮昭雄副委員長，以及國際事務處林晨富處長陪同下，接見「第31屆非洲臺灣商會聯合總會回國訪問團」陳智敏總會長一行。
On the afternoon of September 30, President Daniel K.Y. Han of the Legislative Yuan, accompanied by Vice President of the Association of Overseas Taiwanese Businessmen Legislator Chung Chia-Pin, Kuomintang (KMT) Legislator Huang Jen, Deputy Minister of the Overseas Community Affairs Council (OCAC) Joshua Jhao-Syong Ruan, and Director of the International Affairs Department Kevin C.F. Lin, met with the homecoming delegation of the 31st Africa Taiwanese Chambers of Commerce (ATCC), led by ATCC President Chen Chih-Min.
韓院長首先向訪賓表達誠摯的歡迎，並偕出席委員一同與訪賓合影留念，並稱江啟臣副院長及民眾黨委員原欲與訪團見面，惟因颱風來襲，必須趕回選區協助防災整備。韓院長致詞時表示，非洲擁有14億人口、超過3,000萬平方公里的土地、54個國家，處處充滿商機。雖然風險與機會並存，但院長喜見臺商們充分把握時機，在全球各地尋找商機，結合自身優勢與當地環境，跨越創業的挑戰，最終收穫成功的果實。今日很高興各位非洲的臺商朋友遠道而來，立法院作為全球臺商朋友們的「家」，誠摯歡迎大家的蒞臨。
President Han first extended a warm welcome to the visiting delegation and posed for a group photo with attending members of the Legislative Yuan and the guests. He further noted that Vice President Johnny C. Chiang and legislators from the Taiwan People's Party (TPP) had originally planned to meet with the delegation but were called back to their respective constituencies to assist with disaster preparedness due to an approaching typhoon. In his remarks, President Han stated that Africa, with its 1.4 billion people, over 30 million square kilometers of land, and 54 countries, is brimming with business opportunities at every turn. Although risks and opportunities go hand in hand, President Han expressed his pleasure in seeing Taiwanese businessmen seize opportunities worldwide, leveraging their strengths and adapting to local environments. By overcoming the challenges of entrepreneurship, they ultimately reap the rewards of success. President Han expressed his delight in welcoming all our friends from Africa's Taiwanese business community who have traveled from afar. The Legislative Yuan serves as a "home" for Taiwanese businesses around the world, and he extended a sincere welcome to all the Taiwanese business people present today.
韓院長續謂，本(第11) 屆立法院帶來新的轉變，雖然三黨皆未過半，但無論藍、綠、白，對海外臺商與僑胞都是一致支持，且出自真心。各位僑胞在海外辛苦打拼，克服種種困難，不僅成就個人事業，也為臺灣爭光。立法院將協調僑務委員會，為僑胞提供優質的服務，持續做海外臺商的堅實後盾。院長最後強調，「眼中沒有藍綠白，心中只有臺灣情」，分散不若團結能凝聚力量，期許所有旅居非洲台灣攜手合作，互助共榮發展。海外僑胞如有需求，隨時可以透過僑委會向立法院反映，也誠摯歡迎臺商朋友常「回娘家」。
President Han continued by stating that the current (11th) Legislative Yuan brings about new changes. Although none of the three parties has a majority, the KMT, the Democratic Progressive Party (DPP), and the Taiwan People's Party (TPP) all share a genuine commitment to supporting overseas Taiwanese businesses and compatriots. All of our compatriots work hard overseas, overcoming various challenges. Not only do they achieve personal success, but they also bring honor to Taiwan. The Legislative Yuan will coordinate with the OCAC to provide high-quality services for compatriots, continuously serving as a strong support for Taiwanese businessmen overseas. In conclusion, President Han emphasized that "regardless of party affiliation, Taiwan is our sole focus." He noted that unity is more powerful than division and expressed his hope that all Taiwanese in Africa will join hands to collaborate and mutually prosper in their development. He added that overseas compatriots are encouraged to reach out to the Legislative Yuan through the OCAC whenever they experience difficulties or seek support and overseas Taiwanese business people are always welcome to "come home" often.
訪問團團長「非洲臺灣商會聯合總會」陳智敏總會長感謝院長及委員撥冗接見，並表示能拜會立法院感到非常榮幸。本（第31）屆「非洲臺灣商會聯合總會」的幹部逐步交棒給年輕一代，在座的許多成員是臺商的第二代，已開始承擔起團結非洲臺商的重任。感謝政府一如既往地關注海外臺商的發展，並在政策上造福海外臺商與僑胞。未來若有需要，「非洲臺灣商會聯合總會」將隨時提供必要協助，為政府推動的「非洲計畫2.0」等政策貢獻心力。
The head of the delegation, ATCC President Chen Chih-Min, expressed his gratitude to President Han and the legislators for taking the time to meet with them and stated that it is a great honor to visit the Legislative Yuan. He added that the leadership of the current (31st) ATCC is gradually being passed on to the younger generation, and many members present are the second generation of overseas Taiwanese business people and have already begun to take on the crucial responsibility of uniting the Taiwanese business community in Africa. He said the government's consistent attention to the development of overseas Taiwanese businesses and its efforts to create policies that benefit both Taiwanese businesses and compatriots abroad were deeply appreciated. In the future, the ATCC will timely provide the necessary assistance and contribute to policies such as the government's "Africa Project 2.0."
在雙邊交流時，黃仁委員盛讚臺商在海外努力奮鬥，開創個人事業，創造了屬於臺灣的奇蹟。立法院一向非常關注僑務與外交事務，渠本人在本會期也參與主管僑商業務的外交及國防委員會，未來一定會全力支持各位「臺灣之光」！
During the bilateral exchanges, Legislator Huang Jen praised the Taiwanese business people for their hard work overseas, stating that they have created personal success and brought about miracles for Taiwan. Legislator Huang also stated that the Legislative Yuan has always paid close attention to overseas affairs and diplomatic matters. He has participated in the Foreign and National Defense Committee, which manages overseas compatriots' business affairs, and he will certainly do his utmost to support all the Taiwanese businesses, the Pride of Taiwan!
「非洲臺灣商會聯合總會」創會會長、前立法委員吳松柏名譽總會長表示，感謝立法院長期透過「立法院世界臺商之友會」對海外臺商提供支持，臺商們對政府的關懷與協助都心存感謝，期盼各黨派委員能繼續支持臺商，非洲的臺商也將持續團結一心。今天非常感謝院長的接見，也希望未來有機會接待韓院長率團前往非洲訪問。
Wu Sung-Pei, Honorary President of the ATCC and former Legislator, expressed his gratitude for the long-term support provided by the Legislative Yuan to overseas Taiwanese business community through the Association of Overseas Taiwanese Businessmen. He noted that Taiwanese businesses are appreciative of the government's care and assistance and hoped that legislators from all parties will continue to support them. Furthermore, overseas Taiwanese businessmen in Africa will remain united and work together. 前立法委員、「非洲臺灣商會聯合總會」溫玉霞名譽總會長接續表示，感謝立法院在颱風來襲前夕的熱情接待。非洲臺灣商會現已完成世代交替，新一代臺商正接棒承擔重任，期盼立法院能繼續給予支持。她強調，非洲市場商機龐大，鼓勵臺灣年輕人把握機會、放眼全球，定能在海外找到更好、更大的發展機會。
Former Legislator and Honorary President of the ATCC, Wendy Yu-Hsia Wen, continued by expressing her gratitude for the warm reception from the Legislative Yuan just before the arrival of the typhoon. The also said that the ATCC has now completed its generational transition, with the new generation of Taiwanese business people stepping up to take on significant responsibilities. She hoped that the Legislative Yuan will continue to provide support. She emphasized that the African market presents vast business opportunities and encouraged Taiwanese youths to seize these opportunities and look globally, as they will surely find better and larger development prospects overseas.
「非洲臺灣商會聯合總會」吳孟宗名譽總會長分享指出，他旅居的奈及利亞擁有2億人口，為全球第8大產油國，天然資源豐富，商機處處。整個非洲有14億人口，預期到2050年將增至超過30億人口，平均年齡僅24歲，勞動力與消費力潛力無限。過去臺灣對非洲較為陌生，但近年來政府透過推動「非洲計畫」積極擴大臺灣與非洲的連結，期盼能儘早實現「臺灣走進非洲，非洲走進臺灣」的政策目標。作為全球最後一塊尚未充分開發的寶地，非洲有望成為未來製造業的重要生產基地，希望政府能多鼓勵臺灣企業前往非洲發展，把握這難得的機遇。
Honorary President Daniel Wu of the ATCC shared that Nigeria, where he resides, has a population of 200 million and is the eighth-largest oil-producing country in the world, rich in natural resources and full of business opportunities. Africa's population is currently 1.4 billion and is expected to exceed 3 billion by 2050. With an average age of just 24, the continent offers immense potential in both labor force and purchasing power. In the past, Taiwan was relatively unfamiliar with Africa. However, in recent years, the government has actively expanded connections with the continent through the implementation of the "Africa Project." It aims to achieve the policy goal of fostering closer ties and engagement between Taiwan and Africa. As the last underdeveloped gem in the world, Africa is poised to become a significant production hub for the manufacturing industry. He hoped that the government will encourage Taiwanese businesses to venture into Africa and seize this rare opportunity for development.
僑務諮詢委員明翠中談及，在僑界積極奔走下，自2018年起，我國國人前往模里西斯旅遊已享有免簽待遇。模里西斯過去曾為英、法殖民地，如今已成為非洲的觀光旅遊勝地，吸引了大量觀光客。她期盼未來能迎接更多臺灣遊客造訪。
OCAC Council Member Isabelle Chu highlighted that, due to the diligent efforts of the overseas community, Taiwanese citizens traveling to Mauritius have enjoyed visa-free access since 2018. Mauritius, which was once a colony of both Britain and France, has now become a popular tourist destination in Africa, attracting a significant number of visitors. She hoped to welcome more Taiwanese tourists in the future.
韓院長最後表示，每當聽聞臺灣人在海外遭遇急難時，總是仰賴僑胞朋友展現無私的同胞情懷，在第一時間出錢出力提供各種協助。感謝各位臺商朋友一直以來的鼎力相助，未來只要有立法院能協助的地方，請各位臺商朋友不吝告知。今天非常高興能與大家相會，期待日後有機會與各位臺商朋友再聚。
President Han concluded by stating that whenever he hears of Taiwanese people facing difficulties abroad, he always relies on the selfless support of overseas compatriots, who are quick to provide various forms of assistance. President Han expressed his gratitude to all the Taiwanese business friends for their steadfast support. He also encouraged them to inform the Legislative Yuan whenever assistance is needed in the future. President Han expressed his delight in meeting everyone today and looked forward to the opportunity to gather again with all the Taiwanese businessmen present in the future.
