立法院王全忠顧問於本（10月1）日上午出席王定宇委員發起之「台灣與義大利國會議員聯誼會」成立大會。現場出席貴賓包括李坤城委員、黃秀芳委員、莊瑞雄委員，以及外交部吳志中政務次長、「義大利經濟貿易文化推廣辦事處」龍博文代表等，共襄盛會。
On the morning of October 1, Consultant Wang Chuan-Chong of the Legislative Yuan attended the Inauguration Ceremony of the Taiwan-Italy Parliament Members Friendship Caucus, initiated by Legislator Wang Ting-Yu. Distinguished guests in attendance included Legislators Lee Kuen-Cheng, Huang Shiou-Fang, and Chuang Jui-Hsiung, along with Deputy Minister of Foreign Affairs François Chihchung Wu and Representative Marco Lombardi of the Italian Economic, Trade, and Cultural Promotion Office in Taipei, among others, who all joined in celebrating the occasion.
成立大會首先由發起人王定宇委員致開場詞，並通過組織章程及推選會長與副會長。王全忠顧問致詞表示，很榮幸代表韓國瑜院長出席「台灣與義大利國會議員聯誼會」的成立大會，並藉此機會感謝義大利眾議院外交委員會於9月18日通過友台決議案，強力支持我國有意義參與聯合國機構與專門組織，包括「世界衛生組織」（WHO）、「國際民航組織」（ICAO）及「聯合國氣候變化綱要公約」（UNFCCC）。此決議不僅展現義大利國會對台灣的支持，也呼應了義大利主持「七大工業國集團」（G7）外長會議聯合聲明的挺台立場。感謝義大利國會肯定台灣在印太地區的重要地位，持續以實際行動表達對我國國際參與的堅定支持，這不僅對台義關係意義非凡，也對全球民主夥伴間加強合作、共同捍衛民主價值與靭性發揮了重要作用。
The inauguration ceremony began with opening remarks from the initiator, Legislator Wang Ting-Yu, followed by the adoption of the organization's charter and the election of the president and vice president. In his remarks, Consultant Wang Chuan-Chong expressed his honor in representing President Daniel K.Y. Han at the inauguration ceremony of the Taiwan-Italy Parliament Members Friendship Caucus. He also took the opportunity to extend his gratitude to the Foreign Affairs Committee of Italy’s Chamber of Deputies for passing a pro-Taiwan resolution on September 18, which strongly supports Taiwan's meaningful participation in United Nations agencies and specialized organizations, including the World Health Organization (WHO), the International Civil Aviation Organization (ICAO), and the United Nations Framework Convention on Climate Change (UNFCCC). This resolution not only demonstrates the Italian Parliament's support for Taiwan but also aligns with the pro-Taiwan stance reflected in the joint statement of the G7 Foreign Ministers' Meeting, chaired by Italy. He expressed gratitude to the Italian Parliament for recognizing Taiwan's significant role in the Indo-Pacific region and for consistently demonstrating steadfast support for Taiwan's international participation through concrete actions. This not only holds great significance for Taiwan-Italy relations but also plays a crucial role in strengthening collaboration among global democratic partners and jointly defending democratic values and resilience.
王顧問續指出，義大利是一個風光獨特、文化底蘊豐厚的美麗國度，歷史與藝術成就均讓人嚮往。儘管台灣與義大利相隔萬里，兩國共享民主、自由等普世價值，在經濟上也兼具相似性與互補性。義大利憑藉著先進的生產技術與發達的工業基礎，成為（G7）成員之一，特別是中小企業在國民經濟中的卓越貢獻，創造了超過三分之二的國內生產總值，成為經濟穩定與成長的關鍵力量，這與台灣的經濟結構雷同，中小企業同樣扮演推動創新、促進經濟發展及維持社會穩定之不可或缺角色。
Consultant Wang continued by highlighting that Italy is a beautiful country with unique landscapes and a rich cultural heritage, whose remarkable achievements in history and the arts are deeply admired. Despite the vast distance between Taiwan and Italy, the two nations share universal values such as democracy and freedom, while their economies exhibit both similarities and complementarity. Italy, leveraging its advanced production technologies and robust industrial base, has become a member of the G7. In particular, its small and medium-sized enterprises (SMEs) make an outstanding contribution to the national economy, generating over two-thirds of the country's GDP and serving as a key driver of economic stability and growth. This closely resembles Taiwan's economic structure, where SMEs similarly play an indispensable role in driving innovation, promoting economic development, and ensuring social stability.
王顧問盛讚義大利是舉世聞名的文化強國。2021年，義大利被評為全球文化影響力第一名的國家。義大利所舉辦的「威尼斯雙年展」及「波隆那童書展」，是全球的藝術與建築、童書出版領域的國際指標性會展。今（113）年4月，由「大塊文化出版社」董事長郝明義先生與「波隆那德羅塞爾麥爾學會」（Accademia Drosselmeier）創辦人格拉齊亞．歌蒂（Grazia Gotti）共同策劃的特展「當兩個海洋在波隆那相遇」於義大利波隆那隆重登場，此次展覽不僅展示台義兩國密切的文化交流，更象徵雙方在軟實力上的相互啟發與融合，台灣的藝術創作者因此得以站上國際舞台，透過這些文化的交融與合作，讓世界更深入了解「寶島台灣」在多元文化藝術領域的無限發展潛力。
Consultant Wang praised Italy as a globally renowned cultural powerhouse. In 2021, Italy was recognized as the country with the highest cultural influence in the world. The Venice Biennale and the Bologna Children's Book Fair, hosted by Italy, are internationally recognized benchmarks in the fields of art, architecture, and children's book publishing. In April 2024, a special exhibition titled "When Two Seas Meet in Bologna," jointly curated by Rex How, Chairman of Locus Publishing, and Grazia Gotti, founder of the Accademia Drosselmeier, was grandly launched in Bologna, Italy. This exhibition not only showcased the close cultural exchanges between Taiwan and Italy but also represented the mutual inspiration and integration of soft power between the two sides. Through this exhibition, Taiwanese artists were able to take the international stage, allowing the world to gain a deeper understanding of the limitless potential for development in the diverse cultural and artistic landscape of "Formosa Taiwan."
王顧問最後感謝王定宇委員成立「台灣與義大利國會議員聯誼會」，相信透過這個國會外交的平台，立法院定能與義大利國會持續深化交流，並協助強化兩國的夥伴關係。期許未來台義在國際上能繼續相互支持，為雙邊關係發展寫下新的篇章，也為全球的繁榮發展一起做出更多貢獻。聯誼會未來如有需要配合的行政事宜，立法院絕對盡力協助。
In closing, Consultant Wang expressed his gratitude to Legislator Wang Ting-Yu for establishing the Taiwan-Italy Parliament Members Friendship Caucus. He voiced confidence that through this platform for parliamentary diplomacy, the Legislative Yuan will continue to deepen exchanges with the Italian Parliament and help strengthen the partnership between the two countries. He expressed hope that Taiwan and Italy will continue to support each other on the international stage, forging a new chapter in the development of bilateral relations and contributing further to global prosperity and growth. Should the Friendship Caucus require any administrative support in the future, the Legislative Yuan will be fully committed to providing assistance.
成立大會續由外交部吳志中政務次長、「義大利經濟貿易文化推廣辦事處」龍博文代表等人分別致詞祝賀，王定宇委員隨後邀與會貴賓合影並融洽交流，歷約40分鐘圓滿結束。
The inauguration ceremony continued with congratulatory remarks from Deputy Minister of Foreign Affairs François Chihchung Wu and Representative Marco Lombardi of the Italian Economic, Trade, and Cultural Promotion Office in Taipei. Legislator Wang Ting-Yu then invited the distinguished guests for a group photo and an amicable exchange. The event, lasting approximately 40 minutes, concluded successfully.
