立法院江啟臣副院長於本(10月4)日下午在民進黨張雅琳委員、國際事務處林晨富處長及外交部唐殿文主任秘書、歐洲司林主恩副司長等人陪同下，接見「烏克蘭國會議員訪問團」一行2人。
On the afternoon of October 4, Vice President of the Legislative Yuan, Johnny C. Chiang, met with a two-member delegation of Ukrainian parliamentarians. Vice President Chiang was accompanied by Legislator Ngalim Tiunn of the Democratic Progressive Party (DPP), International Affairs Department Director Kevin C.F. Lin, Secretary-General Daniel Diann-Wen Tang of the Ministry of Foreign Affairs, and Deputy Director-General Lin Chu-En of the Department of European Affairs.
江副院長首先代表立法院誠摯歡迎烏克蘭國會議員一行，並向訪賓特別致意，在俄羅斯入侵烏克蘭戰事迄未停歇，烏國局勢依舊動盪之際，議員們面對旅途上的種種風險及艱難，仍不遠千里造訪台灣，台灣作為與烏克蘭同樣熱愛民主自由的國家，對於俄烏戰爭中烏國人民堅決保護家園與捍衛自由的決心，令台灣人民相當感佩。台灣與烏克蘭處境相似，因此我們相當關注俄烏戰爭的動向，烏克蘭對抗俄羅斯入侵至今已逾兩年半，可以預見未來台灣與烏克蘭仍將面臨許多共產霸權的挑戰與威脅，對於同屬民主陣營的國家而言，相互支持即是彼此最好的協助。
Vice President Chiang first extended a heartfelt welcome on behalf of the Legislative Yuan to the Ukrainian parliamentary delegation and expressed special regards to the visitors. He acknowledged the ongoing turmoil in Ukraine due to the Russian invasion, which has yet to cease, and commended the delegation for their bravery in undertaking the journey to Taiwan despite the many risks and challenges they faced. Taiwan, a nation that shares Ukraine’s deep commitment to democracy and freedom, greatly admires the Ukrainian people’s unwavering determination to defend their homeland and protect their freedom throughout the conflict. Taiwan and Ukraine share similar circumstances, which is why we closely follow the developments of the Russia-Ukraine war. Ukraine has been resisting Russia’s invasion for over two and a half years, and it is foreseeable that both Taiwan and Ukraine will continue to face numerous challenges and threats from authoritarian powers. For nations that belong to the democratic camp, mutual support is the best form of assistance we can provide each other.
江副院長繼表示，我國除對烏國援贈醫療及各項民生物資，並與烏克蘭合作夥伴簽署6項合作瞭解備忘錄，盼藉此援助受到戰火影響的百姓，同時協助烏國政府重建遭戰爭摧毀的民生關鍵基礎設施。此外，我國也積極協助國內廠商參與烏克蘭重建計畫，今年4月「中華民國對外貿易發展協會」邀請烏克蘭四大產業7家企業組團訪台，辦理「烏克蘭重建合作說明會與洽談會」，開啟台烏雙邊交流合作，增進台灣商界認識烏克蘭的重建計畫，強化台烏經貿往來。台灣自2022年3月成立賑濟烏克蘭捐款專戶以來，短短一個月內即募集到3,200萬美元 ，幫助烏克蘭的城市、醫院及民間組織進行人道救援。我國各界始終以實際行動支持烏克蘭,期盼烏國早日迎來和平。
Vice President Chiang further stated that Taiwan has not only donated medical supplies and essential goods to Ukraine but has also signed six memorandums of understanding (MOUs) with Ukrainian partners. These efforts aim to provide assistance to civilians affected by the war while supporting the Ukrainian government in rebuilding critical infrastructure damaged by the war. In addition, Taiwan is actively assisting domestic companies in participating in Ukraine's rebuilding efforts. In April of this year, the Taiwan External Trade Development Council (TAITRA) invited a delegation of seven companies from four major industries in Ukraine to visit Taiwan. This visit included a "Ukraine Rebuilding Cooperation Briefing and Discussion Forum," which marked the beginning of bilateral exchanges and cooperation between Taiwan and Ukraine. This initiative aims to enhance the Taiwanese business community's understanding of Ukraine's rebuilding plans and strengthen economic and trade interactions between the two countries. Since the establishment of a special account to raise funds for Ukraine in March 2022, Taiwan raised US$32 million in just one month to assist Ukrainian cities, hospitals, and non-governmental organizations in humanitarian aid efforts. All sectors of Taiwan have consistently supported Ukraine through tangible actions, hoping for the swift arrival of peace in Ukraine.
克尼茨基團長（Mykola Kniazhytskyi）致詞時表示，烏克蘭刻仍陷戰火不斷的嚴峻困境，儘管許多烏克蘭士兵犧牲了寶貴生命，但烏克蘭人民仍然會為了保衛家園堅守到底，抵抗俄羅斯的全面入侵。此行訪台除了感謝台灣對烏克蘭的人道救援，以及協助庇護烏克蘭孩童免於戰火攻擊外，也是為了讓更多國際友人瞭解烏克蘭的處境，若烏克蘭人民未團結一致抵抗俄羅斯猛烈的攻擊，他相信烏克蘭早已遭俄羅斯併吞，無法撐到今日，同時他也企盼同為民主陣營國家的國會，能通過行政部門對支援烏克蘭所編列的預算，另深刻期望歐美盟友可以提供更多武器支援烏克蘭抗戰。
In his speech, Head of the Delegation Mykola Kniazhytskyi stated that Ukraine remains in a severe predicament, engulfed in ongoing conflict. Although many Ukrainian soldiers have sacrificed their precious lives, the Ukrainian people will continue to stand firm and resist Russia's full-scale invasion in their fight to defend their homeland. He added that this visit to Taiwan was not only to express gratitude for Taiwan's humanitarian assistance to Ukraine and its efforts to shelter Ukrainian children from the ravages of war, but also to raise awareness among more international friends about Ukraine's situation. He believed that if the Ukrainian people had not united to resist Russia's fierce attacks, Ukraine would have already been annexed by Russia and unable to endure to this day. Additionally, he hoped that the parliaments of other democratic countries will approve the budgets allocated by the executive branches of their governments to support Ukraine and sincerely urged European and American allies to provide more weaponry to assist Ukraine in its fight.

The lessons learned from the Russia-Ukraine war have also made the people of Taiwan realize the importance of strengthening national defense. Similar to the Ukrainian people, the people of Taiwan cherish democracy and believe that democracy will ultimately prevail. He also wished for Ukraine to regain peace as soon as possible.
