立法院韓國瑜院長於本（10月9）日中午在林倩綺委員、黃仁委員、王正旭委員、張雅琳委員、國際事務處林晨富處長、聖露西亞駐台大使館勞勃．路易斯大使及外交部陶令文總領事回部辦事等人陪同下，接見及款宴「聖露西亞參眾議院議長訪問團」一行。
At noon on October 9, President of the Legislative Yuan Daniel K.Y. Han met with and hosted a luncheon for a Saint Lucia delegation led by Senate President Alvina Reynolds and Speaker of the House of Assembly Claudius J. Francis. President Han was accompanied by Legislators Lin Chien-Chi, Huang Jen, Wang Cheng-Hsu, and Ngalim Tiunn, International Affairs Department Director Kevin C.F. Lin, Ambassador of Saint Lucia to Taiwan Robert Kennedy Lewis, and Consul General on Home Assignment Edward Tao from the Ministry of Foreign Affairs (MOFA).
雷諾絲（Alvina Reynolds）參議長及法蘭西斯（Claudius James Francis）眾議長一行抵達立法院時，韓院長率跨黨派委員至大門口親迎，並由林倩綺委員獻花予雷諾絲參議長，王正旭委員獻花予法蘭西斯眾議長，嗣陪同訪賓一行進入貴賓室。韓院長邀請雷諾絲參議長及法蘭西斯眾議長分別於立法院貴賓簿上留言及簽名留念，並偕訪賓及在場委員合影留念。
Upon the arrival of Senate President Reynolds and Speaker Francis at the Legislative Yuan, President Han, accompanied by cross-party legislators, received the visiting delegation at the front gates. Legislators Lin Chien-Chi and Wang Cheng-Hsu presented a bouquet of flowers to Senate President Reynolds and Speaker Francis, respectively, before the delegation proceeded to the VIP room. President Han invited Senate President Reynolds and Speaker Francis to leave messages and sign the Legislative Yuan guest book, after which a group photo of the distinguished guests and members of the Legislative Yuan present was taken.
韓院長首先誠摯歡迎聖露西亞訪賓，並表示今日立法院二大政黨均有委員代表出席，象徵對兩位議長聯袂率團來訪的重視。韓院長續向訪賓介紹，我國與英、美及聖露西亞兩院制國會不同，為單一國會制，立委在各領域都學有專精，恪盡職守替選民發聲；目前我國共有113席立委，其中47席為女性，比例高達41%。院長也讚揚聖露西亞雖僅有約18萬人口，卻有2位諾貝爾獎得主，平均9萬人口就有1位諾貝爾獎得主，這比例全世界無出其右，展現露國在教育和人才培育上的卓越成就。韓院長並對露國長期在國際場合為台灣發聲表達感謝，也希望未來兩國在教育、科技及經貿等項領域持續攜手擴大合作，期待台聖兩國合作能擦出更美麗的火花。
President Han first extended a warm welcome to the visiting delegation, followed by acknowledging the presence of representatives from the two major political parties in Taiwan, highlighting the importance they attached to the delegation led by the Senate President and the Speaker of the House of Assembly. President Han continued to introduce Taiwan's parliamentary structure, which is different from bicameralism in the United Kingdom, the United States, and Saint Lucia. Taiwan features a unicameral system, where legislators specialize in different fields and fulfill their duties to speak for their constituents. Currently, there are 113 legislators in Taiwan, with 47 seats held by female members, accounting for 41%. In addition, President Hand applauded Saint Lucia for having two Nobel Prize laureates despite its population of around 180,000, which equals to one laureate for every 90,000 people on average. This ratio is unprecedented in the world, which shows the great potential of St. Lucia in terms of its outstanding achievements in education and talent cultivation. President Han also expressed his gratitude to Saint Lucia for its long-term support for Taiwan on the international stage. He hoped that the two nations would continue to work together for more cooperation in education, technology, economic development, and trade in the future, which, in turn, could generate more opportunities for cooperation between Taiwan and Saint Lucia.
雷諾絲參議長首先感謝院長與各位委員的熱忱歡迎，表示非常榮幸拜會立法院，她在2012年擔任衛生部長時曾到訪台灣，留下深刻印象，此次前來係代表該國皮耶總理及露國人民祝賀中華民國113年國慶。參議長續表示，台灣是露國長期以來卓越的合作夥伴，而台灣的名號在露國可謂是家喻戶曉，繼回應韓院長提及的女性參政比例表示,露國參議院係由執政黨提名6席、反對黨提名3席及獨立參議員2席所組成，共有11席議員，其中6席為女性，女性占比將近60%；而眾議員則有17席，其中2席為女性，皆為直接民選。參議長最後提到台灣在公衛、人才培育、社會福利、農業等領域皆是露國的重要合作夥伴，希望兩國能在各領域持續深化合作，未來亦將持續在國際場支持聲援我國，希望此次拜會能夠瞭解台灣的國會組織及實務運作，彼此交流學習。
In her remarks, Senate President Reynolds first expressed her gratitude to President Han and the attending legislators for their warm hospitality, and noted that it was a great honor to visit the Legislative Yuan. She also visited Taiwan when she served as Minister of Health, Wellness and Elderly Affairs in 2012, which left a profound impression on her. Now, on the occasion of the 113th National Day, she extended congratulations to Taiwan on behalf of Prime Minister Philip J. Pierre and the people of Saint Lucia. Senate President Reynolds continued to point out that Taiwan has always been an outstanding partner of Saint Lucia, where Taiwan is known to people of all ages and walks of life. In response to what President Han mentioned earlier about the proportion of female participation in politics, she added that the Senate of Saint Lucia consists of 6 members nominated by the ruling party, 3 by the opposition party, and 2 independent members. Among the 11 members, 6 are female, accounting for nearly 60%, while the House of Assembly has 17 seats, 2 of which are held by females, and all of them are elected directly by popular vote. Senate President Reynolds expressed that Taiwan is an essential partner of Saint Lucia in public health, talent cultivation, social welfare, and agriculture. She hoped that the two nations could continue to deepen collaborations in various fields, and said that Saint Lucia will continue to support Taiwan on the international stage. She added that she believes this visit will allow them to better understand the organization and practices of Taiwan's parliament, as both sides can learn more from each other.
法蘭西斯眾議長同樣呼應女性參政議題表示，聖露西亞是全球唯一以女性名命名的國家，並提及露國女性田徑選手在今(2024)年巴黎奧運贏得金牌，他深以為榮。眾議長感謝院長與委員們溫暖的接待，身為民選議員，他深知議員們針對意見相左的議題，常需要透過激烈的辯論及攻防，所以韓院長的工作相當不容易，但他知道韓院長擁有豐富的公私部門經歷，一定能勝任這項職務。眾議長特別注及，台灣自2008年起將立委席次由原先225席減半為113席，是世界罕見的作法，由此可知，中華民國的立法委員都不是為了自己的私利，而是以人民福祉為優先，是百姓之福。最後他分享抵達台灣以來，雖然連日陰雨，但因為台灣人民的溫暖友善熱情，讓訪團所有成員都感到賓至如歸，希望聖台兩國邦誼永固，並預祝中華民國(台灣)113年國慶快樂。
Responding to female participation, Speaker Francis pointed out that Saint Lucia is the only nation in the world named after a female. He also mentioned that a female track and field athlete from Saint Lucia won a gold medal at the Paris 2024 Olympics, of which he is deeply proud. Speaker Francis expressed his gratitude for the warm reception by President Han and the legislators present. As a member of parliament elected by popular vote, he said he knows that fierce debates and arguments among the members are necessary when discussing an array of issues. Therefore, it is not an easy task to assume the role of the President of the Legislative Yuan, but he knows that President Han has rich experience in both the public and private sectors and will carry out the task brilliantly. On the other hand, Speaker Francis specifically noted that in 2008, the number of seats in the Legislative Yuan was halved from 225 to 113, which is rarely seen in other nations. This showed that the legislators of the Republic of China (Taiwan) are working not for their own interests but for the benefit of the people, which is a blessing for the citizens of Taiwan. In closing, Speaker Francis talked about the visit to Taiwan this time; despite days of rain since their arrival, all members of the delegation felt at home because of the hospitality, friendliness, and enthusiasm of the people in Taiwan. He expressed his hope that the friendship between the two nations would last forever, and wished Taiwan a happy National Day.
會晤畢,韓院長分別致贈立法院議事槌予雷諾絲參議長及法蘭西斯眾議長，以表達對友邦國家議長來訪的重視和感謝。雙方隨後展開午宴，席間就體育發展、原住民語言與文化、立法院近期重要議案、國慶活動及台露雙邊合作計畫等議題進行深入交流。接見及午宴歷約1小時45分鐘，氣氛熱絡友好，賓主盡歡，為今日的會晤畫下圓滿的句點。
After the meeting, President Han presented a gavel used in the sessions at the Legislative Yuan as a token of appreciation to Senate President Reynolds and Speaker Francis, highlighting the importance he attaches to and his gratitude for their visit, as the parliamentary leaders from a nation with which Taiwan has diplomatic ties. The meeting was followed by a luncheon, during which the two sides had in-depth exchanges on multiple topics, including sports development, indigenous language and culture, recent bills being viewed at the Legislative Yuan, events for Taiwan's National Day, and bilateral cooperation projects between Taiwan and Saint Lucia. The reception and luncheon came to a successful end after 1 hour and 45 minutes, where guests enjoyed a warm and friendly atmosphere.
