韓國瑜：感謝基金會積極培育國際人才，促進我國青年深度參與國際事務
President Han: We thank the foundation for actively cultivating international talents and promoting in-depth participation of Taiwan’s youth in international affairs
立法院韓國瑜院長偕江啟臣副院長於本（10月16）日下午在國民黨張智倫委員、民進黨沈伯洋委員、王正旭委員、民眾黨張啓楷委員、國際事務處林晨富處長，以及僑務委員會呂元榮副委員長陪同下，接見「世台聯合基金會」（「世台會」）訪團一行。
On the afternoon of October 16, President of the Legislative Yuan Daniel K.Y. Han and Vice President Johnny C. Chiang, accompanied by KMT Legislator Chang Chih-Lun, DPP Legislators Puma Shen and Wang Cheng-Hsu, TPP Legislator Chang Chi-Kai, President of the Department of International Affairs Kevin C.F. Lin, and Vice Minister of the Overseas Community Affairs Council (OCAC) Roy Yuan-Rong Leu, met with a delegation from the World Taiwan Foundation.
韓院長及江副院長首先向來賓表達誠摯歡迎，並偕同出席委員與訪賓合影留念。韓院長致詞時表示，「世台會」自成立以來，不遺餘力地在東南亞、東歐、烏干達、烏克蘭等地展現大愛的精神，提供各種人道援助，令人深感敬佩。「世台會」除積極投身社會公益外，也重視培育下一代人才，提供發揮才華的舞台與支持，多方協助代表國家未來希望的青年參與國際組織與全球事務，進而培養更寬廣的世界觀。
President Han and Vice President Chiang expressed a heartfelt welcome to the delegation and took a group photo with the attending legislators and guests. In his remarks, President Han noted that since its establishment, the World Taiwan Foundation has spared no efforts in demonstrating its unwavering compassion in Southeast Asia, Eastern Europe, Uganda, and Ukraine through many forms of humanitarian assistance, which is highly admirable and inspiring. Besides being actively engaged in social welfare activities, the World Taiwan Foundation attaches great importance to cultivating the next generation of talents and provides platforms and support for young people to showcase their abilities. The foundation has, in many ways, aided the youth of Taiwan, the hope of the nation’s future, to participate in international organizations and global affairs, thereby helping them foster a broader worldview.
韓院長特別感謝「世台會」舉辦並協助我國參與「聯合國」（UN）及「世界衛生組織」（WHO）的周邊活動。今（113）年7月，「世台會」邀請沈伯洋委員出席「聯合國高階政治論壇」期間的周邊會議；同時，在今年5月江啟臣副院長率領立法院視導團赴瑞士日內瓦時，協助參與「世界衛生大會」（WHA）的場邊論壇，與政府攜手推動台灣參與WHA。面對我國艱困的外交處境，海外僑民往往扮演協助政府的重要角色，「世台會」的貢獻有目共睹，令人敬佩。非常高興在立法院見到「世台會」各位，朋友，期盼大家「多來多往，一家親」，並常保聯繫。
President Han also expressed his special gratitude to the World Taiwan Foundation for organizing and helping Taiwan take part in side events of the World Health Organization (WHO) and the United Nations (UN). In July 2024, the World Taiwan Foundation invited Legislator Puma Shen to attend side meetings of the United Nations High-Level Political Forum. In the meantime, when Vice President Chiang led the Legislative Yuan delegation to Geneva, Switzerland, for a visit this May, the World Taiwan Foundation also helped the delegation attend the side forums of the World Health Assembly (WHA), joining hands with the government to promote Taiwan’s participation in the WHA. As Taiwan’s diplomatic efforts face harsh challenges, overseas compatriots have always played a crucial role in assisting the government, among which the World Taiwan Foundation’s contributions are widely recognized and admired. President Han said he was delighted to see the visiting members of the World Taiwan Association, and hoped that both sides can conduct frequent exchanges and remain in close contact in the future.
訪團團長林貴香副董事長致詞表示，「世台會」自2009年成立迄今已邁入第15年，致力於提供平台讓全球台商發揮愛心、推動慈善活動，並為有志投身公益者開闢參與的管道。「世台會」秉持四大主軸，分別為急難救助、文化教育、環境保育及公共衛生。過去台灣遭遇八八風災時，「世台會」曾勸募百萬美元捐助高雄小林村，其後高雄氣爆及八仙樂園塵爆事件發生時，也再度挹注善款予以協助。「世台會」所推動的國際科丁（coding）計畫，積極將程式語言教學向下紮根，也頗具成效。林副董事長強調，愛心無國界，她感謝院長、副院長及跨黨派委員撥冗接見，表示此次能拜會立法院深感榮幸，期盼未來與立法院攜手合作，共同推廣慈善事業及協助台灣進一步走向國際。
Head of the World Taiwan Association delegation, Vice Chairman Kico Lin, noted in her speech that the World Taiwan Foundation was established in 2009, and has now celebrated its 15th anniversary. She added that she has long been committed to providing a platform for Taiwanese businessmen around the world to show compassion, launch charity events, and open doors for those who want to engage in welfare activities. The World Taiwan Foundation is based on four pillars, which are emergency aid, culture and education, environmental protection, and public health. During the floods caused by Typhoon Morakot, the World Taiwan Foundation raised several million US dollars to help the Xiaolin Village in Kaohsiung. The foundation also made donations after the Kaohsiung gas explosions and the Baxian Paradise dust explosion. The International Coding Project, which the World Taiwan Foundation has actively promoted to make the teaching of programming languages take root, has also showed great results. Vice Chairman Lin emphasized that compassion transcends national borders. She thanked President Han, Vice President Chiang, and the cross-party legislators present for taking the time to meet with the delegation, stating that she was looking forward to collaborating with the Legislative Yuan in promoting charity works and assisting Taiwan in further taking its place in the international community.
江副院長歡迎「世台會」訪團蒞臨立法院，並表示他過去在教育界服務期間，專門研究UN、WTO及APEC等國際組織。中華民國自退出聯合國後，因無法實際參與UN相關事務，導致國內大專院校對聯合國事務的教育僅停留於理論層面，缺乏實務經驗的傳授，使得國內學子對聯合國運作機制的認識相當有限。副院長對「世台會」透過「UN Go！計畫」，鼓勵海內外台灣青年參與國際組織的作法深表敬佩，認為此舉當可彌補台灣青年無法直接參與聯合國相關事務所造成的缺口。副院長並強調，立法院在若干內政議題上或有歧見，但各黨派委員在國際事務上的立場一致，均願為台灣努力開拓國際空間。副院長繼指出，培育國際人才、促進我國青年深度參與國際組織與全球事務，對於拓展青年的國際視野至關重要。他期望未來能與「世台會」共同合作，拓展青年朋友的國際參與機會。
Vice President Chiang welcomed the World Taiwan Foundation delegation visiting the Legislative Yuan and said that when he served in the education sector, his area of expertise focused on studying global institutions, including the UN, WTO, and APEC. Since the withdrawal of the R.O.C. from the United Nations, Taiwan has been unable to participate in UN-related affairs. As a result, when teaching relevant affairs of the UN, Taiwan’s colleges and universities can only engage in theoretical discussions as they do not have practical experiences. This has limited Taiwanese students’ understanding of the UN’s operation mechanisms. Vice President Chiang expressed his appreciation for the World Taiwan Foundation’s “UN! Go Initiative” because it encourages young Taiwanese at home and abroad to partake in international organizations. He believed this initiative can bridge the gap caused by Taiwanese youth’s inability to participate in UN-related affairs. He stressed that although the Legislative Yuan may have divergent views on domestic issues, legislators from different parties share a unified stance regarding international affairs and are committed to expanding Taiwan’s international presence. That said, Vice President Chiang noted that cultivating international talents and promoting in-depth participation of Taiwan’s youth in international affairs are paramount to broadening young people’s worldview. He also hoped to work hand in hand with the World Taiwan Foundation to generate more opportunities for young Taiwanese people to participate in international organizations.
張智倫委員表示，他於2004年在美國留學期間，親身感受到「世台會」在公益活動上的熱忱，以及該會為海外學子、台商及提升台灣國際地位所付出的巨大心力。他期望未來立法院能與「世台會」積極合作，激盪出新的火花，讓台灣在國際舞台上發光發亮。
Legislator Chang Chih-Lun mentioned that during his studies in the U.S. in 2004, he personally experienced the World Taiwan Foundation’s passion for welfare activities, and how the foundation strived to care for overseas Taiwanese students and businessmen, as well as to elevate Taiwan’s international status. He hoped that the Legislative Yuan will be able to actively partner with the World Taiwan Foundation to create new ideas that allow Taiwan to shine on the international stage.
沈伯洋委員歡迎訪團蒞臨，並指出由於台灣的外交處境艱困，更凸顯出政府與非政府組織合作的重要性。沈委員提及，近期「世台會」在援助烏克蘭方面所累積的寶貴經驗，正是台灣政府可以借重之處。沈委員期盼未來能透過此類非政府組織的專案計畫，拓展政府和民間更多合作及連結的可能性。
Legislator Puma Shen welcomed the delegation and mentioned that Taiwan’s difficult diplomatic situation highlights the importance of collaboration between the government and NGOs. Legislator Shen also said that the valuable experience the World Taiwan Foundation has accumulated in aiding Ukraine can serve as a good reference for Taiwan. He also hoped to open up more opportunities for collaboration and communication between the government and the private sector through such NGO projects.
張啓楷委員盛讚「世台會」不僅富有愛心，更展現了行動力。該會運送物資至烏克蘭、波蘭及敘利亞等地，讓台灣的愛心得以被全世界看見。他感謝「世台會」為提升台灣的國際能見度所做出的貢獻，並歡迎「世台會」的朋友常回台灣。張委員繼謂，未來若能在公益活動上有所貢獻，立法院必將全力支持並提供協助。
Legislator Chang Chi-Kai praised the World Taiwan Foundation for demonstrating both compassion and a great capacity to take action. The foundation has sent supplies to Ukraine, Poland, and Syria, showcasing the kindness that Taiwan has to offer to the world. He thanked the foundation for its contributions in enhancing Taiwan’s international visibility and welcomed friends from the World Taiwan Association to come back to Taiwan often. Legislator Chang further stated that the Legislative Yuan will give its full support and assistance to contribute to the foundation’s welfare activities.
雙邊交流時，「世台會」陳啟耕副執行長、姜冠宇聯席董事、雷子萱亞太地區秘書長及黃一展顧問分別就 「UN Go！」全球培訓計畫、世衛醫療外交工作計畫，及永續行動辦公室等專案進行說明與經驗分享。「世台會」林鋕銘執行長則特別分享該會在非洲烏干達設立的東非中心推動專案的成功經驗，並以此為例，期盼立法院能多加支持，協助非洲專案與國內資源對接，以發揮綜效，並有望成為台灣推動非洲外交的助力之一。林執行長同時期盼立委們未來能親赴非洲訪問，以展現對非洲的重視，並進一步提升台灣在當地的影響力。
During the discussion, the Vice President of the World Taiwan Association Danny Chen, Associate Director Chiang Kuan-Yu, Secretary-General of the Asia Pacific Region Lei Tsu-Hsuan, and Consultant Jack Huang described and shared their experiences on projects such as the “UN GO!” global training project, the World Health Organization Medical Diplomacy Initiative, and the Sustainable Action Office. Chief Executive Director of the World Taiwan Foundation John Lin shared the successful experience of the foundation’s East Africa Center, established in Uganda. Taking this as an example, he hoped that the Legislative Yuan can provide more support and assist in connecting African projects with domestic resources to achieve synergistic effects. In doing so, such projects can become one of the driving forces in advancing Taiwan’s diplomatic relations with Africa. Chief Executive Officer Lin also expressed his hope that legislators can visit Africa in person, as this would underline the importance they attach to the continent and further amplify Taiwan's influence in the region.
韓院長最後表示，台人在海外遭遇急難時，政府有時力有未逮，往往仰賴海外僑胞的熱心協助，對此深表感謝。他與江副院長皆高度重視國會外交，不僅增編立法院國際事務處相關預算，同時鼓勵各委員於休會期間多出國訪問，期望透過國會外交助力，讓台灣在國際上展露光芒。院長強調，培育人才是國家長遠發展的關鍵，希望能透過各項培育計畫，鼓勵下一代台灣青年走向世界，深度參與國際組織與全球事務。
Lastly, President Han expressed his deep gratitude for the generous help offered by overseas compatriots to Taiwanese travelers facing emergencies abroad, since the government sometimes is unable to assist them immediately. President Han added that he and Vice President Chiang attach great importance to parliamentary diplomacy. For instance, relevant budgets for the Department of International Affairs have been expanded, and legislators have been encouraged to participate in more overseas visits while the Legislative Yuan is in recess, aiming to elevate the international profile of Taiwan through parliamentary diplomacy. President Han stressed that cultivating talents plays an essential role for the nation’s long-term development. He hoped that through various training programs, the next generation of Taiwanese youths will embrace the world and thoroughly participate in international organizations and global affairs.
此次拜會歷約1小時，氣氛友好愉快，雙方在互贈紀念品及合影後為今日會晤劃下圓滿的句點。
The visit lasted about an hour, and the atmosphere was friendly and pleasant. After exchanging commemorative gifts and taking group photos, the meeting was concluded on a high note.
