立法院王全忠顧問於本（10月28）日上午出席郭昱晴委員發起之「動物好生活協會」成立大會。現場出席貴賓包括賴惠員委員、李坤城委員、林月琴委員，以及農業部動物保護司江文全司長、「中華民國獸醫師公會全國聯合會」譚大倫理事長、「社團法人桃園市獸醫師公會」宋鴻海常務監事、「台灣動物社會研究會」林岱瑾議題研究主任、「社團法人十二夜光之沃土協會」劉新銳理事長、「中華民國獸醫內科醫學會」林子軒獸醫師等，共襄盛會。
On the morning of October 28, Legislative Yuan Consultant Wang Chuan-Chong attended the inauguration meeting of the “Animal Good Life Association,” launched by Legislator Kuo Yu-Ching. Distinguished guests in attendance included Legislator Lai Hui-Yuan, Legislator Lee Kuen-Cheng, Legislator Lin Yueh-Chin, Director of the Department of Animal Protection under the Ministry of Agriculture Chiang Wen-Chuan, Chairman of the Taiwan Veterinary Medical Association Tan Ta-Lun, Executive Supervisor of the Taoyuan City Veterinary Medical Association Sung Hung-Hai, Research Officer of the Environment and Animal Society of Taiwan Lin Tai-Chin, Chairman of the Twelve Nights Institute Hsin-Jui Liu, and Dr. Shane Lin from the Taiwan Academy of Veterinary Internal Medicine.
成立大會首先由發起人郭昱晴委員致開場詞，隨後邀請與會貴賓進行合影，並通過組織章程及推選會長與副會長。郭昱晴委員表示，「動物好生活協會」聚焦於五大主題：包括改善實驗動物評鑑及獎懲機制、落實盤點稽查及維護展演動物、推廣友善的經濟動物飼養模式、協調野生動物保護政策，以及建立同伴動物正確飼養觀念。郭委員並強調，動物福祉及權益的保障不僅是社會責任，也是國家文明的展現，期盼台灣成為友善的動物福祉國度。
The inaugural meeting kicked off with the opening remarks of the initiator Legislator Kuo Yu-Ching. After the visiting guests were invited to take a group photo, the adoption of the organization's charter and the election of the president and vice president took place. Legislator Kuo Yu-Ching noted that the association focuses on five major issues, including improvements to the evaluation and reward/punishment mechanisms for laboratory animals, thorough implementation of auditing and maintenance of exhibition animals, promotion of humane economic animal rearing practices, coordination of wildlife protection policies, and establishment of correct concepts for companion animal care. Legislator Kuo emphasized that ensuring the well-being and rights of animals is both a societal obligation and a reflection of a nation's level of civilization. She hoped that Taiwan can become a friendly country in terms of animal welfare.
王全忠顧問致詞表示，很榮幸代表韓國瑜院長出席「動物好生活協會」成立大會，動物不僅是我們的夥伴，亦如同家庭一部分，陪伴人們的生活，帶來身心健康的正向影響。根據農業部最新調查，2023年全台約有28.3%的家庭飼養寵物，顯示飼養動物已成為社會生活的重要組成，也彰顯出人們對動物的愛護與關懷，社會各界必須攜手推動動物福利政策，確保動物獲得應有的照護與權益，並實現人與自然、生命間的和諧共存。
Consultant Wang Chuan-Chong, in his remarks, said he was honored to attend the inauguration meeting of the “Animal Good Life Association” on behalf of Legislative Yuan President Daniel K.Y. Han. He added that animals are not just companions; they are also members of our families, providing company in our daily lives and bringing positive physical and mental effects. According to the latest survey of the Ministry of Agriculture, approximately 28.3% of the households in Taiwan kept pets in 2023, which shows that animal ownership has become an integral part of social life and highlights the compassion and care people have for animals. All sectors of society should work hand in hand to promote animal welfare policies that protect the well-being and rights of animals, to which they are entitled. This will aid in fostering a peaceful coexistence among people, nature, and all forms of life.
王顧問進一步指出，全球歷史最悠久的動保組織─英國「皇家防止虐待動物協會」（RSPCA）自1824年成立以來，持續透過完善的保護系統、遊說政府及教育推廣來提升動物的生活福祉。我國的動保運動也在《野生動物保育法》和《動物保護法》的法制基礎上，透過逐步的修法與時俱進。近年來，許多的專家、組織及團體積極投入動保領域，這些努力涵蓋對經濟動物、實驗動物、展演動物、皮草動物及同伴動物的保護。期許未來在政府、民間及國際間合作下，共同推動友善與人道環境，實現動物福祉的全面提升。
Consultant Wang further indicated that the animal protection organization with the longest history around the world is the Royal Society for the Prevention of Cruelty to Animals (RSCPA) in the UK. Since its establishment in 1824, the organization has been consistently promoting animal welfare through comprehensive protection systems, government lobbying, and educational outreach. Taiwan’s animal protection movement has been keeping up with the times though revisions of laws and regulations on the basis of the Act on Wildlife Conservation and the Animal Protection Act. In recent years, many experts, organizations, and groups have been actively involved in animal protection. Their efforts encompass the welfare of economic animals, laboratory animals, exhibition animals, fur-bearing animals, and companion animals. Consultant Wang said he hoped that through joint collaboration between the government, the private sector, and the international community, a friendly and humane environment can be fostered so that animal welfare will be upgraded to a new level.
最後，王顧問感謝郭委員積極促成協會成立，期許未來能透過立法監督來敦促政府制定更完善的政策，推動與國際社會的交流合作，以展現成熟民主國家對於動物的關懷與責任，捍衛並尊重所有生命的基本權利，立法院將全力支持協會相關行政事宜，攜手建構友善動物的生活環境。
Lastly, Consultant Wang thanked Legislator Kuo for her proactive assistance in establishing the association. He hoped that through legislative supervision, more comprehensive policies can be drafted, and more frequent exchanges and cooperation with the international community can be conducted to showcase mature democratic countries’ care and responsibility toward animals, aiming ultimately to ensure the protection and dignity of every life. The Legislative Yuan will give its full support to relevant administrative measures, working together to build an animal-friendly environment.
成立大會續由出席貴賓分別致詞祝賀及進行交流，氣氛友好融洽，歷約40分鐘圓滿結束。
The inauguration meeting continued with congratulation speeches from the attending guests, followed by a brief discussion. The event came to a successful end after approximately 40 minutes in a friendly and warm environment.
