立法院韓國瑜院長接見「巴拉圭共和國國會暨參議院議長努內斯閣下伉儷」一行 韓國瑜:台巴兩國邦誼橫跨二個世紀,彌足珍貴(President Daniel K.Y. Han of the Legislative Yuan meets delegation led by Congress and Senate President Basilio Gustavo Núñez Giménez of the Republic of Paraguay and his spouse. President Han: The diplomatic friendship between Taiwan and Paraguay has endured for two hundred years and holds significant value.) 立法院韓國瑜院長偕江啟臣副院長於本(11月6)日中午在國民黨黃仁委員、民進黨郭昱晴委員、民眾黨麥玉珍委員及國際事務處林晨富處長等人陪同下,接見「巴拉圭共和國國會暨參議院議長努內斯閣下伉儷」一行6人,巴拉圭共和國駐華費卡洛(Carlos José Fleitas Rodríguez)大使、外交部陳立國次長、拉美司張自信副司長及禮賓處高懷京參事等亦隨行陪同。
President Daniel K.Y. Han of the Legislative Yuan, accompanied by Vice President Johnny C. Chiang, met with a six-member delegation led by Congress and Senate President Basilio Gustavo Núñez Giménez of the Republic of Paraguay and his spouse at noon on November 6. They were joined by KMT Legislator Huang Jen, DPP Legislator Kuo Yu-Ching, TPP Legislator Mai Yu-Chen, and International Affairs Department Director Kevin C.F. Lin. The meeting was also attended by Paraguayan Ambassador to Taiwan Carlos José Fleitas Rodríguez, Vice Minister of Foreign Affairs Remus Li-Kuo Chen, Deputy Director-General of the Department of Latin American and Caribbean Affairs Chang Tzu-Hsin, and Counselor Gao Huai-Jing from the Department of Protocol.

努內斯(Basilio Gustavo Núñez Giménez)參議長伉儷一行抵達立法院時,韓院長、江副院長及跨黨派委員在立法院大門前親迎,嗣陪同訪賓一行進入會場。首先邀請努內斯參議長於貴賓簽名簿上簽名留念,並與在場委員及訪團成員合影。江副院長特別將今年台中新社國際花毯節的特製花圈致贈予努內斯參議長伉儷,並邀請訪團在行程允許下造訪台中,參加國際花毯節盛會。
Upon the arrival of Senate President Basilio Gustavo Núñez Giménez and his spouse at the Legislative Yuan, President Han, Vice President Chiang, and cross-party legislators warmly welcomed them at the main entrance. They then accompanied the delegation into the meeting venue. They first invited Senate President Núñez to sign the guestbook as a memento and took a group photo with the attending legislators and delegation members. Vice President Chiang presented a special floral wreath from this year’s Taichung International Flower Carpet Festival to Senate President Núñez and his spouse, extending an invitation for the delegation to visit Taichung and attend the festival if their schedule permits.

院長在致詞中首先向訪賓表達誠摯歡迎之意,並提到巴拉圭與台灣位於地球的「對蹠點」,是地球上兩地相隔最遙遠的距離,訪團不辭千里來訪,令人敬佩和感動。院長特別對今年巴拉圭貝尼亞(Santiago Peña Palacios)總統在聯合國大會總辯論中為台灣發聲,支持我國參與國際事務,表達深切感謝。院長強調,台灣與巴拉圭已有67年的正式外交關係,並在農業、能源及教育等多項領域緊密合作。我國已成為巴拉圭豬肉的最大出口市場及牛肉的第二大出口市場,雙方經貿互動頻繁。院長特別指出,回顧過去、審視當下並展望未來,以國家長遠發展的觀點而言,最具激勵人心的合作在於教育領域的深耕。未來,台巴兩國應進一步深化在高科技、人才及教育上的交流,以造福兩國國家發展,並促進更深遠的影響。
In his address, President Han graciously extended a heartfelt welcome to the distinguished guests, highlighting that Paraguay and Taiwan are situated at the "antipodes" of the Earth, representing the greatest possible distance between two points on the globe. He expressed profound admiration and gratitude for the delegation's willingness to embark on such a long journey to visit Taiwan, a gesture that deeply moved and inspired all present. The President particularly expressed deep gratitude for the support voiced by President Santiago Peña Palacios of Paraguay during the United Nations General Assembly debate this year, advocating for Taiwan's participation in international affairs. The President emphasized that Taiwan and Paraguay have maintained official diplomatic relations for 67 years, during which they have closely collaborated in various fields, including agriculture, energy, and education. Taiwan has become the largest export market for Paraguayan pork and the second-largest export market for its beef, with frequent bilateral trade interactions. The President underscored that, in reflecting on the past, assessing the present, and looking to the future, the most inspiring and impactful collaboration from the perspective of long-term national development lies in the profound cultivation of the educational sector. In the future, Taiwan and Paraguay should further deepen exchanges in high technology, talent, and education, with the aim of advancing the development of both nations and fostering a more profound and lasting impact.

院長續謂,此次立法院三大政黨均派委員共同迎接訪賓,國民黨黃仁委員長期關注原民議題、民進黨郭昱晴委員致力為婦幼權益發聲、民眾黨的麥玉珍委員則具新住民背景,各具特色的委員代表了台灣社會的多元性及相互包容。期盼訪團此行能充分享受台灣的美食與熱情,並期許兩國未來在更多領域持續深化交流與擴大合作。
President Han continued, noting that all three political parties in the Legislative Yuan sent representatives to jointly welcome the visiting guests. KMT Legislator Huang Jen has long been dedicated to advocating for indigenous issues, DPP Legislator Kuo Yu-Ching has worked tirelessly to champion the rights of women and children, and TPP Legislator Mai Yu-Chen is a new immigrant and focuses on related issues. These distinguished legislators, each with their own distinct focus, represent the diversity and mutual inclusiveness of Taiwanese society. The President expressed hope that the visiting delegation would thoroughly enjoy Taiwan’s cuisine and warm hospitality, and he looked forward to the continued deepening of exchanges and expansion of cooperation between the two countries in more areas in the future.

努內斯參議長致詞表示,首先感謝院長及跨黨派委員的熱情接待。他說明,此行為巴拉圭共和國國會跨黨派訪問團,成員分別來自執政黨「國家共和聯盟(ANR,紅黨)」及反對黨「真正激進自由黨(PLRA,藍黨)」,兩黨皆為具百年歷史的大黨,而他本人屬於紅黨。他提到自己從政較晚,算是政壇新秀,曾擔任Villa Hayes市市長、眾議員及黨鞭等職位。這次首度來到中華民國立法院讓他感到像回到家一般自在,因為大家同樣身為民意代表,深知不同選區的人民有其特別的需求與選擇。參議長強調,巴拉圭也有原住民族群,他認為台灣與巴拉圭的民意代表在立法議題上面臨的挑戰極為相似,雙方可以透過交流增進瞭解及互相學習。
Senate President Núñez, in his address, expressed his sincere gratitude to President Han and cross-party legislators for their warm reception. He explained that this visit is a bipartisan delegation from the Congress of the Republic of Paraguay, with members from both the ruling party, the National Republican Association (ANR, the Red Party), and the opposition party, the Authentic Radical Liberal Party (PLRA, Blue Party). Both parties are long-established, with over a century of history, and he himself belongs to the Red Party. He mentioned that he entered politics later in life, making him a newcomer in the political arena. He has previously held positions such as Mayor of Villa Hayes, Member of the Chamber of Deputies, and Party Whip. He mentioned that this was his first visit to the Legislative Yuan of the Republic of China, and it felt like returning home. As elected representatives of the people, he said, they all understand that the people from different constituencies have their own unique needs and preferences. The Senate President emphasized that Paraguay also has indigenous communities. He noted that the elected representatives of Taiwan and Paraguay face remarkably similar challenges in legislative issues. Through exchanges, both sides can enhance understanding and learn from each other.

參議長續稱,此次出訪前也接到不少國家的邀請,包括美國邀請他們赴美觀選,但在審慎考量後,他們還是決定來台訪問。抵達台灣後,他們發現此次行程堪稱「驚豔之旅」,雖然是首次訪台,但他深信這不會是最後一次,將再擇機來訪。他盛讚台灣過去幾十年來的各項發展成就斐然,未來更是前景無限。此行對他們而言也是一次學習之旅,希望能將台灣的成功經驗帶回巴拉圭。為此,他特別代表巴拉圭人民及國會,誠摯邀請韓院長到巴拉圭國會發表演說,期盼在過去67年邦誼的基礎上,台巴兩國未來能有更多的67年。參議長肯定台巴兩國間的情誼無法用金錢取代,也不容外界挑戰,尤其感謝中華民國長期以來對巴拉圭年輕人教育的支持,提供獎學金予巴國青年學生來台就讀,為巴國的繁榮發展奠定了堅實的基礎。
The Senate President continued, mentioning that before embarking on this trip, they had received numerous invitations from other countries, including one from the United States to visit and observe the elections. However, after careful consideration, they decided to visit Taiwan instead. Upon arriving in Taiwan, he remarked that the trip had been nothing short of a "remarkable journey." Although this was their first visit to Taiwan, he firmly believed it would not be the last, and they would seize another opportunity to visit in the future. He praised Taiwan for its remarkable achievements in development over the past few decades and expressed confidence that the future holds limitless potential for the country. For them, this visit is also a journey of learning, with the hope of bringing Taiwan's successful experiences back to Paraguay. For this reason, he specially extended an earnest invitation on behalf of the people and Congress of Paraguay, inviting President Han to deliver a speech at the Paraguayan Congress. He expressed hope that, building on the 67 years of diplomatic relations between Taiwan and Paraguay, the two countries would have many more decades of cooperation in the future. The Senate President affirmed that the friendship between Taiwan and Paraguay cannot be bought with money, nor can it be challenged by external forces. He especially expressed his gratitude to the Republic of China for its long-standing support of education for Paraguay’s youth, providing scholarships for Paraguayan students to study in Taiwan, thereby laying a solid foundation for the country’s prosperity and development.

會晤結束後,院長特別致贈國會象徵之立法院議事槌予努內斯參議長,以表達對友邦國家議長來訪的重視與感謝。參議長則回贈巴拉圭當地手工製作的銀質筆,象徵雙方友誼歷久彌堅。隨後,韓院長邀參議長一行展開午宴,席間針對台灣的政治體制、立法院的權責及運作、公部門人員任用制度、國家認同及美國選舉可能結果等多項議題進行深入交流。努內斯參議長亦講述巴拉圭的建國歷程,強調巴拉圭自1811年脫離西班牙獨立以來,成為主權獨立的國家迄今已有213年歷史。參議長強調巴拉圭向對友邦的支持堅定忠誠,視中華民國為主權獨立、自由民主的國家,堅決反對任何國家以任何形式侵犯台灣,並全力支持台灣海峽航行自由。他再次感謝台灣的熱情款待,並表示這絕非他們最後一次訪台,並誠邀韓院長擇機率團訪問巴拉圭,以持續深化兩國邦誼,韓院長復謝。接見及午宴歷約2小時,氣氛熱絡愉快,賓主盡歡,為今日的會晤劃下圓滿的句點。
At the conclusion of the meeting, President Han specially presented the ceremonial gavel of the Legislative Yuan to Senate President Núñez as a token of appreciation and recognition for the visit of the distinguished Senate President from a diplomatic ally. In return, Senate President Núñez presented a handcrafted silver pen from Paraguay, symbolizing the enduring and steadfast friendship between the two countries. Following the meeting, President Han invited Senate President Núñez and his delegation to a luncheon, where they engaged in in-depth discussions on various topics, including Taiwan's political system, the responsibilities and operations of the Legislative Yuan, the public sector personnel appointment system, national identity, and the potential outcomes of the U.S. elections. Senate President Núñez also shared the history of Paraguay's founding, emphasizing that since gaining independence from Spain in 1811, Paraguay has been a sovereign nation for 213 years. Senate President Núñez emphasized Paraguay's unwavering loyalty to its allies, recognizing the Republic of China (Taiwan) as a sovereign, independent, and democratic nation. He firmly opposed any country infringing upon Taiwan in any form and expressed strong support for the freedom of navigation in the Taiwan Strait. He once again expressed his gratitude for Taiwan's warm hospitality, stating that this would not be their last visit to the country. He also extended a sincere invitation to President Han to lead a delegation to visit Paraguay at an opportune time, in order to further deepen the bilateral friendship between the two countries. President Han responded by thanking him for the invitation. The meeting and luncheon lasted approximately two hours, with a warm and pleasant atmosphere. Both hosts and guests enjoyed the occasion, marking a successful conclusion to today's engagement.
