立法院副院長江啟臣本(11月14)日在駐法國代表處郝培芝大使等人陪同下,續率跨黨派代表團到法國參議院推動國會外交行程,分別拜會參議院副議長艾菲(Loïc Hervé)、「兩性平權代表團」主席斐藍(Dominique Vérien)、外交暨國防委員會副主席康慕蕾(Hélène Conway-Mouret)及「前瞻代表團」主席拉法德(Christine Lavarde)等,江副院長一行並利用中午時段與幾位國民議會友台議員餐敘。
On November 14, Vice President of the Legislative Yuan Johnny C. Chiang, accompanied by Taiwanese Representative to France Hao Pei-Chih, among others, continued to lead a cross-party delegation to the French Senate to promote parliamentary diplomacy. The delegation met with Vice President of the French Senate Loïc Hervé, Chair of the Gender Equality Delegation Dominique Vérien, Vice-Chairwoman of the Foreign Affairs, Defense and Armed Forces Committee Hélène Conway-Mouret, and Chair of the Forward-Looking Delegation Christine Lavarde. During lunchtime, Vice President Chiang and his delegation also had a meal with several pro-Taiwan members of the National Assembly.
第一場係拜會「兩性平權代表團」主席斐藍,雙方相互分享台法性別平權作為,包含相關立法、國會性平推動現況與成果及兩國性平政策等,斐藍主席及另2位出席參議員均盛讚立法院在性平領域的亮眼表現,渠等表示台法國情雖異,性平研究領域也不盡相同,將來雙邊國會如能加強交流,當對性別平權發展有莫大助益。
The first meeting was with Chair Vérien of the Gender Equality Delegation. Both sides shared insights on gender equality initiatives in Taiwan and France, including related legislation, the current state and achievements of parliamentary gender equality efforts, and gender equality policies in both countries. Chair Vérien and two other attending senators highly praised the Legislative Yuan’s exceptional performance in the field of gender equality. They expressed that although Taiwan and France have different national circumstances and gender equality research areas, enhanced bilateral parliamentary exchanges in the future would significantly benefit the development of gender equality.
江副院長接續午宴國民議會友台小組前副主席帕媞黛(Marie-Noëlle Battistel)等3名甫於本年7月連任之國會議員,席間就立法院及國民議會的國會外交工作深入交換意見,並盼在雙邊交流基礎上,續推動台法國會外交及其他領域的互動,以深化兩國情誼。餐後雙方特別在國民議會大門前合影留念,氣氛熱絡友好。
Vice President Chiang continued with a luncheon meeting with three members of the National Assembly, including Marie-Noëlle Battistel, former Vice Chair of the France-Taiwan Parliamentary Friendship Group, who were re-elected to the French Parliament in July of this year. During the meeting, they engaged in an in-depth exchange of views on the parliamentary diplomacy efforts of the Legislative Yuan and the National Assembly. They expressed hope to further promote Taiwan-France parliamentary diplomacy and cooperation in other areas, building on bilateral exchanges to deepen the friendship between the two countries. After the luncheon, both sides took a group photo in front of the main entrance of the National Assembly, with a warm and friendly atmosphere.
代表團下午再次返回參議院拜會該院主管國際事務,兼任外交暨國防委員會成員之艾菲副議長。副議長與江副院長及跨黨派委員針對台灣的國際參與、法國捍衛自由民主價值、自由航行權與印太地區穩定、以及台海和平等議題進行雙向交流。江副院長除感謝艾菲副議長撥冗接晤,亦感謝法國參議院近年來多次以通過決議案等實際行動,維護印太區域安全穩定,並支持台灣的國際參與,台灣作為和平的愛好者,將與法國等理念相近國家共同努力捍衛一個自由開放的印太區域,及以規則為基礎的國際秩序。江副院長最後誠邀副議長擇機率團訪台,副議長稱謝。
In the afternoon, the delegation returned to the Senate to meet with Vice President Hervé, who oversees international affairs and also serves as a member of the Foreign Affairs, Defense and Armed Forces Committee. Vice President Hervé engaged in a bilateral exchange with Vice President Chiang and the cross-party delegation on issues including Taiwan's international participation, France's defense of freedom and democratic values, freedom of navigation and stability in the Indo-Pacific region, as well as peace across the Taiwan Strait. Vice President Chiang expressed his gratitude to Vice President Hervé for taking the time to meet and also thanked the French Senate for its repeated concrete actions in recent years, such as passing resolutions, to uphold security and stability in the Indo-Pacific region and support Taiwan’s international participation. As an advocate of peace, Taiwan will work with like-minded countries, including France, to defend a free and open Indo-Pacific region and an international order governed by rules. Vice President Chiang concluded by extending a sincere invitation to Vice President Hervé to lead a delegation to visit Taiwan at an appropriate time, to which Vice President Hervé expressed his gratitude.
訪團接續會晤參議院外交暨國防委員會副主席康慕蕾,她特別強調法國對維持印太現狀的立場,並支持台灣在該區域持續繁榮及參與相關國際組織。她也注及近年中國對台加大各種施壓力道,包括散播假訊息及網路攻擊,並稱法國同樣面臨來自俄國的各種威脅;另她也高度肯定台法國會交流的具體成果,期盼雙方未來續深化往來。副院長復表認同稱,台灣人民皆盼維持和平現狀,願與法國及其他夥伴一起致力維護印太穩定繁榮,並希望各國能共同支持台灣的國際參與,使台灣在捍衛自由民主及區域穩定的同時,擁有更多的國際支持力量。
The delegation then continued their meetings with Vice-Chairwoman Conway-Mouret of the Senate Foreign Affairs, Defense and Armed Forces Committee. She emphasized France's position on maintaining the status quo in the Indo-Pacific and expressed support for Taiwan's continued prosperity and participation in relevant international organizations in the region. She also noted the increasing pressure from China on Taiwan in recent years, including the spread of disinformation and cyberattacks, and stated that France is similarly facing various threats from Russia. She also highly praised the tangible results of Taiwan-France parliamentary exchanges and expressed her hope for stronger collaboration between both parties in the future. Vice President Chiang reiterated his agreement, stating that the people of Taiwan wish to maintain the peaceful status quo and are willing to work with France and other partners to promote stability and prosperity in the Indo-Pacific. He also expressed his hope that countries would jointly support Taiwan's international participation, enabling Taiwan to receive greater international support while defending freedom, democracy, and regional stability.

The delegation then met with Chair Lavarde of the Senate Forward-Looking Committee, with Senator François Bonneau, a member of the France-Taiwan Parliamentary Friendship Group, also in attendance. Chair Lavarde first introduced the history and objectives of the Forward-Looking Committee in the French Parliament, explaining that in recent years, the committee has focused on the development of artificial intelligence (AI) and its applications across various policy areas. Members of the Legislative Yuan delegation then engaged in an extensive exchange of views with Chair Lavarde on AI applications and other related topics, discussing issues specific to their constituencies and committees. Both sides expressed that the discussions were highly enlightening and agreed to maintain ongoing communication.
一整天的緊湊拜會行程結束後,參議院友台小組執行秘書貝洛(Phillipe Péjo)陪同訪團參觀曾作為法國皇宮的法蘭西貴族院名冊廳、議事廳及圖書館等歷史古蹟,令人印象深刻。本次由法國參議院友台小組正式邀請之立法院跨黨派代表團訪問行程劃下圓滿的句點,預定於隔日搭機返台。
After a full day of intensive meetings, Executive Secretary of the Senate’s France-Taiwan Parliamentary Friendship Group Philippe Péjo accompanied the delegation on a tour of historical landmarks, including the Council Room, the Chamber of Deputies, and the library of the French Chambre des Pairs, which once served as the royal palace of France. The tour left a memorable impression on the visitors. The visit of the cross-party delegation from the Legislative Yuan, officially invited by the French Senate’s France-Taiwan Parliamentary Friendship Group, concluded successfully, with the delegation scheduled to return to Taiwan the following day.
