立法院高明秋顧問於本(12月5)日上午出席郭昱晴委員發起之「臺灣國會影視文化產業從業者權益促進會」成立大會。現場出席貴賓包括柯志恩委員、張嘉郡委員、王正旭委員、林月琴委員、鄭正鈐委員、許智傑委員、何欣純委員、林楚茵委員，以及勞動部部長洪申翰、文化部部長李遠、影視及流行音樂產業局局長王淑芳、影視文化代表陳慕義等，共襄盛會。
On the morning of December 5, Legislative Yuan Advisor Kao Ming-Chiu attended the inauguration ceremony of the "Taiwan Parliamentary Association for New Media and Audiovisual Development," initiated by Legislator Kuo Yu-Ching. Distinguished guests in attendance included Legislators Ko Chih-En, Chang Chia-Chun, Wang Cheng-Hsu, Lin Yueh Chin, Cheng Cheng-Chien, Hsu Chih-Chieh, Ho Hsin-Chun, and Lin Chu-Yin. Also in attendance was Minister of Labor Hung Sun-Han, Minister of Culture Li Yuan, Director of the Bureau of Audiovisual and Music Industry Development Wang Shu-Fang, and representative of the film and television industry Akio Chen, who joined to celebrate the event.

成立大會首先邀請出席貴賓合影，發起人郭昱晴委員致開場詞後，續由文化部部長李遠、勞動部部長洪申翰、影視文化代表陳慕義等人分別致詞祝賀，並通過組織章程及推選會長與副會長。
The inauguration ceremony began with a group photo of the distinguished guests. Following the opening remarks of initiator Legislator Kuo Yu-Ching, congratulatory speeches were delivered by Minister of Culture Li Yuan, Minister of Labor Hung Sun-Han, and film and television industry representative Akio Chen. The ceremony then moved on to the passing of the organizational charter, followed by the election of the president and vice president.

高明秋顧問致詞表示，很榮幸代表韓國瑜院長出席「臺灣國會影視文化產業從業者權益促進會」的成立大會，謹向促進會的成立致上最誠摯的祝賀與支持，並感謝郭昱晴委員成立「臺灣國會影視文化產業從業者權益促進會」，協助提升影視相關從業者的權益。
Following this, Advisor Kao Ming-Chiu delivered an address, conveying his privilege in representing President Daniel K.Y. Han at the Taiwan Parliamentary Association for New Media and Audiovisual Development's inauguration ceremony. He extended his sincerest congratulations and support to the association upon its establishment. He also expressed his gratitude to Legislator Kuo Yu-Ching for founding the association, which aims to bolster the rights of practitioners in the film and television industry.

高顧問指出，過往人們只看見影視產業從業者幕前的光鮮亮麗，卻忽略幕後所有工作人員的辛勞付出。因此，建立友善安全的工作環境及制度性保障，是健全影視產業發展的關鍵。隨著時代推進，影視產業從黑白電影進化至電視廣播、網際網路及OTT平臺的迅速崛起，從業者在面對多元且瞬息萬變的資訊環境時，工作挑戰也更加艱鉅。政府應在組織架構、法制建設、政策規劃及資源分配上與時俱進，提供充分的制度性保障，藉由完善的法制基礎，讓影視產業蓬勃發展，並更有效保障從業者的權益。
Advisor Kao pointed out that in the past, public perception of those working in the film and television industry was largely limited to those on screen, while overlooking the hard work and dedication of all the staff behind the scenes. Therefore, establishing a safe and friendly working environment along with institutional guarantees is key to the healthy development of the film and television industry. Advisor Kao added that, with the passage of time, the film and television industry has evolved from black-and-white films to television broadcasting, the internet, and the rapid rise of OTT platforms, and as practitioners navigate a diverse and ever-changing information environment, their work challenges have become increasingly demanding. Therefore, the government must adapt to contemporary needs in terms of organizational structure, develop a robust legal framework, refine policy planning, and optimize resource allocation to ensure comprehensive institutional guarantees. By establishing a robust legal foundation, the government can foster the thriving growth of the film and television industry while more effectively protecting the rights and interests of its practitioners.

高顧問最後強調，影視產業的核心價值是自由創作，發揮藝術工作的價值，裨益台灣文化、人文各方面都獲得充分發展，很期待促進會成立後能帶來實質進展。立法院已成立國際事務處作為聯誼會或促進會的服務窗口，未來如有國會外交與行政相關協助需要，立法院絕對盡心協助。
Advisor Kao concluded by emphasizing that the core value of the film and television industry lies in creative freedom, which allows the value of artistic work to flourish, benefiting the comprehensive development of Taiwan’s culture and humanities. He expressed his belief that the establishment of the association will bring about substantive progress. He also added that the Legislative Yuan established the Department of International Affairs as a service hub for associations or promotion councils. In the future, should there be any need for assistance in parliamentary diplomacy or administrative matters, the Legislative Yuan will provide its full support.

成立大會隨後介紹在場的民間團體代表及與會貴賓，郭昱晴委員並與出席貴賓就共同關切議題廣泛交換意見及分享經驗，成立大會歷約40分鐘，圓滿結束。
The inauguration ceremony then recognized the presence of representatives from civil society organizations and distinguished guests. Legislator Kuo Yu-Ching engaged with the guests in a broad exchange of views and shared experiences on issues of mutual concern. The ceremony lasted approximately 40 minutes and concluded successfully.
