江啓臣副院長接見「德國馬歇爾基金會訪團」一行14人 江啟臣:台灣的民主深具韌性 盼台美關係持續深化(Vice President Johnny C. Chiang meets 14-person delegation from the German Marshall Fund (GMF); Vice President Chiang: Taiwan's democracy is resilient, and we hope for continued deepening of Taiwan-U.S. relations) 立法院江啟臣副院長於本(2月18)日下午,在國民黨林倩綺委員、民進黨范雲委員及國際事務處林晨富處長、外交部何仁傑專門委員等人陪同下,接見「德國馬歇爾基金會」(German Marshall Fund of the United States, GMF)台美政策計畫(Taiwan-US Policy Program, TUPP)訪團一行14人,該團由GMF印太計畫主任葛來儀(Bonnie Glaser)女士率領訪台。

Vice President Johnny C. Chiang of the Legislative Yuan met with a 14-member delegation from the German Marshall Fund of the United States (GMF) Taiwan-U.S. Policy Program (TUPP) on the afternoon of February 18. He was accompanied by KMT Legislator Lin Chien-Chi, DPP Legislator Fan Yun, International Affairs Department Director Kevin C.F. Lin, and Ministry of Foreign Affairs Senior Adviser Ho Jen-Chieh. The delegation was led by Bonnie Glaser, Director of the GMF’s Indo-Pacific Program.

江副院長首先對訪團表達誠摯歡迎,並特別準備台中名產「太陽餅」,希望訪團成員感受台灣的人情味,並鼓勵大家抽空體驗台灣特有的夜市文化。江副院長繼表示,立法院今年新會期剛開始,本(第11)屆立法院呈現三黨不過半的新局面,美國行政及立法國會亦有新氣象,各方皆高度關注美國政策動向及其對全球政經情勢發展的影響。今日在座的立法院兩位委員均是學有專精且擁有博士學位的專家,相信透過此次交流,增進相互理解與友誼。

Vice President Chiang warmly welcomed the delegation and specially prepared Taichung’s famous sun cakes to help the delegation members experience Taiwan’s warmth and hospitality. He also encouraged them to take the opportunity to explore the island’s unique night market culture. Vice President Chiang noted that the new legislative session had just begun, with the 11th Legislative Yuan entering an unprecedented landscape where no single party holds a majority. He also observed that the U.S. executive and legislative branches were undergoing changes, drawing significant global attention to U.S. policy directions and their impact on international political and economic developments. Vice President Chiang highlighted that the two legislators present were distinguished experts with doctoral degrees in their respective fields. He expressed confidence that this exchange would foster deeper mutual understanding and strengthen the bonds of friendship.

葛來儀主任感謝江副院長及兩位委員撥冗接晤,並說明GMF TUPP計畫旨在培育美國及歐洲的年輕專業人才,此次訪問將有助多位首次訪台的團員增進對台灣政經情況的瞭解,以及開展未來雙方交流合作之契機。訪團此行除拜會我政府部門及立法院外,亦將參訪新竹科學園區及台積電等重要產業,期望藉此深入瞭解台灣在科技、經濟及區域合作等領域的發展現況。

Director Bonnie Glaser expressed her gratitude to Vice President Chiang and the two legislators for taking the time to meet with the delegation. She explained that the GMF TUPP program aims to cultivate young professionals from the United States and Europe. This visit, she noted, would provide many delegation members with their first opportunity to gain a deeper understanding of Taiwan’s political and economic landscape while fostering future exchanges and cooperation between the two sides. In addition to meetings with government agencies and the Legislative Yuan, the delegation will visit the Hsinchu Science Park and Taiwan Semiconductor Manufacturing Company (TSMC) to gain deeper insights into Taiwan’s developments in technology, economic growth, and regional cooperation.

雙邊自由交流時,葛主任及訪團成員大多關注台灣立法運作現況及公共政策議題,並就立法院三讀通過法案之資訊公開、台電公司財務狀況、我國能源政策、國防預算、AI科技發展法案推動進程等議題與江副院長及委員們廣泛交換意見。

During the open exchanges, Director Glaser and the delegation members focused primarily on Taiwan’s legislative processes and public policy issues. They engaged in extensive discussions with Vice President Chiang and the legislators on various topics, including transparency in the Legislative Yuan’s passage of bills, the financial status of Taiwan Power Company, Taiwan’s energy policy, the national defense budget, and the progress of legislation related to AI technology development.

江副院長強調,立法院一向重視資訊透明化,將持續強化三讀法案資訊公開作業,以確保外界即時掌握我國立法進程。他並指出,能源政策與台電營運狀況為各界關注焦點,立法院將善盡監督職責,促使政府確保電力能穩定供應,俾利產業永續發展,同時維護台電財務管理健全。江副院長另應詢說明,每年國防預算的編列攸關我國家安全,本(114)年度行政機關所編列國防預算遭立法院刪減幅度,是過去五年來最低,立法院基於人民賦予的職權,在審查過程中須兼顧國家安全需求與民眾福祉。最後他強調,過去一年來,立法院各黨團針對若干議題雖時有爭執,但台灣民主深具韌性,是值得信賴的夥伴,盼台美共同努力持續深化雙邊實質合作,互利共榮。

Vice President Chiang emphasized the Legislative Yuan’s commitment to transparency and stated that efforts would continue to enhance the disclosure of information on bills passed in the third reading, ensuring that the public remains informed about Taiwan’s legislative process in real time. He further noted that energy policy and the operational status of Taiwan Power Company are key areas of public concern. The Legislative Yuan will continue to fulfill its oversight responsibilities, ensuring that the government maintains a stable power supply to support sustainable industrial development while safeguarding the financial soundness of Taiwan Power Company. Vice President Chiang further explained, in response to inquiries, that the annual defense budget is crucial to national security. He noted that the reduction in the executive branch’s proposed defense budget for the 2025 fiscal year was the lowest in the past five years. He emphasized that, in exercising its mandate, the Legislative Yuan must strike a balance between safeguarding national security and ensuring the well-being of the people during the budget review process. In conclusion, Vice President Chiang emphasized that while there had been debates among legislative caucuses over various issues in the past year, Taiwan’s democracy remains resilient and Taiwan is a trustworthy partner. He expressed hope that Taiwan and the United States would continue working together to deepen substantive cooperation for mutual benefit and shared prosperity.

談及朝野政黨本會期計劃推動的優先法案,林倩綺委員表示,國民黨團現階段聚焦於AI科技發展、能源政策、長照制度等民生議題,另期盼透過若干法案的修訂,提升民眾生活品質及相關福祉。范雲委員則表示,民進黨團同樣關注科技創新及人才引進議題,期盼透過相關立法為台灣產業長遠競爭力奠定更堅實基礎,另亦將續積極推動攸關人民福祉的其他重要法案。

Regarding the priority bills that parties plan to advance in the current legislative session, Legislator Lin Chien-Chi stated that the KMT caucus is currently focused on issues related to AI technology development, energy policy, and the long-term care system. She also expressed hope that amendments to certain laws would enhance the quality of life and well-being of the public. Legislator Fan Yun stated that the DPP caucus also prioritizes issues related to technological innovation and talent recruitment, aiming to establish a stronger foundation for Taiwan’s long-term industrial competitiveness through relevant legislation. She further emphasized the party’s commitment to advancing other key bills that directly impact public well-being.

此次會談歷約60分鐘,氣氛融洽,於雙方互贈禮品及合影留念後圓滿結束。

The meeting lasted approximately 60 minutes in a cordial atmosphere. It concluded successfully with both sides exchanging gifts and taking a group photo to commemorate the occasion.
