立法院韓國瑜院長於本（2月26）日下午在「台灣與歐洲聯盟地區國會議員聯誼會」會長莊瑞雄委員、民眾黨林憶君委員、國際事務處林晨富處長、外交部陳立國常務次長及歐洲司林主恩副司長等陪同下，接見「歐洲議會跨黨派議員團」伊亞伯（Ivars Ijabs）副主席一行5人。
President Daniel K.Y. Han of the Legislative Yuan met with a five-member European Parliament cross-party delegation led by Vice Chair Ivars Ijabs on the afternoon of February 26. He was accompanied by Legislator Chuang Jui-Hsiung, Chair of the Taiwan-European Union Parliamentary Friendship Association, Taiwan People's Party Legislator Lin Yi-Chun, Director of the Department of International Affairs Kevin C.F. Lin, Vice Minister of Foreign Affairs Remus Li-Kuo Chen, and Deputy Director-General of the Department of European Affairs Lin Chu-En.
韓院長首先向訪賓表達熱忱歡迎，嗣偕在場委員與訪賓合影後，表示很榮幸有機會與「歐洲議會跨黨派議員團」各位貴賓見面，繼盛讚歐洲有美麗的風景、熱情的人民及祥和的社會，再次熱情歡迎首次來台的歐洲議員。他表示立法院為單一國會制，總計有113名委員，分屬三個政黨，今天出席委員代表民進黨和民眾黨，都是非常優秀的委員。繼謂，要藉此機會特別感謝歐洲議會近年通過約40個友台決議案，讓台灣倍感溫暖，在此代表全台灣民眾感謝歐洲對台灣的熱烈支持。韓院長說明，過去數百年來，歐洲在政治、文化、藝術、高科技及民主等各領域均有傑出表現，如魔幻神奇般的存在，是世界各國學習的典範。
President Han warmly welcomed the delegation and, after taking a group photo with the attending legislators and guests, expressed his honor in meeting with the esteemed members of the European Parliament cross-party delegation. He went on to praise Europe for its breathtaking landscapes, hospitable people, and harmonious society, extending a warm welcome once again to the European parliamentarians visiting Taiwan for the first time. He stated that the Legislative Yuan operates under a unicameral system, comprising a total of 113 legislators from three political parties. He noted that the attending legislators today represent the Democratic Progressive Party and the Taiwan People's Party, emphasizing that they are all outstanding representatives. He went on to express his deep appreciation to the European Parliament for passing approximately 40 pro-Taiwan resolutions in recent years, which have allowed Taiwan to feel the European Parliament’s friendliness. On behalf of the people of Taiwan, he extended his sincere gratitude for Europe's strong support. President Han highlighted that over the past several centuries, Europe has demonstrated remarkable achievements across various fields, including politics, culture, the arts, high technology, and democracy. He described Europe as having an almost magical presence, serving as a model for nations around the world.
韓院長強調，近年來台灣與歐洲關係升温，在各領域密切合作，例如在經貿領域，去(2024)年和拉脫維亞拓展無人機相關產業；台積電（TSMC）去年8月前往德國德勒斯登設廠，以及台灣電池公司輝能科技亦赴法國投資等。在教育領域，2023至2024年，歐洲各國來台就學近7,300人，超過八成來自歐盟會員國，而我國赴歐洲求學者2023年已超過1萬人，多數於歐盟會員國就讀，足證雙邊教育交流與人才循環持續熱絡。
President Han emphasized that in recent years, Taiwan-Europe relations have grown increasingly robust, with close cooperation across a variety of fields. For instance, in the economic and trade sector, Taiwan expanded collaboration with Latvia in the unmanned aerial vehicle (UAV) industry last year (2024). He further noted that in August last year, TSMC established a manufacturing facility in Dresden, Germany, while Taiwanese battery company ProLogium also invested in France. In the field of education, nearly 7,300 students from various European countries studied in Taiwan between 2023 and 2024, with over 80 percent coming from EU member states. Meanwhile, in 2023, more than 10,000 Taiwanese students pursued studies in Europe, the majority enrolling in EU member states. These figures underscore the vibrancy of bilateral educational exchanges and the continued circulation of talent.
伊亞伯副主席首先感謝韓院長及跨黨派委員撥冗接晤與熱忱歡迎，繼表示歐洲對台灣已發展為高度自由民主社會尤為印象深刻，認為台歐共享相同的自由民主價值，現今歐洲議會中有許多友台議員，因此藉由通過友台決議案，以力挺台灣，是歐洲議會不分黨派長期以來的高度共識。他續表示，歐洲支持以和平方式解決兩岸的問題，並認為維繫民主的生活方式有三項重要的元素，第一是面對快速改變的地緣政治環境，第二是維持自由開放的市場，第三則是持續進行高科技的合作，因為科學是自由民主未來進步的動能。
Vice Chair Ivars Ijabs began his remarks by expressing his gratitude to President Han and the legislators from different parties for taking the time to meet with the delegation and for their warm welcome. He went on to state that Europe is deeply impressed by Taiwan’s development into a highly free and democratic society, emphasizing that Taiwan and Europe share the same values of freedom and democracy. He noted that there are many pro-Taiwan members within the European Parliament, and passing pro-Taiwan resolutions to demonstrate support has long been a strong cross-party consensus within the European Parliament. He continued by stating that Europe supports a peaceful resolution to cross-strait issues and emphasized that maintaining a democratic way of life relies on three key elements. First, addressing the rapidly changing geopolitical landscape; second, sustaining a free and open market; and third, fostering ongoing cooperation in high technology, as scientific advancement serves as the driving force for the future progress of freedom and democracy.
雙邊交流時，莊瑞雄委員表示，只要外國友人到訪台灣，立法院均不分黨派表達熱烈歡迎，繼表示自從擔任台北市議員到現在，曾多次訪問奧地利、斯洛維尼亞、波蘭等國，此外，立法院成立的「台灣與歐洲聯盟地區國會議員聯誼會」，已有32位立法委員是當然成員，足見立法院對歐洲事務之支持。莊委員亦特別感謝歐洲議會近年來對台灣的持續支持，尤其歐洲議會長期關注台灣地緣政治問題，並認定台灣是歐洲國際友人之一，期許未來台歐雙邊經貿更加熱絡，人民交往更加密切。
During the bilateral exchanges, Legislator Chuang Jui-Hsiung remarked that whenever foreign guests visit Taiwan, the Legislative Yuan extends a warm welcome across party lines. He went on to share that from his time as a Taipei City Councilor to the present, he has visited Austria, Slovenia, Poland, and other countries on multiple occasions. Additionally, he highlighted that the Taiwan-European Union Parliamentary Friendship Association, established within the Legislative Yuan, currently has 32 legislators as ex officio members, underscoring the Legislative Yuan’s strong support for European affairs. Legislator Chuang also expressed his deep appreciation for the European Parliament's continued support for Taiwan in recent years, particularly its long-standing attention to Taiwan’s geopolitical issues and its recognition of Taiwan as one of Europe’s international friends. He voiced his hope for even closer Taiwan-Europe economic and trade relations in the future, as well as stronger exchanges between our respective peoples.
林憶君委員感謝各位歐洲貴賓用實際行動力挺台灣，去年她曾陪同江副院長率跨黨派訪問團造訪歐洲，認為台歐跨黨派交流非常重要，特別珍惜彼此間的友誼關係，尤其在區域安全與經貿對話上，歐洲對台灣扮演非常重要的角色，期望未來台灣與歐洲針對貿易、創新產業等領域能有更多合作機會，進而簽署相關合作協定，持續深化各領域之合作發展。
Legislator Lin Yi-Chun expressed her gratitude to the esteemed European guests for their concrete actions in supporting Taiwan. She recalled that last year, she accompanied Vice President Chiang on a cross-party delegation to Europe and emphasized the significance of cross-party exchanges between Taiwan and Europe. She deeply values the friendship between both sides, particularly in regional security and economic and trade dialogues, where Europe plays a crucial role for Taiwan. She expressed hope for increased cooperation in areas such as trade and innovative industries, ultimately leading to the signing of relevant agreements and the continued deepening of collaborations across various fields.
雙方嗣就教育文化、科技創新、經貿交流、俄烏戰爭及醫療合作等議題深入交換意見。韓院長最後表示，雖然台灣在人口、面積及國力上遠不及其他國家，但內部卻展現出無窮的生命力，具有無比的發展潛力和影響力，從生活百貨到汽車的零組件，從傳統產業到高科技產業，「台灣製造」品質享譽全球，希望未來台歐持續深化各領域之合作交流。本次會面氣氛友好愉快，歷約1小時，在互贈紀念品合影後，續由國際事務處人員導覽參觀議場，訪賓皆肯認台灣民主的成就，為今日會晤劃下圓滿句點。
Both sides engaged in in-depth discussions on a range of topics, including education and culture, technological innovation, economic and trade exchanges, the Russia-Ukraine war, and medical cooperation. President Han concluded by stating that although Taiwan is smaller in population, land area, and national power compared to other countries, it possesses immense vitality, extraordinary development potential, and significant influence. From consumer goods to automotive components, from traditional industries to high-tech sectors, “Made in Taiwan” products are renowned worldwide for their quality. He expressed his hope that Taiwan and Europe will continue to deepen cooperation and exchanges across various fields in the future. The meeting took place in a friendly and cordial atmosphere and lasted approximately one hour. Following the exchange of commemorative gifts and a group photo, personnel from the Department of International Affairs guided the delegation on a tour of the legislative chamber. The guests acknowledged Taiwan’s democratic achievements, bringing the meeting to a successful conclusion.
