立法院韓國瑜院長於本(5月1)日下午在國民黨陳永康委員、民進黨王正旭委員、民眾黨張啓楷委員、國際事務處楊芳苓副處長,以及外交部北美司張嘉政總領事等人陪同下,接見美國智庫「國家亞洲研究局」(The National Bureau of Asian Research, NBR)訪問團阿奎利諾(John Aquilino)上將等一行7人。
On the afternoon of May 1, President Daniel K.Y. Han of the Legislative Yuan met with a seven-member delegation from the National Bureau of Asian Research (NBR), including Admiral John Aquilino. He was joined by KMT Legislator Adm. Chen Yeong-Kang, DPP Legislator Dr. Wang Cheng-Hsu, TPP Legislator Chang Chi-Kai, Deputy Director General of the Department of International Affairs Yang Fang-Ling, and Director General Chang Chia-Cheng of the Ministry of Foreign Affairs' Department of North American Affairs.
韓院長首先向訪賓表達誠摯歡迎,隨後偕同在場委員與訪團成員合影留念。院長表示,立法院採一院制,與美國國會制度不同,113位立法委員各具代表性,職責重大、意義非凡。院長續謂,台灣雖然在地圖上幅員不大,卻是一座充滿生命力、良善與活力的島嶼;從立法院登記的記者人數超過兩千人,即可看出全球華人高度關注台灣的民主發展。院長感謝訪團長期投入亞洲事務研究,其成果兼具理論深度與實務價值,對亞洲民主自由的進展具有重要貢獻。他語重心長指出,自1950年美國杜魯門總統派遣第七艦隊巡防台灣海峽以來,台灣能在75年間穩健發展,仰賴美國長期的國防支持;面對當前美中關係緊張與國際局勢動盪,台灣更加需要來自美方的支持。院長也強調,立法院內三黨一致支持強化國防預算,期盼台美攜手合作、心手相連,共同維護印太地區的和平與安全。
President Han first extended a warm welcome to the visiting delegation, and then joined the legislators and delegation members for a commemorative group photo. President Han noted that the Legislative Yuan is a unicameral body, differing from the bicameral system of the United States Congress. He explained that because all 113 legislators hold significant responsibilities and represent a broad spectrum of the public, their roles are highly meaningful. President Han went on to say that although Taiwan may not appear large on the map, it is a vibrant, kind-hearted, and dynamic island full of vitality. He added that the fact that over 2,000 journalists are registered with the Legislative Yuan demonstrates the keen interest of Chinese-speaking communities around the world in Taiwan’s democratic development. President Han expressed his appreciation for the delegation’s longstanding dedication to Asian affairs research, noting that their work combines theoretical depth with practical value and has made important contributions to the advancement of democracy and freedom in the region. He remarked with earnestness that since President Truman dispatched the Seventh Fleet to patrol the Taiwan Strait in 1950, Taiwan’s steady development over the past 75 years has relied heavily on the longstanding defense support provided by the United States. He added that, in light of the current tensions in U.S.-China relations and global instability, Taiwan all the more requires continued support from the United States. President Han also emphasized that all three major parties within the Legislative Yuan unanimously support strengthening the national defense budget. He expressed hope that Taiwan and the United States will work hand in hand to jointly safeguard peace and security in the Indo-Pacific region.
陳永康委員向訪賓說明,台灣的國防預算正穩步提升,不僅在數量上持續擴充,在質量上也全面強化。預算內容涵蓋武器採購、軍備配置,同時更重視人員培訓與留才機制等層面。他期盼未來有更多機會選送優秀人才赴美接受專業培訓,並感謝美國長期以來對台灣所提供的各項協助。陳委員進一步指出,國防部於今年發布《中華民國114年四年期國防總檢討》(Quadrennial Defense Review 2025, QDR),其中明確指出,國防改革的優先重點建立在預算穩定成長與資源妥善配置之上。期盼未來台美雙方能持續深化軍事交流與合作,拓展安全夥伴關係,攜手為台海和平與區域永續發展貢獻力量。
KMT Legislator Adm. Chen Yeong-Kang explained to the delegation that Taiwan’s defense budget is steadily increasing, not only in terms of overall expenditure but also through comprehensive improvements in quality and capability. He noted that the budget encompasses weapon procurement and force deployment, while placing greater emphasis on personnel training and talent retention mechanisms. He expressed hope for more opportunities in the future to send outstanding personnel to the United States for professional training, and conveyed his gratitude for the longstanding assistance the United States has provided to Taiwan. Legislator Chen further noted that the Ministry of National Defense released the Republic of China’s Quadrennial Defense Review 2025 (QDR) earlier this year, which clearly states that national defense reform is primarily grounded in steady budget growth and the effective allocation of resources. He expressed hope that Taiwan and the United States will continue to deepen military exchanges and cooperation, expand their security partnership, and work together to contribute to peace in the Taiwan Strait and sustainable development in the region.
王正旭委員強調,執政黨全力支持國防預算編列,特別是在強化硬體設備方面,提升自我防衛能力至關重要。他感謝訪團來訪,並代表美國展現對台灣的堅定支持。身為醫師的王委員也特別關注戰場醫療體系的建立與強化。他指出,面對未來可能挑戰,台灣亟需在制度層面建立完善的戰場醫療能力,涵蓋訓練標準、實務操作與後勤支援等面向。他期盼美方能在相關領域提供協助,協助台灣在保障國防安全的同時,亦能有效保護全民生命與健康。
DPP Legislator Dr. Wang Cheng-Hsu emphasized that the ruling party fully supports the allocation of the national defense budget, particularly in strengthening hardware capabilities, which is crucial to enhancing Taiwan’s self-defense capacity. He expressed his gratitude to the delegation for their visit and for representing the United States in demonstrating strong support for Taiwan. As a medical doctor, Legislator Wang said he also places particular emphasis on the establishment and enhancement of battlefield medical systems. He noted that in the face of potential future challenges, Taiwan urgently needs to build a comprehensive battlefield medical system at the institutional level, encompassing training standards, practical implementation, and logistical support. He expressed hope that the United States can offer support in these related fields, helping Taiwan to not only strengthen its national defense but also effectively safeguard the lives and well-being of its people.
張啓楷委員歡迎訪團蒞臨立法院。他表示,台灣民眾非常喜愛美國電影《捍衛戰士》(Top Gun),並盛讚阿奎利諾將軍是一位英勇的戰鬥軍官,曾參與多場戰役,堅守第一線,捍衛全球民主價值。張委員感謝訪賓對台灣自我防衛政策的支持,並強調,美國是台灣最重要的戰略盟友,台灣今日享有自由民主的生活方式,對此由衷感謝美國長期以來的堅定支持。
TPP Legislator Chang Chi-Kai welcomed the delegation to the Legislative Yuan. He remarked that the people of Taiwan are very fond of the American film Top Gun, and praised Admiral Aquilino as a courageous combat officer who has taken part in numerous operations and stood on the frontlines in defense of global democratic values. Legislator Chang expressed his gratitude to the delegation for their support of Taiwan’s self-defense policy, emphasizing that the United States is Taiwan’s most important strategic ally. He stated that Taiwan’s ability to enjoy a free and democratic way of life today has been made possible by the United States’ longstanding and unwavering support, for which the Taiwanese people are deeply grateful.
雙方並就國防預算編列、中共環台軍事演習、地緣政治挑戰、強化國防能力、國際情勢發展、全社會防衛韌性、戰場傷患救治等議題,進行廣泛且深入的意見交流。此次會談歷約50分鐘,氣氛坦誠愉快,並於雙方互贈紀念品後圓滿結束。
The two sides engaged in wide-ranging and in-depth discussions on issues including the allocation of Taiwan’s defense budget, the Chinese Communist Party’s military exercises surrounding Taiwan, geopolitical challenges, the strengthening of national defense capabilities, developments in the international landscape, whole-of-society defense resilience, and battlefield casualty care. The meeting lasted approximately 50 minutes and was conducted in an atmosphere of candor and cordiality. It concluded successfully with both sides exchanging commemorative gifts.
