立法院韓國瑜院長於本（5月21）日下午在民進黨林楚茵委員、國民黨林倩綺委員及國際事務處林晨富處長等人陪同下，接見「法國國民議會議員訪問團」卡巴揚（Guillaume Kasbarian）議員等一行4人，外交部唐殿文主任秘書、歐洲司李秀窈副秘書長、法國在台協會陸明莉（Cléa Le Cardeur）副主任等人亦隨行陪同。
On the afternoon of May 21, President Daniel K.Y. Han of the Legislative Yuan met with a four-member delegation from the French National Assembly, led by Member of Parliament Guillaume Kasbarian. He was accompanied by DPP Legislator Lin Chu-Yin, KMT Legislator Dr. Lin Chien-Chi, and International Affairs Department Director Kevin C.F. Lin. Also present were Secretary General of the Ministry of Foreign Affairs Daniel Diann-Wen Tang, Deputy Secretary-General of the Department of European Affairs Josephine Lee, and Deputy Director of the French Office in Taipei, Cléa Le Cardeur.
韓院長首先向訪賓表達誠摯歡迎，隨後偕同在場委員與訪賓合影留念。院長表示，立法院為我國負責審議預算及制定法律案的最高民意機關，立法委員共有113名，其中女性立委48位，占比為42.5%，展現我國在性別平權方面的卓越成就。院長進一步盛讚法國在各領域表現亮眼，令人印象深刻。例如在軍事領域，台灣曾採購法製幻象戰機；在高科技產業方面，法國於電動車、航太科技與再生能源等領域在全球供應鏈中占有重要地位；在民生方面，台灣民眾喜愛法國優質品牌，如「家樂福」（Carrefour）；在文學領域，台灣讀者透過閱讀大仲馬的《基督山恩仇記》及雨果的《悲慘世界》，豐富心靈與文化視野。
President Han first extended a warm welcome to the visiting delegation, and later joined the attending legislators and guests for a commemorative group photo. President Han stated that the Legislative Yuan is the highest representative body in the Republic of China (Taiwan) responsible for reviewing the national budget and enacting legislation. It comprises 113 legislators, including 48 women, accounting for 42.5% of the total, which demonstrates Taiwan’s remarkable achievements in gender equality. President Han went on to commend France for its outstanding performance across various fields, noting that its achievements have left a lasting impression. For instance, in the field of defense, Taiwan previously procured French-made Mirage fighter jets. In the high-tech industry, France holds a significant position in the global supply chain in sectors such as electric vehicles, aerospace technology, and renewable energy. In terms of everyday life, the people of Taiwan have great appreciation for high-quality French brands, such as Carrefour. In the realm of literature, Taiwanese readers have enriched their minds and broadened their cultural horizons through works such as Alexandre Dumas’s The Count of Monte Cristo and Victor Hugo’s Les Misérables.
卡巴揚議員首先感謝韓院長及跨黨派委員撥冗接見，並讚賞台灣在經濟發展方面已取得卓越成就。他表示，此行主要係出席「台北國際電腦展」開幕活動及「2025法國生活節在高雄」。他強調，台法兩國共享人權、法治、自由與民主等核心價值，期盼在地緣政治情勢日益複雜之際，雙方能持續鞏固雙邊關係，並深化各領域合作。
MP Guillaume Kasbarian began by expressing his gratitude to President Han and the cross-party legislators for taking the time to meet with the delegation. He went on to commend Taiwan for its remarkable achievements in economic development. He stated that the primary purpose of the visit was to attend the opening of Computex Taipei and the Kaohsiung French Festival 2025. He emphasized that Taiwan and France share fundamental values such as human rights, the rule of law, freedom, and democracy. In light of increasingly complex geopolitical dynamics, he expressed hope that both sides will continue to strengthen bilateral ties and deepen cooperation across various fields.
雙邊交流時，「臺法國會議員聯誼會」會長林楚茵委員指出，她長期關注臺法雙邊貿易往來,期盼未來兩國可進一步強化經貿合作。近年鴻海及輝能等台灣高科技產業陸續前往法國投資設廠，樂見雙方經貿投資日益密切,互利共榮。林委員也特別感謝法國國民議會與參議院透過通過決議案的方式，持續支持台灣參與國際組織，並期盼雙邊未來持續深化互訪，促進交流以增情誼。
During the bilateral exchanges, Chair of the Taiwan-France Inter-Parliamentary Amity Association, DPP Legislator Lin Chu-Yin, remarked that she has long taken an interest in Taiwan-France trade relations and expressed her hope that the two countries will further strengthen economic and trade cooperation in the future. She added that, in recent years, leading Taiwanese high-tech companies such as Foxconn and ProLogium have made investments and established manufacturing facilities in France. She welcomed the growing economic and investment ties between the two countries, which contribute to mutual benefit and shared prosperity. DPP Legislator Lin also expressed her sincere appreciation to both the French National Assembly and Senate for their continued support of Taiwan’s participation in international organizations through the adoption of several resolutions. She voiced hope that mutual visits and exchanges between the two sides will continue to deepen in the future, thereby strengthening bilateral friendship.
林倩綺委員特別以法語開場自我介紹，並表示曾獲獎學金赴法國留學與訪問，流利法語深受訪賓讚賞。林委員續提及，去（2024）年曾赴巴黎參觀奧運相關設施，並指出台法在科技及文化等領域已具深厚合作基礎，未來可拓展在更多領域的合作,最後祝福訪賓在台灣期間一切順利、留下美好回憶。
KMT Legislator Dr. Lin Chien-Chi began her remarks with a self-introduction in French, noting that she had previously studied and undertaken academic exchanges in France as a scholarship recipient. Her fluent command of the French language was warmly commended by the visiting delegation. KMT Legislator Lin went on to mention her visit to Paris last year (2024), during which she toured facilities related to the upcoming Olympic Games. She highlighted the strong foundation of cooperation between Taiwan and France in areas such as technology and culture, and expressed hope that this partnership would continue to expand into new fields. She concluded by extending her best wishes to the delegation for a smooth and memorable stay in Taiwan.
雙方嗣就人工智慧、半導體、創新科技、台法文化交流、經貿投資、經濟發展及兩國政治制度比較等議題廣泛交換意見。韓院長最後強調，臺灣面積雖小，但蘊含豐富生命力，雖然土地占世界萬分之三、人口占千分之三，但工業產品卻占全球高達百分之三，實屬難能可貴。他歡迎法國國會議員未來多多訪台，以深化雙邊交流及實質友好關係。此次會談歷約1小時，氣氛友好愉快，在雙方互贈禮品及合影後圓滿結束。
The two sides engaged in a wide-ranging exchange of views on topics including artificial intelligence, semiconductors, innovative technologies, Taiwan-France cultural exchanges, trade and investment, economic development, and a comparative discussion of the political systems of both countries. President Han concluded by emphasizing that although Taiwan is small in size, it possesses remarkable vitality. While the nation accounts for only 0.03% of the world’s land area and 0.3% of its population, its industrial output represents as much as 3% of global production—an extraordinary achievement by any measure. He welcomed future visits to Taiwan by members of the French Parliament as a means to further deepen bilateral exchanges and strengthen the substantive friendship between the two sides. The meeting lasted approximately one hour in a warm and cordial atmosphere. It concluded successfully with an exchange of gifts.
