立法院張裕榮副秘書長於本（6月20）日上午出席郭昱晴委員發起之「台灣與列支敦斯登國會議員友好聯誼會」及「台灣與馬爾他國會議員友好聯誼會」成立大會。現場出席貴賓包括鍾佳濱委員、林月琴委員、王正旭委員、莊瑞雄委員、林楚茵委員、王美惠委員、許智傑委員、陳瑩委員、陳秀寳委員、蔡易餘委員、陳亭妃委員、范雲委員、張宏陸委員，以及外交部政務次長吳志中、候任駐瑞士大使王思為、歐洲司司長黃鈞耀、歐盟經貿辦事處處長谷力哲（Lutz Güllner）等，共襄盛會。
On the morning of June 20, Deputy Secretary General Dr. Chang Yu-Jung of the Legislative Yuan attended the inaugural ceremony of the Taiwan-Liechtenstein Parliamentary Friendship Association and the Taiwan-Malta Parliamentary Friendship Association, initiated by DPP Legislator Kuo Yu-Ching. In attendance were DPP Legislators Chung Chia-Pin, Dr. Lin Yueh-Chin, Dr. Wang Cheng-Hsu, Dr. Chuang Jui-Hsiung, Lin Chu-Yin, Wang Mei-Hui, Hsu Chih-Chieh, Dr. Chen Ying, Chen Hsiu-Pao, Tsai Yi-Yu, Dr. Chen Ting-Fei, Dr. Fan Yun, and Chang Hung-Lu. Distinguished guests also present at the event included Deputy Minister of Foreign Affairs Amb. François Chihchung Wu, Ambassador-designate to Switzerland Wang Szu-Wei, Director-General Eric Jiun-Yaw Huang of the Department of European Affairs under the Ministry of Foreign Affairs (MOFA), as well as Lutz Güllner, Head of the European Economic and Trade Office in Taiwan.
成立大會首先由發起人郭昱晴委員致開場詞，並通過組織章程及推選會長與副會長。張裕榮副秘書長致詞表示，很榮幸代表韓國瑜院長出席「台灣與列支敦斯登國會議員友好聯誼會」及「台灣與馬爾他國會議員友好聯誼會」的成立大會，感謝郭昱晴委員積極籌劃與推動聯誼會，謹向在座每一位嘉賓致上最誠摯的謝意。
The ceremony began with opening remarks by the initiator, Legislator Kuo, followed by the approval of the associations’ charter and the election of the presidents and vice presidents. Deputy Secretary General Chang stated that it was an honor to represent Legislative Yuan President Daniel K.Y. Han in attending the inauguration of the Taiwan-Liechtenstein Parliamentary Friendship Association and the Taiwan-Malta Parliamentary Friendship Association. He acknowledged Legislator Kuo’s dedicated efforts in establishing and promoting the associations, and expressed his gratitude to all the attending legislators and guests.
張副秘書長指出，馬爾他與列支敦斯登雖然國土面積不大、人口不多，卻是歐洲歷史悠久、制度健全，且堅守民主與人權價值的重要國家。與台灣一樣，在全球民主地圖上堅定站在自由與法治的一方，成為安靜卻堅實的力量。在當前地緣政治快速變動、民主制度面臨挑戰的時代，小國之間相互支持與合作顯得格外重要。台灣、馬爾他與列支敦斯登擁有共同的核心價值，並同樣珍視和平與尊嚴，這正是攜手合作、共創未來的良好基礎。
Deputy Secretary General Chang said that although Malta and Liechtenstein are relatively small in land area and population, both of them are European countries with long histories, sound institutions, and a steadfast commitment to the values of democracy and human rights. Like Taiwan, Malta and Liechtenstein side with the global democratic camp and firmly uphold freedom and the rule of law, serving as quiet yet resilient forces. Amid rapid geopolitical shifts and ongoing challenges to democracy, mutual support and cooperation among smaller nations are more crucial than ever. Taiwan, Malta, and Liechtenstein share core values and a strong dedication to peace and human dignity, which together provide a solid foundation for future collaboration and joint endeavors.
張副秘書長續謂，國會是國家民主的核心，國會間的對話，不僅是外交的延伸，更是人民意志的交流與友誼的展現。期盼藉由兩個聯誼會的成立，未來能促成更多國會層級的互訪、合作與政策對話，並在教育、文化、經貿及永續發展等面向，共同激盪更多火花。
Deputy Secretary General Chang further pointed out that parliaments lie at the heart of democratic governance of each nation, and that inter-parliamentary dialogue is not only an extension of diplomacy but also a reflection of public will and a testament to growing friendships. He shared his hope that the establishment of these two friendship associations would lead to more reciprocal parliamentary visits, enhanced cooperation, and constructive policy dialogue. Deputy Secretary General Chang also conveyed his optimism for future exchanges in education, culture, trade and economy, and sustainable development, generating new ideas and synergies together.
張副秘書長最後強調，立法院將全力支持聯誼會的推動與發展，使國會外交不僅止於形式，更成為實質、有感、可持續的交流平台。未來若有機會，誠摯歡迎馬爾他與列支敦斯登的國會友人來訪，立法院將以台灣特有的溫暖與誠意，提供深度且有意義的接待。期盼今日的成立大會，能成為深化台灣與國際連結的重要起點。
In conclusion, Deputy Secretary General Chang emphasized that the Legislative Yuan will fully support the promotion and development of parliamentary friendship associations, ensuring that parliamentary diplomacy goes beyond formality and becomes a meaningful, tangible, and sustainable platform for engagement. Should opportunities arise in the future, he sincerely welcomed parliamentarians from Malta and Liechtenstein to visit Taiwan, promising a warm and heartfelt reception that reflects Taiwan’s unique hospitality. Deputy Secretary General Chang voiced his hope that today’s inauguration would serve as a starting point for stronger ties between Taiwan and the international community.
成立大會隨後由歐洲經貿辦事處谷力哲處長致詞祝賀、郭昱晴委員與在場貴賓融洽交流後，歷約20分鐘圓滿結束。
Lutz Güllner, Head of the European Economic and Trade Office in Taiwan, then gave congratulatory remarks, followed by warm exchanges between Legislator Kuo and the distinguished guests in attendance. The inaugural ceremony concluded smoothly in approximately 20 minutes.
