立法院江啟臣副院長於6月19日晚間應邀出席由英國在台辦事處舉辦之「英國國王查爾斯三世（King Charles III）華誕慶祝晚會」。現場出席貴賓雲集，包括國家安全會議吳釗燮秘書長、徐斯儉副秘書長、林飛帆副秘書長；立法院陳玉珍委員、葛如鈞委員；行政院楊珍妮政務委員、外交部林佳龍部長、國家發展委員會劉鏡清主任委員、數位發展部闕河鳴次長、農業部胡忠一次長；中國國民黨朱立倫主席、連勝文副主席，以及多國駐台使節與代表等政、學及外交界人士，共逾二百位嘉賓共襄盛舉，場面隆重熱烈。
Vice President Dr. Johnny C. Chiang of the Legislative Yuan attended the celebration for the official birthday of His Majesty King Charles III, hosted by the British Office Taipei on the evening of June 19. The event was attended by numerous distinguished guests, including Secretary General of the National Security Council Jaushieh Joseph Wu, Deputy Secretary General Hsu Szu-Chien, and Deputy Secretary General Lin Fei-Fan. KMT Legislators Chen Yu-Jen and Dr. Ko Ju-Chun, Minister without Portfolio of the Executive Yuan Yang Jen-Ni, Minister of Foreign Affairs Dr. Lin Chia-Lung, Minister of the National Development Council Liu Chin-Ching, Deputy Minister of Digital Affairs Herming Chiueh, Deputy Minister of Agriculture Hu Jong-I, KMT Chairperson Eric Chu, Vice Chairperson Sean Lien, as well as diplomats and representatives from various countries, joined more than 200 distinguished guests from the political, academic, and diplomatic communities in the grand and vibrant celebration.
晚會由司儀宣布開始後，英國在台辦事處包瓊郁代表（Ruth Bradley-Jones）偕同立法院江副院長及外交部林部長一同上台。包代表致詞時親切詢問江副院長最喜歡台灣的地方為何；江副院長幽默回應：「台灣最吸引人的，是人民的熱情與珍珠奶茶。」
Following the opening announcement by the master of ceremonies, British Representative to Taiwan Ruth Bradley-Jones took the stage alongside Vice President Chiang of the Legislative Yuan and Foreign Affairs Minister Lin. During her remarks, Representative Bradley-Jones warmly asked Vice President Chiang what he liked most about Taiwan. Vice President Chiang responded with humor, “What makes Taiwan most attractive is the warmth of its people—and bubble milk tea.”
晚會繼外交部林部長致詞後，接續由江副院長發表談話。江副院長表示，非常榮幸代表立法院與韓國瑜院長出席此次英王查爾斯三世陛下華誕慶祝酒會，祝福英王陛下身體健康、萬事順遂，英國國運昌隆，並期盼台英友誼歷久彌堅。
Following remarks by Foreign Affairs Minister Lin, Vice President Chiang delivered his address. Vice President Chiang expressed his great honor in representing the Legislative Yuan and its President Daniel K.Y. Han at the celebration for the official birthday of His Majesty King Charles III. He extended his best wishes for the King's good health and success, as well as continued prosperity for the United Kingdom, and expressed his hope for enduring friendship between Taiwan and the UK.
江副院長繼謂，台英兩國長期共享民主、法治與人權等核心價值。在當今國際局勢劇變的時代，雙方更應攜手合作，共同因應挑戰。他提到，自擔任立法委員以來，便積極推動台英交流，不僅曾連續二屆擔任「台灣與英國國會議員交流協會」會長，亦曾多次訪英；本（第11）屆立法院已接待五個英國國會訪團，且有65位跨黨派委員加入「中華民國與英國國會聯誼會」，展現我國會對深化台英關係的高度支持。
Vice President Chiang went on to note that Taiwan and the United Kingdom have long shared core values such as democracy, the rule of law, and human rights. In this era of rapidly changing global dynamics, he emphasized that both sides should work hand in hand to confront challenges together. He noted that since becoming a Member of the Legislative Yuan, he has actively promoted Taiwan-UK exchanges, having served as Chair of the Taiwan-UK Inter-Parliamentary Amity Association for two consecutive terms and made multiple visits to the United Kingdom. In the current 11th Legislative Yuan, five parliamentary delegations from the UK have already been received, and 65 cross-party legislators have joined the Republic of China-UK Parliamentary Amity Association, demonstrating strong parliamentary support for deepening Taiwan-UK relations.
江副院長特別感謝英國政府與國會，長期堅定支持台灣參與WHO、UNFCCC、ICAO等國際組織，並盼與理念相近國家共同致力於維護台海和平與區域穩定，並表示台英互為重要貿易夥伴，期盼英國支持台灣加入「跨太平洋夥伴全面進步協定」（CPTPP），以深化雙邊經濟關係，並共創區域繁榮。
Vice President Chiang expressed his sincere gratitude to the UK government and Parliament for their longstanding and unwavering support of Taiwan’s participation in international organizations such as the World Health Organization (WHO), United Nations Framework Convention on Climate Change (UNFCCC), and International Civil Aviation Organization (ICAO). He also voiced hope for continued cooperation with like-minded countries to safeguard peace in the Taiwan Strait and promote regional stability. Highlighting the strong trade partnership between Taiwan and the UK, he further called on the UK to support Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), in order to deepen bilateral economic ties and foster shared regional prosperity.
江副院長進一步強調，近年來台英兩國在經貿、教育、觀光及青年交流等領域合作日益緊密。在文化與教育方面，英國不僅是台灣學生第五大留學國，每年還有上千名台灣青年參與雙邊打工度假計畫，展現兩國人民交流的高度熱忱與發展潛力。此外，英國為歐洲率先提供台灣免簽待遇的國家，加以去（2024）年來台的英國旅客人數已接近疫情前水準，顯示台灣觀光吸引力持續上升，深受國際旅客肯定，並表示歡迎國際友人來立法院參訪，親眼見證台灣活躍的民主發展。
Vice President Chiang further emphasized that in recent years, Taiwan and the United Kingdom have seen increasingly close cooperation in areas such as trade, education, tourism, and youth exchanges. In the fields of culture and education, the United Kingdom is not only Taiwan’s fifth most popular destination for overseas study, but also welcomes over a thousand Taiwanese youths each year through the bilateral working holiday program—demonstrating both the enthusiasm and strong potential for people-to-people exchanges between the two countries. In addition, the United Kingdom was the first country in Europe to grant visa-free entry to Taiwanese travelers. The number of UK visitors to Taiwan in 2024 has already rebounded to near pre-pandemic levels, reflecting Taiwan’s growing appeal as a travel destination and its recognition by international visitors. Vice President Chiang also extended a warm invitation to international friends to visit the Legislative Yuan and witness firsthand the vibrancy of Taiwan’s democratic development.
江副院長並對於包瓊郁代表到任以來，積極深化台英雙邊交流合作，成果有目共賭，深表肯定，並期盼未來能進一步促成更多國會層級之互訪與對話，以鞏固雙邊夥伴關係。最後，江副院長誠摯祝願英王陛下政躬康泰、台英友誼長存，並祝福所有出席貴賓平安順心，萬事如意。
Vice President Chiang also expressed his appreciation for Representative Ruth Bradley-Jones’s active efforts in deepening bilateral exchanges and cooperation since assuming her post, noting that the results have been widely recognized. He expressed hope that more parliamentary-level visits and dialogues could be facilitated in the future to further strengthen the Taiwan-UK partnership. In closing, Vice President Chiang extended his heartfelt wishes for His Majesty the King’s good health and well-being, for lasting friendship between Taiwan and the United Kingdom, and for peace, happiness, and success to all distinguished guests in attendance.
隨後，主辦單位邀請國家安全會議吳秘書長、行政院楊政務委員、外交部林部長、國家發展委員會劉主任委員及江副院長一起上台，與包瓊郁代表共同邀請全體與會貴賓舉杯，共同為英國國王查爾斯三世陛下華誕獻上祝福。酒會接續展開，江副院長與包代表及出席之各國駐台使節代表等貴賓熱絡互動，現場氣氛溫馨融洽，洋溢著友好與祝賀情誼。慶祝酒會歷約兩小時，圓滿落幕。
Following the remarks, the organizers invited Secretary General of the National Security Council Wu, Minister without Portfolio Yang, Minister of Foreign Affairs Lin, Minister of the National Development Council Liu, and Vice President Chiang to join Representative Bradley-Jones on stage. Together, they invited all distinguished guests to raise their glasses in a toast to celebrate the official birthday of His Majesty King Charles III. The reception continued with warm and lively interactions, as Vice President Chiang engaged with Representative Bradley-Jones and the attending ambassadors and representatives from various countries. The atmosphere was cordial and festive, filled with a spirit of friendship and celebration. The celebration concluded successfully after approximately two hours.
