立法院韓國瑜院長接見「烏克蘭跨黨派國會議員團」一行12人 韓國瑜:臺烏為民主命運共同體 盼攜手邁向美好未來 President Han of the Legislative Yuan meets with 12-member cross-party parliamentary delegation from Ukraine; President Han: Taiwan and Ukraine are a democratic community with a shared destiny. We look forward to working together toward a brighter future.

立法院韓國瑜院長於本(86)日下午4時,在民進黨暨「台灣與烏克蘭國會議員友好協會」會長陳冠廷委員、國民黨陳永康委員、民眾黨劉書彬委員及國際事務處林晨富處長陪同下,接見克尼茨基(Mykola KNIAZHYTSKYI)主席所率「烏克蘭跨黨派國會議員團」一行12人,外交部歐洲司林主恩副司長亦隨行陪同。

On the afternoon of August 6 at 4:00 p.m., President Daniel K.Y. Han of the Legislative Yuan, accompanied by DPP Legislator Chen Kuan-Ting, who also serves as President of the Taiwan-Ukraine Parliamentary Friendship Association, KMT Legislator Adm. Chen Yeong-Kang, TPP Legislator Dr. Liu Shu-Pin, and International Affairs Department Director Kevin C.F. Lin, met with a 12-member cross-party parliamentary delegation from Ukraine, led by Chairperson Mykola Kniazhytskyi. Deputy Director-General of the Department of European Affairs of the Ministry of Foreign Affairs, Lin Chu-En, also joined the meeting.

 

韓院長首先代表立法院誠摯歡迎來訪貴賓。他表示,克尼茨基主席此次已是第三度訪臺,充分展現對臺灣的深厚情誼,而本院三大黨團均派員與會,象徵朝野一致對烏克蘭友人的高度重視與支持。韓院長繼指出,烏克蘭跨黨派國會議員於戰火中親自不遠千里來臺,殊為不易,其為捍衛國家主權與人民安全所付出的努力與代價,感動全體臺灣人民。

President Han opened the meeting by extending a sincere welcome on behalf of the Legislative Yuan to the visiting guests. He noted that this marked Chairperson Kniazhytskyi’s third visit to Taiwan, underscoring his deep friendship toward the nation, adding that the participation of members from all three major caucuses of the Legislative Yuan further symbolized the united commitment across party lines to valuing and supporting friends from Ukraine. President Han further noted that it was no easy task for the Ukrainian cross-party members of parliament to travel from afar to Taiwan when Ukraine is in the midst of war, highlighting that their efforts and sacrifices in defending Ukraine’s sovereignty and security of its people have deeply moved the people of Taiwan.

 

韓院長提到,過去三年半來,臺灣政府與民間持續關注烏克蘭局勢,並對烏克蘭提供人道援助與實質支持,累計捐款金額已逾13千萬美元,雖非鉅資,惟足以彰顯臺灣人民對烏克蘭民主抗戰的關切與支持。未來我國將持續密切關注其戰後重建與未來發展,並與烏克蘭進一步深化雙邊關係。

For the past three and half years, said President Han, the Taiwan government and its people have followed the situation in Ukraine closely and provided both humanitarian and tangible support. The total donations have exceeded US$130 million. President Han said that while not an enormous amount, it embodies Taiwanese people’s care and support for Ukraine’s defense of democracy. He added that Taiwan will continue to pay close attention to Ukraine’s post-war reconstruction and its future development, while further strengthening bilateral relations.

 

韓院長並對當前國際安全局勢表示關切稱,自2022年烏俄戰爭爆發以來,區域衝突持續擴大,2024年以哈衝突升溫,2025年起印巴邊境緊張升高,近期更傳出泰、柬軍事摩擦,以及亞美尼亞與亞塞拜然的對立情勢,顯示全球地緣政治風險升高,民主國家間應加強合作,共同面對挑戰。

President Han also expressed concern about international security, mentioning that since the breakout of the Russia-Ukraine War in 2022, regional conflicts have continued to expand: the Israel-Hamas clashes escalated in 2024, tensions deepened along the India-Pakistan borders in 2025, friction has intensified between Thailand and Cambodia recently, and confrontation between Armenia and Azerbaijan has become more acute. President Han added that these developments underscore the rise in geopolitical risks; therefore, democratic countries must increase cooperation in the face of challenges.

 

最後,韓院長代表立法院及臺灣人民,向烏克蘭國會代表團表達崇高敬意,並期盼烏國早日恢復和平與秩序,讓主權、安全與人民福祉得以長遠維護。

Finally, on behalf of the Legislative Yuan and the people of Taiwan, President Han extended his highest respect to the Ukrainian parliamentary delegation and expressed his hope that peace and order will soon be restored in Ukraine, so that its sovereignty, security, and the well-being of its people will be safeguarded in the long term.

 

克尼茨基主席感謝立法院熱情接待,並表示,身為民主國家的國會議員,訪問中華民國立法院有如回到「民主之家」,感到格外親切。此次代表團成員來自烏克蘭不同政黨,體現該國政治制度的多元與包容。他指出,此行目的在於深化台烏雙邊關係,期盼雙方在能源、國防安全及戰後重建發展等領域強化合作。

Chairperson Kniazhytskyi thanked the Legislative Yuan for the warm reception. As a parliamentarian of a democratic country, he noted, visiting the Legislative Yuan felt like returning to a “home of democracy.” He added that the Ukrainian delegation included members from different political parties, reflecting the diversity and inclusiveness of Ukraine’s political system. Chairperson Kniazhytskyi pointed out that the purpose of this visit was to deepen bilateral relations between Taiwan and Ukraine. He also expressed the hope that both countries would work more closely in areas such as energy, defense, and post-war reconstruction.

 

他強調,過去中國對臺、烏發展雙邊關係施加諸多壓力,甚至阻撓烏克蘭在台灣設立代表處。此次該團訪台,就是要改變這種不合理的打壓,不應再屈從於共產政權的逼迫。繼謂,烏克蘭跨黨派國會議員聯袂訪台的情況極為罕見,這充份展現烏克蘭盼與臺灣加強各領域合作的堅定決心。他進一步指出,面對來自俄羅斯、中國、伊朗與北韓等威權國家的聯合挑戰,臺、烏同為民主國家應團結一致,共同抵禦外來侵略。烏克蘭誠摯感謝台灣人民與政府長期以來的支持及人道援助。期待烏克蘭與台灣也能攜手合作,扭轉中國長期以來對台烏發展友好關係的不當干預,建立更緊密且具建設性的夥伴關係。

He stressed that China has exerted pressure on Ukraine’s relations with Taiwan and even hindered the possibility of opening a Ukrainian representative office in Taiwan. He also voiced the delegation’s hope that such an unjust situation would be changed, and that no one should ever again yield to the coercion of a communist regime. Chairperson Kniazhytskyi went on to say that it was extremely rare for a Ukrainian cross-party parliamentary delegation to visit Taiwan, so their visit demonstrated Ukraine’s determination to strengthen cooperation with Taiwan in various fields. Furthermore, he noted that authoritarian countries, such as Russia, China, Iran, and North Korea, are posing joint challenges to the world, and that democracies like Taiwan and Ukraine must jointly resist foreign aggression. Chairperson Kniazhytskyi highlighted that Ukraine was grateful to the government and people of Taiwan for their continued support and humanitarian assistance, and that Ukraine looked forward to working with Taiwan to overcome China’s long-standing, undue interference in the development of friendly relations between Taiwan and Ukraine, and to build a closer and more constructive partnership.

 

陳冠廷委員表示,他於三個月前成立立法院「台灣與烏克蘭國會議員友好協會」,本次得以親自接待烏克蘭議員深感榮幸,未來將持續推動雙邊合作,尤盼在能源轉型、國防安全等議題上深化交流。他並強調,烏克蘭堅定抵抗侵略的決心,令人敬佩,且對臺灣深具戰略啟發意義。

Legislator Chen Kuan-Ting said that three months ago he initiated the establishment of the Legislative Yuan’s Taiwan-Ukraine Parliamentary Friendship Association, and that he felt deeply honored to personally welcome the Ukrainian parliamentarians. He added that he would continue to promote bilateral cooperation and he looked forward to more in-depth exchanges with Ukraine in energy transition and national defense. He reiterated that Ukraine’s determination to stand firm against foreign aggression was not only admirable, but also served as a strategic inspiration for Taiwan.

 

陳永康委員表示,身為外交及國防委員會成員,他對烏克蘭人民在保衛民主體制與捍衛國家主權所展現的堅韌精神,表達高度敬意。他並提及,烏克蘭在能源、安全防衛、戰地醫療等關鍵領域的經驗,也對臺灣具高度參考價值。

Legislator Chen Yeong-Kang remarked that, as a member of the Foreign Affairs and National Defense Committee, he expressed his utmost respect for the people of Ukraine for their unwavering commitment to defending their country’s democracy and sovereignty. He also mentioned that Ukraine’s experience in key areas, such as energy, security and defense, and battlefield medicine can serve as valuable reference for Taiwan.

 

劉書彬委員則特別代表民眾黨向烏克蘭表達最誠摯的敬意,並致上由衷的祝福與支持。繼謂,烏克蘭在面對俄羅斯強大壓力及日益升高的軍力威脅下,全民抵禦外敵入侵至今已三年半,實屬不易,令人敬佩。她並提出三項問題,盼與訪賓深入交流,包括臺灣如何兼顧民主和平及獨立、烏國核電廠防護與安全機制及如何增進臺灣之民防意識。克尼茨基主席及訪團成員均坦誠回應。

Legislator Liu, on behalf of the TPP, expressed the most sincere respect and offered heartfelt wishes and support to Ukraine. Furthermore, she stated that it is truly remarkable and admirable that the people of Ukraine have resisted a foreign invasion for three and a half years in the face of immense pressure and a growing military threat from Russia. She posed three questions for further discussion with the guests: What can Taiwan do to safeguard its democracy and peace while seeking independence? How does Ukraine ensure the protection and safety of its nuclear power plants? How can Taiwan enhance public awareness of national defense? Chairperson Kniazhytskyi and the delegates responded candidly.

 

雙方嗣就俄烏戰況、烏克蘭國內政情、烏國核電廠運作及俄國聯合中國與北韓介入戰爭等議題深入交換意見,氣氛友好融洽,雙方互贈紀念品及合影留念。會晤結束後,由國際事務處人員陪同訪團導覽議場,此次拜會歷約1小時圓滿結束。

Both sides engaged in in-depth discussions on a range of topics, including the status of the Russia-Ukraine War, Ukraine’s domestic political situation, the operation of nuclear power plants in Ukraine, as well as Russia's involvement of China and North Korea in the war. The discussions were held in a cordial environment, concluding with the exchange of souvenirs and a group photo. After the meeting, staff of the Department of International Affairs accompanied the delegation on a tour of the chamber. The visit lasted about an hour and concluded successfully.
