立法院江啟臣副院長接見「土耳其良黨國會議員訪問團」一行 江啟臣:盼深化臺土政經合作 拓展多元交流成果 Legislative Yuan Vice President Chiang receives delegation of Turkish Good Party parliamentarians; Vice President Chiang: We hope to deepen Taiwan–Turkey political and economic cooperation and expand diverse exchanges.

立法院江啟臣副院長於本(88)日下午,在國民黨陳永康委員、廖偉翔委員、國際事務處楊芳苓副處長,以及外交部亞西及非洲司陳詠博副司長、駐土耳其代表處張智棠秘書等人陪同下,接見「土耳其良黨國會議員訪問團」涂爾翰喬馬斯(Turhan ÇÖMEZ)議員一行3人。

On the afternoon of August 8, Legislative Yuan Vice President Dr. Johnny C. Chiang received a three-member delegation of Turkish Good Party parliamentarians led by MP Turhan Çömez. Vice President Chiang was accompanied by KMT Legislators Adm. Chen Yeong-Kang and Liao Wei-Hsiang, Deputy Director Yang Fang-Ling of the Department of International Affairs, Deputy Director-General Chen Yung-Po of the Ministry of Foreign Affairs’ Department of West Asian and African Affairs, and Secretary Chang Chih-Tang of the Taipei Economic and Cultural Mission in Ankara.

 

江副院長熱情歡迎來訪貴賓,並偕同出席委員與訪團合影留念。他並藉臺灣父親節之際,祝賀訪賓們父親節快樂。江副院長表示,此次訪團是本屆立法院接待的首個土耳其國會代表團,他特別代表立法院及韓國瑜院長致上最誠摯的歡迎與敬意。他高度肯定喬馬斯議員兼具醫師、學者與政治家的多重身分,深具影響力,並曾獲土耳其國會議長提名角逐「諾貝爾和平獎」,成就令人敬佩。

Vice President Chiang first extended a warm welcome to the delegation and joined the guests and attending legislators in a group photo. He also took the opportunity of Taiwan’s Father’s Day to extend his congratulations and best wishes to the visiting guests. Vice President Chiang noted that this was the first Turkish parliamentary delegation received by the current Legislative Yuan and, on behalf of the Legislative Yuan and its President Daniel K.Y. Han, expressed his heartfelt welcome and respect. He commended MP Çömez for his distinguished career as a physician, scholar, and politician, underscoring both his influence and the honor of having been nominated for the Nobel Peace Prize by the Speaker of the Grand National Assembly of Turkey—an achievement worthy of the highest esteem.

 

江副院長指出,土耳其位處歐亞樞紐,歷史悠久、文化深厚,自古以來即為多元文明交匯之地。今日土耳其不僅是文明古國,更以壯麗自然風光及豐富文化遺產成為國際旅人嚮往之地,深受臺灣人民喜愛。他表示,今年適逢臺土直航十週年,除強化臺灣作為連接世界的樞紐外,更象徵臺土關係穩健發展。

Vice President Chiang highlighted Turkey’s unique position at the crossroads of Europe and Asia, noting its long history and rich culture as a meeting place of diverse civilizations since ancient times. Today, he said, Turkey is not only a cradle of civilization but also a destination beloved by international travelers for its stunning landscapes and cultural heritage—qualities especially admired by the people of Taiwan. He further remarked that this year marks the 10th anniversary of direct flights between Taiwan and Turkey, which not only enhance Taiwan’s role as a global hub but also symbolize the steady growth of Taiwan–Turkey relations.

 

江副院長提及,立法院已成立「臺灣與土耳其國會友好協會」,盼雙方國會交流更加多元頻繁。江副院長並感謝土耳其於2024年臺灣地震發生後,迅速派遣無人機救援團協助勘災;臺灣亦於2023年土耳其大地震期間第一時間派遣搜救隊並啟動募款賑災,展現跨國人道合作精神。即便相距八千公里,雙方仍能在困難時刻彼此扶持,令人動容。

Vice President Chiang noted that the Legislative Yuan has already established the Taiwan–Turkey Parliamentary Friendship Association to foster more frequent and diverse exchanges between the two legislatures. He also expressed his appreciation to Turkey for sending a drone rescue team after the 2024 Taiwan earthquake, while recalling that Taiwan promptly dispatched search and rescue teams and launched fundraising efforts following Turkey’s devastating earthquake in 2023. These acts of cross-border humanitarian cooperation, he said, demonstrate how the two sides, despite being 8,000 kilometers apart, can support each other in times of crisis.

 

江副院長盛讚土耳其作為歐亞橋梁,尤其2022年俄烏衝突以來在國際間發揮調解角色,為區域和平作出貢獻。而臺灣則在印太地區與理念相近國家合作,致力於打造自由、開放與繁榮的區域秩序。相信未來臺土兩國在國會層級外的多元交流,將為全球和平與穩定注入助力。江副院長最後再度感謝訪團蒞臨,盼雙方透過國會互訪,建立更緊密的合作夥伴關係,為雙方人民創造更多福祉,並祝福訪團返程平安,行程圓滿。

Vice President Chiang praised Turkey’s role as a bridge between Europe and Asia, especially for its mediating efforts since the 2022 Russia–Ukraine conflict, which have contributed to regional peace. He went on to note that Taiwan is working with like-minded partners in the Indo-Pacific to build a free, open, and prosperous regional order. He expressed confidence that expanding exchanges between Taiwan and Turkey beyond the parliamentary level would contribute to global peace and stability. Vice President Chiang concluded by once again thanking the delegation for their visit, expressing his hope for closer parliamentary cooperation to strengthen bilateral ties and benefit the peoples of both countries, and wished the delegation a safe journey home and a successful conclusion to their trip.

 

訪團團長喬馬斯議員首先感謝江副院長與在座委員們撥冗接見,並表示今日為此次率團訪臺的最後一天,行程順利且印象深刻。他進一步指出,此行距離他上次來臺已逾22年,深刻感受到臺灣在民主深化與經濟轉型方面的卓越成就,並肯定這是臺灣人民共同努力的成果。他續謂,土耳其與臺灣在政治、經濟及文化等領域具有高度相似性,合作潛力龐大。儘管兩國尚未建立正式邦交,土耳其人民普遍對臺灣懷有好感與尊重,臺灣在土耳其的形象亦十分正面;他也深切感受到臺灣人民對土耳其的友誼與支持。他強調:「所有土耳其議員都是臺灣的朋友」,並期許土耳其成為臺灣通往歐亞的「機會之窗」,在經濟、能源及地緣政治等領域深化合作。他最後表示,將把此行五天所見所聞帶回土耳其,與各界朋友分享,再次感謝立法院的熱情接待與周到安排。

MP Çömez, head of the delegation, began by thanking Vice President Chiang and the attending legislators for taking the time to meet. He noted that this was the final day of their visit, which had proceeded smoothly and left a deep impression. Returning to Taiwan for the first time in more than 22 years, he said he was struck by the island’s remarkable progress in democratic consolidation and economic transformation—achievements he credited to the collective efforts of the Taiwanese people. He emphasized the many political, economic, and cultural similarities between Turkey and Taiwan, which he believes offer significant opportunities for cooperation. While the two countries have yet to establish formal diplomatic ties, he stressed that the Turkish people generally view Taiwan with respect and goodwill, and that Taiwan enjoys a very positive image in Turkey. He also spoke of the friendship and support he felt from the Taiwanese people toward Turkey. He stressed, “All Turkish parliamentarians are friends of Taiwan,” and expressed hope that Turkey could serve as Taiwan’s “window of opportunity” to Eurasia, fostering deeper cooperation in economics, energy, and geopolitics. He concluded by pledging to share the experiences of the five-day visit with colleagues and friends back home, and once again thanked the Legislative Yuan for its warm welcome and thoughtful arrangements.

 

雙邊交流時,陳永康委員代表中國國民黨向訪團致上誠摯歡迎。他指出,土耳其位處歐亞交界,具關鍵地緣戰略地位,無論在政治、經濟或區域安全層面,皆扮演不可或缺的角色。陳委員並提及,土耳其擁有悠久且深厚的文化底蘊,在國際戰略格局中占有重要地位,且土耳其在國防與科技領域的發展亦令人欽佩。未來期盼雙方有更多互動與交流,彼此學習、深化合作,攜手推動雙邊關係持續發展。

During the exchanges, Legislator Chen, speaking on behalf of the KMT, extended a warm welcome to the delegation. He underscored Turkey’s pivotal geopolitical position at the crossroads of Europe and Asia, emphasizing its indispensable role in political, economic, and regional security affairs. He also highlighted Turkey’s rich cultural heritage, its significance in the global strategic landscape, and its notable advances in defense and technology. Looking ahead, he expressed hope for closer interaction and exchanges between the two sides to encourage mutual learning, deepen cooperation, and further advance bilateral relations.

 

廖偉翔委員亦誠摯歡迎訪問團蒞臨,並向來自土耳其的貴賓致上最崇高的敬意。廖委員表示,此次訪團由具醫師背景的喬馬斯議員率領,顯示醫療科技亦為臺土未來可深化合作之潛力領域。他進一步指出,臺中為臺灣機械工業重鎮,期盼未來能與土耳其拓展更多經貿交流與合作。最後,他再次歡迎訪團來訪,並期待雙方未來有機會再度會晤。

Legislator Liao also extended a warm welcome to the visiting delegation and conveyed his highest respect to the distinguished guests from Turkey. He noted that the delegation was led by MP Çömez, whose medical background highlights medical technology as another promising area for future Taiwan–Turkey cooperation. He further emphasized Taichung’s role as a hub of Taiwan’s machinery industry and expressed hope for increased economic and trade exchanges with Turkey. In closing, he once again welcomed the delegation and looked forward to future opportunities for the two sides to meet again.

 

雙方嗣就臺土政治及經貿關係、俄烏戰爭、美國關稅及國際貿易等議題廣泛交換意見。此次會晤歷約1小時,氣氛友好愉快,並在雙方互贈禮品及合影後,由國際事務處同仁陪同參觀議場,圓滿落幕。

The two sides then exchanged views on a wide range of topics, including Taiwan–Turkey political and economic relations, the Russia–Ukraine war, U.S. tariffs, and international trade. The meeting, which lasted about an hour, was held in a cordial and friendly atmosphere. It concluded with an exchange of gifts and a group photo, after which staff from the Department of International Affairs accompanied the delegation on a tour of the parliamentary chamber, bringing the visit to a successful close.
