立法院韓國瑜院長出席「亞洲太平洋國會議員聯合會」(APPU)53屆大會開幕式 Legislative Yuan President Han attends the opening ceremony of the 53rd APPU General Assembly

立法院韓國瑜院長於本(8月28)日上午在跨黨派之謝衣鳯委員、陳永康委員、林倩綺委員、陳菁徽委員、王定宇委員、沈伯洋委員、張雅琳委員、陳昭姿委員、張裕榮副秘書長等人陪同下,以大會主席身分,主持「亞洲太平洋國會議員聯合會」(APPU)第53屆大會開幕式,現場出席貴賓包括賴清德總統、APPU會員國代表團成員、APPU中央秘書處鈴木榮一大使及外交部葛葆萱常務次長等近百人,場面正式隆重。
On the morning of August 28, Legislative Yuan President Daniel K. Y. Han, accompanied by a cross-party group of legislators—including KMT Legislators Dr. Hsieh Yi-Fong, Adm. Chen Yeong-Kang, Dr. Lin Chien-Chi, and Chen Ching-Hui; DPP Legislators Dr. Wang Ting-Yu, Dr. Puma Shen, and Ngalim Tiunn; and TPP Legislator Chen Gau-Tzu—as well as Deputy Secretary General Dr. Chang Yu-Jung, presided over the opening ceremony of the 53rd Asian-Pacific Parliamentarians’ Union (APPU) General Assembly in his capacity as Chair. The event was attended by President Lai Ching-Te, members of delegations from APPU member states, Ambassador Suzuki Eiichi of the APPU Central Secretariat, Vice Minister of Foreign Affairs Ger Bau-Shuan, and nearly one hundred distinguished guests, marking a solemn and formal occasion.

司儀首先邀請APPU上(第52)屆大會主席暨日本代表團團長山口俊一眾議員致詞。山口眾議員表示,非常榮幸來臺參與本次APPU大會。續稱,亞太地區許多國家已成為APPU的重要成員,上屆亦參與的關島及北馬里亞納群島再度派代表出席本次會議,他表達誠摯歡迎。山口眾議員繼指出,當前國際局勢日益嚴峻,世界各國面臨高度不確定性,本屆大會主題「亞太區域社會韌性強化與國會合作:能源安全、永續經濟、關鍵基礎設施」完全切合時宜,盼未來兩天的會議,與會成員能就相關議題進行深入討論及交流,獲得豐碩成果。接續,他推薦由中華民國(臺灣)韓國瑜院長擔任第53屆大會主席,獲全場一致鼓掌通過。
The emcee first invited Yamaguchi Shunichi, Member of Japan’s House of Representatives, Chair of the previous (52nd) APPU General Assembly, and Head of the Japanese delegation, to deliver remarks. House Member Yamaguchi stated that he was honored to attend this year’s APPU General Assembly in Taiwan. He noted that many countries in the Asia-Pacific region have become important members of the APPU, and extended a warm welcome to the delegations from Guam and the Northern Mariana Islands, both of which participated in the previous assembly and have again sent representatives this year. House Member Yamaguchi went on to note that the international situation is becoming increasingly complex and that many countries are facing heightened uncertainty. He stressed that this year’s theme—Strengthening Societal Resilience and Parliamentary Cooperation in the Asia-Pacific Region: Energy Security, Sustainable Economies, and Critical Infrastructure—is both timely and relevant, and expressed hope that participants would engage in meaningful discussions and exchanges over the next two days that would lead to fruitful outcomes. He then nominated Legislative Yuan President Han of the Republic of China (Taiwan) to serve as Chair of the 53rd General Assembly, and the proposal was unanimously approved with applause.

韓院長上台致詞時表示,非常榮幸擔任本屆大會主席,並由中華民國(臺灣)主辦2025年APPU「第87屆理事會暨第53屆大會」,歡迎來自帛琉、馬紹爾群島、吐瓦魯三個邦交國及日本、關島、北馬里亞納群島等會員國的代表團不遠千里而來,彰顯出各國對多邊合作理念及APPU大會的堅定支持。
In his remarks, President Han expressed his honor at serving as Chair and at Taiwan’s hosting of the APPU 87th Council Meeting and 53rd General Assembly in 2025. He warmly welcomed delegations from Taiwan’s diplomatic allies—Palau, the Marshall Islands, and Tuvalu—as well as from Japan, Guam, and the Northern Mariana Islands, noting that their long journeys to Taiwan demonstrate firm support for multilateral cooperation and for the APPU.

院長續表示,APPU是1965年由日本已故前首相岸信介與賀屋興宣眾議員等人共同創建,秉持自由、民主與反共的創會理念,致力推動亞太地區之交流。當前國際局勢瞬息萬變,中華民國(臺灣)作為全球民主陣營的重要夥伴,始終堅持自由與民主,並與夥伴共同面對挑戰並貢獻心力,尤其臺灣在氣候調適、災害防救與社會韌性建設方面已累積豐富經驗,亦長期與友邦及理念相近之國際夥伴分享;對此,院長盼各會員國持續支持臺灣有意義地參與重要國際組織之機制、會議及活動,建立更為緊密互惠的夥伴關係。
President Han continued by noting that the APPU was founded in 1965 by the late former Japanese Prime Minister Kishi Nobusuke and House Member Kaya Okinori, among others, on the principles of freedom, democracy, and anti-communism, with a mission to promote exchanges across the Asia-Pacific. He emphasized that in today’s rapidly changing international landscape, Taiwan remains a steadfast partner in the global democratic community, firmly committed to the values of freedom and democracy, adding that Taiwan continues to work closely with its partners to tackle shared challenges and contribute its efforts. President Han highlighted that over the years, Taiwan has built extensive experience in climate adaptation, disaster prevention and response, and strengthening societal resilience, and has long shared this knowledge with its diplomatic allies and like-minded international partners. He therefore expressed the hope that APPU member states would continue to support Taiwan’s meaningful participation in the mechanisms, meetings, and activities of major international organizations so as to further strengthen close and mutually beneficial partnerships.

院長進一步指出,本次APPU大會的主題定為「亞太區域社會韌性強化與國會合作:能源安全、永續經濟、關鍵基礎設施」,此三項議題均是國家賴以生存與發展之命脈,期盼透過各國代表團兩天的深度對話與交流,延續APPU一貫關注的核心議題與使命,進一步強化亞太區域的穩定與韌性。
President Han further noted that this year’s theme—Strengthening Societal Resilience and Parliamentary Cooperation in the Asia-Pacific Region: Energy Security, Sustainable Economies, and Critical Infrastructure—addresses three issues that are vital to national survival and development. He looked forward to two days of in-depth dialogue and exchange among delegations to carry forward the APPU’s core concerns and mission, thereby enhancing stability and resilience across the Asia-Pacific.

最後,院長邀請與會各國貴賓在參加會議之餘,撥空體驗臺灣豐富多元的人文風情,盼眾人皆能為此行訪台留下美好難忘的回憶。
Finally, President Han invited the distinguished guests to take time outside the meetings to experience Taiwan’s rich and diverse culture, expressing the hope that their visit would leave many wonderful and lasting memories.

在院長致詞後,大會司儀續邀請賴清德總統上台致詞。賴總統首先代表中華民國政府誠摯歡迎APPU各會員國貴賓遠道而來參加APPU第53屆大會。今年適逢APPU創立60週年,感謝立法院承擔重責,以及各國多年來透過此平台推動國會交流與合作,共同促進亞洲繁榮。賴總統續指出本次年會聚焦重點皆切合亞太區域面臨之挑戰,包括氣候變遷及地緣政治風險等,臺灣亦將採取三項行動持續加強與各國合作,包括透過「和平四大支柱行動方案」,展現維護區域和平之決心、臺灣將強化與邦交國之各項合作,促進彼此繁榮發展、以及運用APPU平臺,強化臺灣與亞洲各國國會之合作。賴總統最後期盼,透過此次會議的討論與交流,各國能攜手共尋有效解方,並祝大會圓滿成功。
Following President Han’s address, the emcee invited President Lai Ching-Te to speak. President Lai began by extending a sincere welcome, on behalf of the government of the Republic of China (Taiwan), to the distinguished guests from APPU member states who traveled from afar to attend the 53rd General Assembly. He noted that this year marks the 60th anniversary of the establishment of the APPU, and thanked the Legislative Yuan for taking on the important responsibility of hosting the event. He also expressed his appreciation to all member countries for using this platform over the years to promote parliamentary exchanges and cooperation that have contributed to Asia’s prosperity. President Lai went on to highlight that the assembly’s key focus areas closely reflect the challenges facing the Asia-Pacific region, including climate change and geopolitical risks. He stated that Taiwan will take three concrete steps to deepen cooperation: implementing the “Four Pillars for Peace and Prosperity” action plan to demonstrate its commitment to safeguarding regional peace, strengthening collaboration with its diplomatic allies to promote shared prosperity and development, and leveraging the APPU platform to enhance parliamentary cooperation between Taiwan and other countries in Asia. He concluded by expressing his hope that the discussions and exchanges at the assembly would enable participating countries to work together in finding effective solutions, and he wished the event every success.
