立法院江啟臣副院長代表韓國瑜院長於本（8月29）日上午假圓山飯店在張嘉郡委員、謝衣鳯委員、陳菁徽委員、黃健豪委員、張裕榮副秘書長等人陪同下，以大會主席身分，主持「亞洲太平洋國會議員聯合會」（APPU）第53屆大會閉幕式，並循例與在場各會員國及準會員國代表團團長、APPU秘書長鈴木榮一大使共同簽署一份聯合公報(joint communique)。
On the morning of August 29 at The Grand Hotel, Vice President Dr. Johnny C. Chiang of the Legislative Yuan, on behalf of Legislative Yuan President Daniel K.Y. Han, presided over the closing ceremony of the 53rd General Assembly of the Asian-Pacific Parliamentarians’ Union (APPU) in his capacity as Chair of the Assembly. He was accompanied by KMT Legislators Dr. Alice Chang, Dr. Hsieh Yi-Fong, Chen Ching-Hui, and Huang Chien-Hao, as well as Deputy Secretary-General Dr. Chang Yu-Jung. Vice President Chiang, together with the heads of delegations from member and associate member states and APPU Secretary-General Ambassador Suzuki Eiichi, signed a joint communique.
在聯合公報中，確認本次APPU大會通過包括我國提出之「呼籲APPU會員國透過參與『印太區域海廢合作平臺』倡議，共同務實推動亞太地區海洋環境之永續與安全」、「呼籲APPU會員國分享經驗，並加強合作，以健全管理全氟／多氟烷基物質（PFAS）」、「呼籲APPU會員國加強合作，推動化學事故應變系統之建立」等3項提案，以及各國提出之5項提案，共計8項決議案，並通過日本擔任明（2026）年APPU第54屆大會暨第88屆理事會之主辦國，帛琉則於隔（2027）年接棒主辦。最後，各國代表團成員盛讚本屆主辦國中華民國（臺灣）籌辦今年APPU大會周到圓滿，並對主辦單位的熱情接待深表感謝。
The joint communique confirmed that this year’s APPU General Assembly adopted eight resolutions, three of which were proposed by Taiwan. These proposals called on APPU member states to promote marine sustainability and safety in the Asia-Pacific through participation in the Indo-Pacific Regional Marine Debris Collaboration Platform; to share experiences and strengthen cooperation in order to improve the management of per- and polyfluoroalkyl substances (PFAS); and to enhance cooperation in establishing chemical accident response systems. In addition, five resolutions proposed by other member states were also adopted. The Assembly further approved Japan as host of the 54th APPU General Assembly and 88th Council Meeting in 2026, with Palau to serve as host in 2027. Finally, the delegations commended the Republic of China (Taiwan) for its thorough and successful hosting of this year’s General Assembly of the APPU and expressed their sincere appreciation for the warm hospitality extended by the organizers.
隨後，司儀邀請各代表團團長及APPU秘書長鈴木榮一大使共同上台簽署聯合公報，並與全體與會國會議員大合影。日本代表團山口俊一眾議員繼應邀以下屆主辦國團長身分致詞，首先誠摯感謝我國主辦團隊籌辦本屆大會完妥周詳，透過本屆會議展現各國團結一致精神，他強調為持續發揚APPU之設立宗旨，維護亞太地區和平繁榮，希望未來各國代表團持續支持及鼓勵更多國會議員參與APPU會議，最後誠摯歡迎各會員國代表明（2026）年踴躍赴日本與會。
Subsequently, the emcee invited the heads of delegations and APPU Secretary-General Ambassador Suzuki to go on stage for the signing of the joint communique, followed by a group photo with all participating parliamentarians. Yamaguchi Shunichi, Member of the House of Representatives of Japan, then delivered remarks in his capacity as head of the delegation of the next host country. He expressed sincere appreciation to Taiwan’s organizing team for the thorough arrangements and noted that the Assembly has demonstrated the spirit of unity among member states. He emphasized the importance of carrying forward the APPU’ s founding purpose of safeguarding peace and prosperity in the Asia-Pacific, and expressed the hope that delegations would continue to support and encourage more parliamentarians to participate in APPU meetings. He concluded by warmly inviting all member states to actively attend the meetings to be held in Japan in 2026.

Delivering the closing remarks on behalf of the host country, Vice President Chiang thanked all distinguished guests for their full participation in the intensive three-day agenda. He observed that although the participating delegations came from diverse political, economic, and cultural backgrounds, they engaged in candid dialogue and in-depth discussions on transnational issues such as energy security, sustainable economies, and critical infrastructure. He noted that the Assembly reached consensus and adopted a number of resolutions, including amendments to the Rules of Procedure of the APPU General Assembly, measures to promote regional stability and development, disaster prevention, strengthening infrastructure in the Asia-Pacific, promoting marine sustainability and safety in the Asia-Pacific, reducing chemical risks, and establishing chemical accidents safety response systems, adding that these outcomes laid an important foundation for realizing the shared vision of sustainable development in the Asia-Pacific. He emphasized that since its establishment in 1965, the APPU has upheld its core values of freedom, democracy, and opposition to communism, and that in the face of today’s rapidly changing and challenging international environment, the role of multilateralism and parliamentary diplomacy has become increasingly important and indispensable.

He then formally declared the successful conclusion of the 53rd General Assembly.
