立法院張裕榮副秘書長於本（9月15）日下午在國際事務處林晨富處長等人陪同下，接見「比利時佛拉蒙大區議會議員團」一行，外交部歐洲司陳雅貞專門委員亦陪同出席。
On the afternoon of September 15, Deputy Secretary General Dr. Chang Yu-Jung (張裕榮) of the Legislative Yuan, accompanied by International Affairs Department Director Kevin C.F. Lin, received a delegation of members of the Flemish Parliament of Belgium. Also in attendance was Senior Specialist Chen Ya-Chen of the Department of European Affairs, Ministry of Foreign Affairs.
張副秘書長首先代表立法院及韓國瑜院長，向團長范魯維（Karl Vanlouwe）議員及全體訪團成員致上最誠摯的歡迎。他表示，比利時佛拉蒙大區自中世紀以來即為歐洲商貿與文化重鎮，孕育出魯本斯（Peter Paul Rubens）及布勒哲爾（Pieter Bruegel）等藝術大師，留下不朽的文化瑰寶。今日更以安特衛普港為樞紐，成為歐洲航運、科技與創新的核心，展現歷史底蘊與現代活力兼具的風貌。
On behalf of the Legislative Yuan and its President Daniel K.Y. Han (韓國瑜), Deputy Secretary General Chang opened the meeting by extending a sincere welcome to the delegation, led by MP Karl Vanlouwe. Deputy Secretary General Chang noted that since the Middle Ages, the Flemish Region of Belgium has been a stronghold of commerce and culture in Europe, nurturing art masters such as Peter Paul Rubens and Pieter Bruegel, whose works are considered immortal cultural treasures. Today, with the Port of Antwerp as its hub, the Flemish Region is a center of shipping, technology, and innovation in Europe, reflecting historical depth as well as modern vitality.
張副秘書長特別提及，今（2025）年5月，佛拉蒙大區議會以壓倒性票數通過「強化與臺灣經濟合作關係」決議，再次彰顯對臺灣的堅定支持。該決議除關切中國對臺軍事威脅可能對歐洲及全球和平與供應鏈安全造成衝擊外，更強調臺灣在全球貿易及半導體產業的戰略地位，並呼籲深化臺佛經濟合作及支持臺灣有意義參與國際組織。此舉對臺灣意義重大，我國深表感謝。
In May 2025, added Deputy Secretary General Chang, the Flemish Parliament passed the resolution “On strengthening the economic cooperation with Taiwan,” demonstrating once again its steadfast support for Taiwan. The resolution not only expressed concern over China’s military threats against Taiwan and their potential impact on peace and supply chain security in Europe and globally, but also underscored Taiwan’s strategic importance in global trade and the semiconductor industry. It further called for deepening economic cooperation between Taiwan and the Flemish Region, and for supporting Taiwan’s meaningful participation in international organizations. This action carried significant meaning for Taiwan, for which we are deeply grateful.
張副秘書長進一步指出，在座訪賓長期關注並支持臺灣，尤其范魯維議員多年來堅定聲援我國，不僅領銜連署歐洲地區「福爾摩沙俱樂部」（Formosa Club）支持臺灣參與「世界衛生大會」（WHA）之聯名函，更促成多位同黨聯邦參議員共同連署，為臺灣艱困的國際處境提供及時而寶貴的支持，堪稱我國摯友。
Deputy Secretary General Chang also remarked that, for a long time, members of this visiting delegation have voiced concern and support for Taiwan. MP Vanlouwe, in particular, has long been a steadfast advocate for Taiwan. He not only spearheaded the co-signing of the letter by the Formosa Club in Europe endorsing Taiwan’s participation in the World Health Assembly (WHA), but also successfully rallied fellow senators from his party to join the effort, thus providing timely and invaluable support to Taiwan in the face of challenging international circumstances. Deputy Secretary General Chang highlighted that MP Vanlouwe is indeed a true friend of Taiwan.
張副秘書長並表示，本（第11）屆立法院甫開議即成立「臺灣與荷蘭、比利時、盧森堡國會友好協會」，充分彰顯立法院對深化與比國議會交流的高度重視。近年來臺比經貿往來成果豐碩，2024年雙邊貿易總額逾30億美元，2020至2025年間更成長逾一倍。今年7月舉辦第一屆「比利時臺灣商業大獎」，見證多家比利時企業在臺灣的優異表現。雙方在質子治療、離岸風電、半導體材料、食品及文化交流等領域具互補優勢，未來合作前景值得期待。立法院衷心期盼未來能見證更多雙方的合作成果，相信透過持續的互動與交流，臺灣與佛拉蒙大區將能在經濟、科技、文化及教育等多元領域締造更加堅實的夥伴關係。
He also mentioned that upon the commencement of the 11th Legislative Yuan, the Taiwan–Netherlands, Belgium, and Luxembourg Parliamentary Friendship Association was promptly established, reflecting the Legislative Yuan’s strong commitment to deepening parliamentary relations with the Belgian Parliament. In recent years, economic and trade exchanges between Taiwan and Belgium have yielded fruitful results. In 2024, bilateral trade value between the two countries exceeded US$3 billion, marking a more than twofold increase between 2020 and 2025. Moreover, the first-ever “Belgium-Taiwan Business Award” took place in July this year, recognizing the outstanding performance of several Belgian enterprises in Taiwan. As both countries share complementary strengths in areas such as proton therapy, offshore wind energy, semiconductor materials, food products, and culture, bilateral cooperation holds great promise for the future. Deputy Secretary General Chang noted that the Legislative Yuan looks forward to seeing more fruits of bilateral collaboration in the future. He expressed his belief that continued interaction and exchange will enable Taiwan and the Flemish Region to forge an even more robust partnership across many fields, including economy, technology, culture, and education.

He emphasized that the delegation comprised members from different political parties, yet they stood united in defending democratic values, supporting Taiwan, and safeguarding shared interests. In the face of growing global challenges, MP Vanlouwe added, the people of Belgium and Taiwan remain equally committed to defending democracy and prosperity. He stressed that Taiwan has achieved remarkable results in social resilience, democratic values, and innovation, highlighting that Belgium also looks forward to more interactions between universities, research institutions, and civil societies on both sides, in order to deepen cooperation in trade, education, and culture. The meeting lasted about 40 minutes in a cordial and friendly atmosphere. It concluded with the exchange of commemorative gifts and the taking of group photos, marking a successful and memorable end to the visit.
