立法院張裕榮副秘書長於本（11月7）日上午出席邱志偉委員發起之「立法院東北亞區域經濟、安全合作促進會」成立大會。現場出席貴賓包括陳冠廷委員、許智傑委員、王美惠委員、羅美玲委員、郭國文委員、王義川委員、陳俊宇委員、賴惠員委員、郭昱晴委員、蔡易餘委員、鍾佳濱委員，以及外交部常務次長葛葆萱、經濟部政務次長江文若、「日本台灣交流協會—台北事務所」總務部長柿澤未知、「駐台北韓國代表部」經濟科長金優赫等，場面熱絡。
On the morning of November 7, Deputy Secretary General Dr. Chang Yu-Jung (張裕榮) of the Legislative Yuan attended the inaugural meeting of the Legislative Yuan Northeast Asia Economic and Security Cooperation Association, an initiative launched by DPP Legislator Dr. Chiu Chih-Wei. Distinguished guests in attendance included DPP Legislators Chen Kuan-Ting, Hsu Chih-Chieh, Wang Mei-Hui, Dr. Loh Mei-Ling, Dr. Kuo Kuo-Wen, Dr. Wang Yi-Chuan, Chen Chun-Yu, Lai Hui-Yuan, Kuo Yu-Ching, Tsai Yi-Yu, and Chung Chia-Pin; Deputy Minister of Foreign Affairs Ger Bau-Shuan; Deputy Minister of Economic Affairs Cynthia Kiang; Director of General Affairs Kakizawa Michi of the Japan–Taiwan Exchange Association, Taipei Office; and Economic Section Chief Kim Woo-Hyuk of the Korean Mission in Taipei. The event was held in a warm and lively atmosphere.
成立大會首先由發起人邱志偉委員致詞，說明成立此促進會的宗旨和目標，隨後由張裕榮副秘書長致詞。張副秘書長表示，非常榮幸能代表韓國瑜院長參與「立法院東北亞區域經濟、安全合作促進會」的成立大會，並向邱志偉委員及各位參與的貴賓表達誠摯的感謝與歡迎。
The inaugural meeting opened with remarks by Legislator Chiu, the association’s initiator, who outlined the purpose and objectives of establishing the association. This was followed by remarks from Deputy Secretary General Chang. He stated that it was a great honor to attend the inaugural meeting of the Legislative Yuan Northeast Asia Economic and Security Cooperation Association on behalf of Legislative Yuan President Daniel K.Y. Han (韓國瑜), and extended his sincere appreciation and warm welcome to Legislator Chiu and all distinguished guests in attendance.
張副秘書長指出，促進會以「經濟」與「安全」的合作為主軸，正好呼應當前全球新格局下台灣所面臨的關鍵挑戰與重要機會。相信在邱會長及各位委員的積極推動下，必定能促成台灣與東北亞各國國會間更多的交流與互動，讓台灣在東北亞的區域發展與和平穩定做出更大貢獻。
Deputy Secretary General Chang noted that the association’s focus on cooperation in the areas of economics and security closely aligns with the key challenges and important opportunities Taiwan faces amid the evolving global landscape. He expressed confidence that, under the proactive leadership of Chairperson Chiu and the participating legislators, the association would foster greater exchanges and interaction among Taiwan and the parliaments of Northeast Asian countries, enabling Taiwan to make even greater contributions to regional development, peace, and stability in Northeast Asia.
張副秘書長進一步表示，立法院將全力支持促進會，如有需要相關行政服務，院方定當盡心協助，最後並祝福「立法院東北亞區域經濟、安全合作促進會」運作順利。
Deputy Secretary General Chang further stated that the Legislative Yuan would provide its full support to the association. Should any related administrative assistance be required, the Legislative Yuan would offer its full cooperation. He concluded by wishing the Legislative Yuan Northeast Asia Economic and Security Cooperation Association every success in its future operations.
成立大會隨後由外交部常務次長葛葆萱、經濟部政務次長江文若、「日本台灣交流協會—台北事務所」總務部長柿澤未知、「駐台北韓國代表部」經濟科長金優赫致詞祝賀，並由邱志偉委員通過組織章程及推選會長與副會長，歷約40分鐘，在融洽與熱烈的氣氛中圓滿結束。
The inaugural meeting concluded with congratulatory remarks delivered by Deputy Minister Ger of Foreign Affairs, Deputy Minister Kiang of Economic Affairs, Director of General Affairs Kakizawa of the Japan–Taiwan Exchange Association, Taipei Office, and Economic Section Chief Kim of the Korean Mission in Taipei. Legislator Chiu then presided over the adoption of the association’s organizational charter and the election of the chairperson and vice chairpersons. The event lasted approximately 40 minutes and concluded successfully in a cordial and enthusiastic atmosphere.
