立法院韓國瑜院長於本(11月26)日中午在國民黨陳永康委員、民進黨王正旭委員、民眾黨張啓楷委員及外交部葛葆萱常務次長的陪同下,接見及款宴「巴拿馬共和國跨黨派議員訪問團」。
At noon of November 26, President Daniel K.Y. Han (韓國瑜) of the Legislative Yuan received and hosted a luncheon for a cross-party delegation of parliamentarians from the Republic of Panama. President Han was accompanied by KMT Legislator Adm. Chen Yeong-Kang, DPP Legislator Dr. Wang Cheng-Hsu, TPP Legislator Chang Chi-Kai, and Vice Minister of Foreign Affairs Ger Bau-Shuan.
韓院長首先代表立法院誠摯歡迎巴拿馬國會時隔8年再度組團來訪。韓院長表示,臺巴兩國同為單一國會制,巴拿馬460萬人口,有71位議員;臺灣2,300萬人口,則有113位立法委員,每位都肩負重大民意責任。目前立法院共有48位女性委員,占比達42.4%,為亞洲最高,展現臺灣在性別平權方面的亮眼成就。
In his remarks, President Han first extended a warm welcome on behalf of the Legislative Yuan to the Panamanian parliamentary delegation, marking the first visit by Panama’s National Assembly in eight years. He noted that both Taiwan and Panama have unicameral legislatures: Panama, with a population of 4.6 million, has 71 legislators, while Taiwan, with a population of 23 million, has 113 legislators, each bearing significant responsibility to represent public opinion. President Han also pointed out that the Legislative Yuan currently has 48 female legislators, accounting for 42.4 percent of its parliamentary members—the highest proportion in Asia—demonstrating Taiwan’s remarkable achievements in promoting gender equality.
韓院長進一步指出,臺灣人民對巴拿馬運河的重要性十分熟悉,該運河連結南北美洲,戰略意義重大。臺巴亦簽署「自由貿易協議」(FTA),今(114)年臺灣一度躍升為巴拿馬第二大出口國,而巴國白蝦輸臺量占我國進口白蝦近四成。海外僑界也曾分享,巴國人民熱情好客、經商環境優良,顯見臺巴雙邊經貿合作頗具前景。院長強調,今日立法院三黨都有委員出席,顯示各黨對推動與巴拿馬的國會外交具有高度共識,期待透過兩個國會的交流,能進一步促成雙邊關係提升。
President Han further noted that the people of Taiwan are well aware of the importance of the Panama Canal, which connects North and South America and holds great strategic significance. He said that Taiwan and Panama have signed a Free Trade Agreement (FTA) and that in 2025, Taiwan at one point rose to become Panama’s second-largest export destination, while Panamanian white shrimp exports to Taiwan accounted for nearly 40 percent of Taiwan’s total imports of white shrimp. President Han further mentioned that overseas compatriot communities have also shared that the people of Panama are warm and hospitable and that the country’s business environment is favorable, highlighting the strong potential for bilateral cooperation on economy and trade. President Han emphasized that legislators from all three major political parties were present at today’s meeting, reflecting a high level of cross-party consensus in advancing parliamentary diplomacy with Panama, and expressed hope that exchanges between the two legislatures would further enhance bilateral relations.
訪團團長柯恩(Manuel COHEN SALERNO)主席感謝院長及在座委員的盛情接待,繼表示,此次訪臺的議員均重視民主與人權,這正是臺灣所代表的核心價值;訪團中亦有多位議員參與「對中政策跨國議會聯盟」(IPAC),積極捍衛民主並堅定支持臺灣主權。他並指出,本屆巴國國會是史上首次未有單一政黨過半,但各黨派透過溝通與尊重,反而有助深化民主制度。此行期盼進一步強化臺巴傳統友誼,並希望學習臺灣半導體及高科技供應鏈經驗,拓展高科技產業合作,提升雙邊貿易規模與經貿動能。
Chairman Manuel Cohen Salerno, head of the delegation, thanked President Han and the attending legislators for their warm hospitality. He stated that all members of the delegation place great importance on democracy and human rights, which are core values embodied by Taiwan. Chairman Cohen Salerno said that several members of the delegation also participate in the Inter-Parliamentary Alliance on China (IPAC), actively defending democratic values and firmly supporting Taiwan’s sovereignty. He noted that this term of Panama’s National Assembly is the first in history in which no single party holds a majority; however, dialogue and mutual respect among parties have instead helped strengthen democratic governance. Chairman Cohen Salerno added that through this visit, he hoped to further consolidate the longstanding friendship between Taiwan and Panama, to learn from Taiwan’s experience in semiconductors and high-tech supply chains, to expand cooperation in high-tech industries, and to enhance bilateral trade and economic momentum.

After exchanging commemorative gifts and taking a group photo with the delegation, President Han hosted a luncheon for the delegation together with attending legislators. During the banquet, Legislator Wang remarked that Taiwan-Panama cooperation rests on a solid foundation and that the peoples of both countries share a passion for sports. He cited the example of Taiwanese pitcher Wang Chien-Ming, whose first Major League Baseball victory was achieved in partnership with Panamanian legendary catcher Mariano Rivera; of Wang’s 55 career wins, 24 were completed with Rivera catching—an exemplary demonstration of how Taiwan and Panama can achieve outstanding results through cooperation.
陳永康委員與張啓楷委員亦熱情歡迎訪賓訪臺,期盼巴國議員日後能多來臺交流。韓院長則表示,臺灣12月初將舉辦「臺灣醫療科技展」,數百家醫療院所將展示臺灣先進醫療技術與量能,誠摯邀請巴國議員參與,以深化臺巴衛生醫療合作,攜手促進兩國人民健康福祉。
Legislator Chen and Legislator Chang also warmly welcomed the delegation and expressed hope that Panamanian legislators would visit Taiwan more frequently in the future. President Han noted that Taiwan will host the “Healthcare+ Expo Taiwan” in early December, where hundreds of medical institutions will showcase Taiwan’s advanced medical technologies and capabilities. He sincerely invited Panamanian legislators to attend the Expo to further deepen cooperation in health and medical care and jointly promote the well-being of the peoples of both countries.
席間雙方續就國會結構、政黨組成、女性參政、國會運作、反貪腐作為、醫療衛生、經貿發展、治安與教育等議題進行交流。會談氛圍輕鬆融洽,賓主盡歡,午宴歷約1小時30分結束。
During the luncheon, the two sides exchanged in discussions on a wide range of topics including parliamentary structures, party composition, women’s political participation, parliamentary operations, anti-corruption efforts, health and medical care, economic and trade development, public security, and education. The meeting took place in a cordial and relaxed atmosphere, with both sides enjoying warm and friendly exchanges. The luncheon concluded after approximately one and a half hours.
