院長接見「哥倫比亞參議院及眾議院外交委員會主席訪問團」一行4人 韓國瑜:臺哥共享民主價值 盼持續深化雙邊友誼及交流 Legislative Yuan President Daniel K.Y. Han receives four-member delegation from the Colombian Congress, comprising the Chairs of the Foreign Affairs Committees from the Senate and the Chamber of Representatives; President Han: Taiwan and Colombia are partners with shared democratic values, and we look forward to deepening bilateral friendship and exchanges.

立法院韓國瑜院長於本(11月27)日上午10時30分在本院國民黨謝衣鳯委員、民進黨鍾佳濱委員、民眾黨林憶君委員、外交部葛葆萱常務次長及拉美司盧朝睿副司長陪同下,接見由參議院外交委員會主席希拉多(Senador Óscar Mauricio GIRALDO HERNÁNDEZ)參議員所率「哥倫比亞參議院及眾議院外交委員會主席訪問團」一行4人。
On November 27 at 10:30 a.m., Legislative Yuan President Daniel K.Y. Han (韓國瑜) received a four-member delegation from the Colombian Congress, comprising the Chairs of the Foreign Affairs Committees from the Senate and the Chamber of Representatives, led by Senator Óscar Mauricio Giraldo Hernández, Chair of the Colombian Senate’s Foreign Affairs Committee. Also in attendance were KMT Legislator Dr. Hsieh Yi-Fong, DPP Legislator Chung Chia-Pin, TPP Legislator Lin Yi-Chun, Deputy Minister of Foreign Affairs Ger Bau-Shuan, and Deputy Director-General Lu Chao-Jui of the Department of Latin American and Caribbean Affairs.

韓國瑜院長致詞時表示,哥倫比亞給臺灣民眾的印象深刻而鮮明,從享譽國際的哥倫比亞咖啡、世界級足球明星J羅 (James Rodriguez),到諾貝爾文學獎得主馬奎斯 (Gabriel García Márquez) 的經典名作《百年孤寂》,都深植人心。今日能接待兩院外交委員會主席伉儷,倍感榮幸。
President Han noted that Colombia evokes a strong and lasting impression among the people of Taiwan. From its internationally renowned coffee, global football icon James Rodríguez, to Nobel laureate Gabriel García Márquez’s timeless masterpiece One Hundred Years of Solitude, Colombia holds a cherished place in the hearts of the Taiwanese people. He expressed his deep honor in welcoming the Chairs of the Foreign Affairs Committees from the Senate and the Chamber of Representatives, both of whom were accompanied by their spouses.

韓院長向來賓簡介我國國會結構時指出,臺灣採單一國會制,共有113位立法委員,每位委員皆肩負重要使命,兼具專業與獨特性。他並說明,女性委員比例達42%,在亞洲名列前茅,展現臺灣在性別平等上的具體成果。
While briefing the guests on Taiwan’s parliamentary structure, President Han emphasized that Taiwan adopts a unicameral system composed of 113 legislators. He highlighted that every legislator bears a significant responsibility, bringing both professional competence and unique qualities to the institution. He explained that female legislators represent 42% of the Legislative Yuan, ranking among the highest in Asia and reflecting Taiwan’s concrete achievements in advancing gender equality.

在雙邊交流方面,韓院長提到,自哥國在2023年6月取消對臺免簽待遇後,臺灣赴哥的旅客確有減少。他期盼雙方能探討恢復免簽措施,讓臺灣民眾更便利地造訪哥倫比亞,也有助增進兩國國會與民間的實質往來。他強調,臺灣一向以熱情友善著稱,期盼未來哥、臺兩國國會能在友誼的基礎上持續深化交流,並在國際及國事議題上保持密切溝通。
President Han mentioned that, with regard to bilateral interactions, following Colombia’s decision in June 2023 to revoke visa-free treatment for Taiwan, the number of Taiwanese visitors to Colombia has noticeably decreased. He expressed hope that both countries could explore the restoration of visa-free arrangements, which would facilitate visits by Taiwanese citizens to Colombia and further enhance substantive exchanges between the parliaments and peoples of the two countries. He stressed that Taiwan is renowned for its warmth and friendliness, and hoped that the parliaments of Colombia and Taiwan will continue to build upon the existing friendship to promote future exchanges, while maintaining close communication on international and national affairs.

希拉多參議員致詞時表示,他身兼哥倫比亞參議院第二委員會主席,負責國際事務、安全、主權、對外貿易與國際合作等重要職掌,因此此行訪臺別具意義。他指出,哥倫比亞與臺灣同樣致力追求社會的穩定、繁榮與安全,而兩國的制度韌性、家庭價值以及勤勞踏實的人民,正是推動國家前進的核心力量。他高度肯定臺灣在外部壓力下仍持續展現出的民主韌性、創新能力與堅毅精神。希拉多參議員另強調,哥倫比亞國會對臺灣的立場一向明確而堅定,即尊重臺灣,亦十分珍視臺灣對全球的貢獻,期盼雙方建立更加緊密且長久的國會合作關係,並認為可在國會友好小組、科技與農業合作、醫衛與創新交流、資安及廉政制度等領域推動更多實質進展,同時促進兩國負責戰略性議題之委員會的互動交流。
Senator Giraldo Hernández remarked that in his capacity as Chair of the Second Committee of the Colombian Senate, he oversees key areas such as international affairs, security, sovereignty, foreign trade, and international cooperation, which is why he understands the significance of this visit to Taiwan. He noted that Colombia and Taiwan share a dedication to pursuing stability, prosperity, and security in society, and he reiterated that the resilience of institutions, the commitment to family values, and the hardworking spirit of their peoples are the essential forces propelling both nations forward. He showed great admiration for Taiwan’s democratic resilience, innovative capacity, and perseverance in the face of continued external pressures. Senator Giraldo Hernández also highlighted that the Colombian Congress has always maintained a clear and firm position toward Taiwan, marked by respect and a strong recognition of Taiwan’s contributions worldwide. He expressed hope that both countries would establish closer and enduring parliamentary cooperation, noting that more substantive progress could be made in areas such as parliamentary friendship groups, cooperation in science and agriculture, exchanges in healthcare and innovation, as well as cybersecurity and political integrity systems. He also stressed the importance of increasing interaction between parliamentary committees responsible for strategic issues in both countries.

他並表示,盼能恢復哥倫比亞在臺商務辦事處,該辦事處的重啟將有助於強化雙邊合作、深化科技與學術交流、支持企業發展、擴大經貿往來,並為兩國機構建立長期合作的平台。他承諾,將在參議院積極推動此案。希拉多參議員最後表示,臺灣立法院與人民所展現的堅定與韌性,是在複雜國際局勢下維持國家穩定的典範;哥倫比亞願與臺灣攜手前行,共同開創對兩國人民更具益處的合作新局,並期待此行為臺哥關係開啟更加緊密、更加具成果的新篇章。
He added that he looks forward to the reopening of an official Colombian trade representative office in Taiwan, as it would serve to enhance bilateral cooperation, foster closer ties in science and academia, support business growth, broaden economic and trade exchanges, and establish a permanent platform for collaboration between agencies of both countries. He also gave his assurance that he would work actively to advance the proposal in the Senate. In closing, Senator Giraldo Hernández affirmed that the determination and resilience demonstrated by the Legislative Yuan and the people of Taiwan serve as a model for maintaining national stability in the midst of complex international dynamics. He added that Colombia is willing to work with Taiwan to jointly create a new chapter of cooperation, bringing greater benefits to the peoples of both countries, and that he looked forward to a closer, more fruitful bilateral relationship arising from this visit.

隆多紐(Álvaro Mauricio LONDOÑO LUGO)眾議員表示,能受邀來訪臺灣,他深感榮幸,親眼見證台灣在艱困的區域情勢下,依然展現堅實的成長與卓越韌性,令人深受感動。他盼臺灣將哥國視為堅定盟友,並強調哥國國會無論在參、眾兩院,都將全力推動友台政策與合作計畫。
Representative Álvaro Mauricio Londoño Lugo stated that he felt deeply honored to be invited to Taiwan, and that seeing firsthand the country’s vibrant growth and outstanding resilience amid difficult regional circumstances was truly inspiring. He hoped that Taiwan will take Colombia as a steadfast ally, stressing that the Colombian Congress, both the Senate and the Chamber of Representatives, is fully committed to promoting pro-Taiwan policies and collaboration programs.

隆多紐眾議員進一步提到,哥國明年即將舉行總統大選,盼在選後能加速籌備恢復在台辦事處,並重新啟動對台灣人民免簽待遇,以擴大觀光與經貿交流,使雙邊關係更加緊密。他承諾,國會將持續推動各項深化台哥合作的努力。他再次表達對臺灣的高度敬意,並肯定臺灣駐哥國的傑出大使及外交人員,最後他誠摯邀請台灣友人前往哥國訪問,深化臺哥情誼。
Representative Londoño Lugo further mentioned that, following Colombia’s presidential election next year, he hopes preparations can be accelerated to reopen a Colombian representative office in Taiwan and to reinstate visa-free entry for Taiwanese citizens. Such measures, he noted, would expand tourism and economic exchanges, thereby fostering closer bilateral relations. He pledged that the Colombian Congress would continue its efforts to deepen cooperation between Taiwan and Colombia. He conveyed his profound respect for Taiwan once again and commended the distinguished ambassador and diplomatic personnel stationed in Colombia. In closing, he extended a cordial invitation to Taiwanese friends to visit Colombia, which he believed would help strengthen the friendship between the two nations.

謝衣鳯委員感謝哥倫比亞國會長期替臺灣發聲,並支持重建在臺商務辦事處,認為此舉將有助深化雙方在農業、半導體與人工智慧等領域的合作,對臺哥關係極具意義。她表示,自己長期任立法院經濟委員會委員,關注農業政策與產業發展;臺灣正推動智慧、精準與永續農業,與哥國未來合作空間廣大。在科技方面,她指出曾多次了解臺灣AI與量產產線進展,期待雙方在半導體與AI技術上有更具體成果。謝委員並提到,不少臺商已在哥國布局,盼藉由今日交流,強化雙邊多領域合作基礎。
Legislator Hsieh expressed gratitude to the Colombian Congress for consistently speaking up for Taiwan and for their support in the reopening of a Colombian trade representative office in Taiwan, noting that this would help enhance bilateral cooperation in areas such as agriculture, semiconductors, and artificial intelligence, and would be of great significance to Taiwan-Colombia relations. She remarked that, as a long-time member on the Legislative Yuan’s Economics Committee, she pays close attention to agricultural policy and industrial growth. She pointed out that as Taiwan is actively promoting smart, precision, and sustainable agriculture, there is vast potential for future cooperation with Colombia. With regard to technology, she noted that she has on several occasions gained insights into Taiwan’s progress in AI and mass production lines, and expressed her hope that both countries will achieve more concrete outcomes in semiconductor and AI technologies. Legislator Hsieh also mentioned that a number of Taiwanese businesses have set up operations in Colombia, and voiced her expectation that the dialogue today would be conducive to future collaboration between both countries in diverse fields.

鍾佳濱委員感謝哥倫比亞國會長期支持臺灣,並期盼哥國能與臺灣共同反對中國長期曲解聯合國2758號決議,以免國際社會誤以為「臺灣屬於中國」。他強調,臺灣是一個獨立而美麗的國家,期望國際社會能更正確認識臺灣人民的心聲與期待。對於訪賓表達願深化互訪、重設在臺辦事處及推動恢復免簽待遇,他表示誠摯感謝,並邀請訪賓前往他的家鄉屏東參訪,親身體驗臺灣南部的熱情與文化特色。
Legislator Chung thanked the Colombian Congress for its enduring support of Taiwan, and went on to say that he hoped Colombia and Taiwan would stand together in rejecting China’s continued distortion of UN Resolution 2758, thereby preventing the international community from falling into the misconception that “Taiwan is part of China.” He reiterated that Taiwan is an independent and beautiful country, and expressed hope that the international community will understand the voices and aspirations of the Taiwanese people in a more accurate way. He extended heartfelt appreciation for the delegates’ commitment to facilitating exchanges, reopening a trade representative office in Taiwan, and restoring visa-free arrangements. He sincerely invited the delegates to his hometown of Pingtung to experience firsthand the hospitality and cultural charm of southern Taiwan.

林憶君委員感謝訪團專程來臺,並表示此行不僅是禮貌性拜會,更展現哥倫比亞對臺灣的重視與友好。她希望訪賓能在此次行程中親身體會臺灣的美好與人民的溫暖,並期盼今日交流能為臺哥友誼注入新的活力,推動雙邊關係不斷深化。她並表示,若未來能順利推動恢復免簽,將讓更多臺灣民眾能親自走訪哥倫比亞,更深入認識當地的人文風情與壯麗景致,增進兩國人民之間的理解與情誼。
Legislator Lin expressed her gratitude to the delegation for visiting Taiwan, noting that the trip was not merely a courtesy call, but also a demonstration of Colombia’s respect and goodwill toward Taiwan. She hoped that the guests could experience the beauty of Taiwan and the warmth of its people during this trip, and expressed her expectation that the day’s dialogue would infuse new vitality into the Taiwan-Colombia friendship and further advance bilateral relations. She further stated that, if visa-free arrangements could be restored in the future, there would be more Taiwanese visiting Colombia, learning more of its cultural traditions and magnificent landscapes, thereby improving mutual understanding and friendship between the two peoples.

雙方隨後就臺哥交流議題交換意見,此次會晤歷時約40分鐘,氣氛融洽熱絡,在互贈紀念禮品與合影留念後圓滿結束。
The participants subsequently exchanged views on issues related to Taiwan-Colombia relations. The meeting lasted approximately 40 minutes and was conducted in a warm and lively atmosphere. It concluded successfully with an exchange of commemorative gifts and a group photo.
