立法院張裕榮副秘書長出席「中華民國與斯洛伐克國會友好聯誼會」及「中華民國與葡萄牙國會友好聯誼會」 成立大會 Deputy Secretary-General Chang Yu-Jung of the Legislative Yuan attends the inauguration ceremony of the “R.O.C.-Slovakia Inter-Parliamentary Amity Association” and the “R.O.C.-Portugal Inter-Parliamentary Amity Association”
On the morning of December 5, Deputy Secretary-General Dr. Chang Yu-Jung (張裕榮) of the Legislative Yuan attended the inauguration ceremony of the “R.O.C.-Slovakia Parliamentary Amity Association” and the “R.O.C.-Portugal Parliamentary Amity Association,” initiated by KMT Legislator Dr. Lin Chien-Chi. The event was attended by a host of distinguished guests, including cross-party KMT Legislators Chen Yu-Jen, Hung Mong-Kai, Huang Chien-Pin, Dr. Yang Chiung-Ying, Lin Te-Fu, Lo Ting-Wei, Wang Yu-Min, Lu Yu-Ling, Lin Szu-Ming, Chiu Jo-Hua, Wang Hung-Wei, Wan Mei-Ling, Dr. Su Ching-Chuan, Dr. Weng Hsiao-Ling, and Dr. Lai Shyh-Bao; TPP Legislators Chen Gau-Tzu and Mai Yu-Chen; and DPP Legislator Wang Mei-Hui. Also in attendance were Deputy Minister of Foreign Affairs Amb. François Chihchung Wu; Deputy Secretary-General Josephine Lee of the Ministry of Foreign Affairs’ Department of European Affairs; head of the Portuguese cross-party parliamentary delegation MP João Pinho de Almeida, joined by MP Pedro Correia and MP Rui Rocha; and Executive Director Matej Šimalčík of the Central European Institute of Asian Studies (CEIAS). All gathered to witness the official establishment of the amity associations in a lively atmosphere.
成立大會首先由發起人林倩綺委員以葡萄牙文致詞,說明成立此促進會的宗旨和目標並歡迎在場貴賓。張裕榮副秘書長隨後致詞表示,非常榮幸代表院長出席「中華民國與斯洛伐克國會友好聯誼會」及「中華民國與葡萄牙國會友好聯誼會」的成立大會,並特別歡迎遠道來訪的葡萄牙跨黨派國會議員,感謝他們共襄盛舉,為活動增添光彩。
The ceremony commenced with opening remarks by the initiator, Legislator Lin. Delivering her address in Portuguese, she outlined the associations’ mission and goals and extended a warm welcome to the distinguished guests. Deputy Secretary-General Chang then delivered remarks, stating that he was honored to represent the President of the Legislative Yuan at the inauguration of the “R.O.C.-Slovakia Parliamentary Amity Association” and the “R.O.C.-Portugal Parliamentary Amity Association.” He extended a special welcome to the Portuguese cross-party parliamentarians who had traveled from afar, thanking them for participating and gracing the event with their presence.
張副秘書長指出,葡萄牙與斯洛伐克同為歐盟的重要成員國,在歷史文化傳承、經濟發展模式及民主治理經驗上都具有深厚底蘊與關鍵地位,儘管台灣與兩國並未建立正式外交關係,但共享民主價值、尊重人權與自由市場的核心理念,多年來更在貿易、文化、教育、科技等領域展開務實合作,累積穩固而深厚的互信與友誼。
Deputy Secretary-General Chang pointed out that both Portugal and Slovakia are important member states of the European Union, with profound historical and cultural foundations and a significant role in the areas of economic development paths and democratic governance. He added that although Taiwan does not have formal diplomatic ties with these two countries, they all share the core values of democracy, respect for human rights, and free markets; furthermore, over the years, pragmatic cooperation has flourished in fields such as trade, culture, education, and technology, fostering a solid foundation of mutual trust and friendship.
張副秘書長進一步表示,感謝林倩綺委員推動促成「中華民國與葡萄牙國會友好聯誼會」及「中華民國與斯洛伐克國會友好聯誼會」的成立,兩個聯誼會不僅是強化國會外交的重要里程碑,也將成為台灣與葡萄牙及斯洛伐克進一步深化關係的重要起點,如聯誼會後續有需要相關行政服務,立法院一定全力協助。
Deputy Secretary-General Chang further expressed his gratitude to Legislator Lin for promoting the establishment of these two associations. He emphasized that the two amity associations not only represent significant milestones in strengthening parliamentary diplomacy but also mark a pivotal starting point to further deepen Taiwan’s relations with Portugal and Slovakia. He pledged that the Legislative Yuan would provide full administrative assistance for any future needs of the associations.
成立大會隨後由外交部歐洲司李秀窈副秘書長及「中歐亞洲研究所」希馬茨克執行董事致詞祝賀,並由林倩綺委員通過組織章程及推選會長與副會長,歷約40分鐘,在融洽與熱烈的氣氛中圓滿結束。
Following the remarks, Deputy Secretary-General Lee of the Ministry of Foreign Affairs’ Department of European Affairs and Executive Director Šimalčík of CEIAS delivered congratulatory remarks. Legislator Lin then presided over the adoption of the organizational charters and the election of the Chairs and Vice Chairs. The ceremony lasted approximately 40 minutes and concluded successfully in a harmonious and enthusiastic atmosphere.
