On the morning of January 23, Legislative Yuan Deputy Secretary General Dr. Chang Yu-Jung (張裕榮) attended the inauguration ceremony of the Republic of China-Middle East Parliamentary Amity Association, initiated by KMT Legislator Ma Wen-Chun. Distinguished guests in attendance included KMT Legislators Niu Hsu-Ting, Wang Yu-Min, Hung Mong-Kai, Hsu Chiao-Hsin, Huang Chien-Hao, Chang Chih-Lun, Adm. 成立大會首先由發起人馬文君委員致開場詞，並通過組織章程及推選會長與副會長。隨後張裕榮副秘書長致詞表示，很榮幸代表韓國瑜院長出席「中華民國與中東地區國會議員友好協會」成立大會，中東地區位處歐亞非三洲交會的樞紐，不僅是人類文明的重要發源地，更因蘊含豐富石油資源與多元文化，在全球政治、經濟、能源安全與宗教文明等層面，長期扮演舉足輕重的角色。
The ceremony began with opening remarks by the initiator, Legislator Ma, and was followed by the approval of the association’s charter and the election of the president and vice presidents. In his remarks, Deputy Secretary General Chang noted that he was honored to attend the inauguration ceremony of the Republic of China-Middle East Parliamentary Amity Association on behalf of President of Legislative Yuan Daniel K.Y. Han (韓國瑜). He highlighted the importance of the Middle East not only as a key hub at the crossroads of Europe, Asia, and Africa, but also as a major birthplace of human civilization. He added that with abundant oil resources and cultural diversity, the Middle East has played a vital role in global politics, economics, energy security, and religious civilization.
張副秘書長指出，中東區域的發展動向，往往牽動整體國際局勢的走向。而中華民國與中東地區國家之間的情誼，源遠流長、基礎深厚。回顧歷史，沙烏地阿拉伯王國曾慷慨協助台灣多項重大公共建設，其中橫跨濁水溪的「中沙大橋」，至今仍是雙邊友誼與互助精神的最佳見證。
Deputy Secretary General Chang pointed out that the trajectory of international affairs is frequently shaped by developments in the Middle East, and that the Republic of China (ROC) has maintained a long-standing friendship and deep-rooted bond with Middle Eastern countries. He mentioned that one example of this mutual friendship was the generous assistance from the Kingdom of Saudi Arabia in many of Taiwan’s major public infrastructure projects. He shared that among these projects, the Sino-Saudi Bridge (Zhongsha Bridge) spanning the Zhuoshui River remains the finest testament to the enduring friendship and spirit of mutual aid between the two sides.
張副秘書長提及，台灣約七成的原油來自中東地區國家，是台灣能源供給的最大來源，穩定支撐台灣整體產業發展以及全球高度信賴的半導體製造體系。近年中東地區國家積極推動經濟與產業轉型，包括大規模布局人工智慧（AI）與數位科技園區，與台灣在高階晶片、AI硬體製造方面的領先地位，可說優勢互補、相輔相成。
Deputy Secretary General Chang stressed that Taiwan imports 70% of its crude oil from the Middle East, making the region Taiwan’s largest energy supplier, whose energy sustains Taiwan’s overall industrial development and the globally trusted semiconductor manufacturing ecosystem. He went on to remark that in recent years, Middle Eastern countries have actively pursued economic and industrial transformation, including large-scale investments in AI and digital technology parks, and that these initiatives are mutually complementary with Taiwan’s leadership in high-end chips and AI hardware manufacturing.
張副秘書長最後強調，在此背景下，深化國會層級的交流，對於拓展雙邊合作尤其具有重要意義。感謝馬文君委員推動成立「中華民國與中東地區國會議員友好協會」，為我國與中東國家的國會外交，搭起重要的對話平台。期待未來立法院與中東地區各國國會議員建立更緊密、穩定的交流管道，深化政策經驗分享，並展開更具實質內涵的對話與合作。友好協會未來如有需要配合的行政事宜，立法院必定全力支持、積極協助。
Lastly, Deputy Secretary General Chang affirmed that against this backdrop, increased parliamentary-level exchanges hold profound significance for expanding bilateral cooperation. He thanked Legislator Ma for initiating the establishment of the Republic of China-Middle East Parliamentary Amity Association, which will serve as an important dialogue platform for parliamentary diplomacy between Taiwan and countries in the Middle East. He also expressed the hope that Taiwan’s legislators and Middle Eastern parliamentarians will create closer and more stable communication channels, deepen the exchange of policy-making experiences, and embark on more substantive dialogue and cooperation. He affirmed that the Legislative Yuan will provide the association with any administrative assistance and support as needed.
