立法院張裕榮副秘書長於本（1月30）日中午出席翁曉玲委員發起之「中華民國全球國會增能發展協會」成立大會。現場出席貴賓包括傅崐萁委員、林德福委員、陳永康委員、鄭正鈐委員、王育敏委員、劉書彬委員、鄭天財委員、涂權吉委員、羅智強委員、羅明才委員、楊瓊瓔委員、葛如鈞委員、林倩綺委員、徐欣瑩委員、麥玉珍委員、林國成委員、張啓楷委員、賴士葆委員，以及外交部國會室黃世昌執行長、「聖克里斯多福及尼維斯大使館」范東亞大使、「吐瓦魯國大使館」法莉莉大使、「貝里斯大使館」梅凱瑟大使等駐台代表，以及「中華人權協會」高思博理事長等。
At noon on January 30, Legislative Yuan Deputy Secretary General Dr. Chang Yu-Jung (張裕榮) attended the Inauguration Ceremony of the Global Parliamentary Enhancement and Development Association of Republic of China, initiated by KMT Legislator Dr. Weng Hsiao-Ling. Distinguished guests in attendance included KMT Legislators Fu Kun-Chi, Lin Te-Fu, Adm. Chen Yeong-Kang, Dr. Cheng Cheng-Chien, Wang Yu-Min, Jeng Tian-Tsair, Tu Chuan-Chi, Lo Chih-Chiang, Lo Ming-Tsai, Dr. Yang Chiung-Ying, Dr. Ko Ju-Chun, Dr. Lin Chien-Chi, Hsu Hsin-Ying, and Dr. Lai Shyh-Bao; TPP Legislators Dr. Liu Shu-Pin, Mai Yu-Chen, Lin Kuo-Chen, and Chang Chi-Kai; Director General Bill Shih-Chang Huang of the Office of Parliamentarian Affairs, Ministry of Foreign Affairs (MOFA); H.E. 成立大會首先邀請與會貴賓大合影，隨後由發起人翁曉玲委員介紹貴賓並致開場詞。張裕榮副秘書長接續致詞表示，很榮幸代表韓國瑜院長出席「中華民國全球國會增能發展協會」成立大會，感謝在座各位委員長期關注並投入國會外交工作，積極推動我國與各國國會之間的交流與合作，相信在各位的努力下，這個協會將成為中華民國立法院連結國際社會的重要助力。
The inauguration ceremony began with a group photo of all participants, followed by opening remarks and introductions by the initiator, Legislator Weng. Deputy Secretary General Chang then delivered remarks. He expressed that it was his privilege to attend the Inauguration Ceremony of the Global Parliamentary Enhancement and Development Association of Republic of China on behalf of Legislative Yuan President Daniel K.Y. Han (韓國瑜). He also thanked the legislators present for their long-term attention and dedication to parliamentary diplomacy, proactively promoting exchanges and cooperation between Taiwan and parliaments worldwide. He added that, with the collective efforts of the attending legislators, the association will undoubtedly become a pivotal force in helping the Legislative Yuan of the Republic of China connect with the international community.
張副秘書長表示，台灣位處太平洋第一島鏈的關鍵位置，地緣政治環境複雜，挑戰從未減少。然而，台灣之所以受到國際社會重視，不僅因為我們在高科技產業上的卓越表現，更因為我們堅定守護民主、自由等核心價值，並在關鍵時刻展現人文關懷與合作精神。當全球面對公衛危機時，台灣主動分享防疫經驗並捐輸醫療物資；而在如土耳其強震、俄烏戰爭等重大國際事件中，台灣民間自發的捐款與救援，不僅撫慰人心，更展現我們承擔世界公民責任的努力。正是這種「利他」的精神與人道關懷，讓世界看見台灣，也讓台灣有機會走向世界。
Deputy Secretary General Chang stated that Taiwan sits in a strategic position on the First Island Chain in the Pacific, with a complex geopolitical environment and challenges that have never abated. However, he said, Taiwan has received international attention not only because of its extraordinary performance in the high-tech industry but also because of its steadfast commitment to safeguarding core values such as democracy and freedom. Taiwan, he said, has also demonstrated humanitarian concern and a spirit of cooperation at critical moments. He noted that Taiwan took the initiative to share its pandemic prevention experience and donate medical supplies when the world encountered public health crises, and that during major international events such as the earthquake in Turkey and the Russia-Ukraine war, voluntary donations and relief efforts from Taiwan’s civil society not only provided comfort to those in need but also demonstrated our commitment to global citizenship. He added that this spirit of altruism and humanitarian concern has helped the world see Taiwan, creating opportunities for Taiwan to engage more deeply with the world.
張副秘書長續謂，國會外交是我國對外關係中不可或缺的一環。透過立法院與各國國會的交流，不僅能傳達人民的聲音，也有助建立互信與長久的夥伴關係。今日「中華民國全球國會增能發展協會」的成立，正是回應這樣的需求，為跨國國會交流打造一個有系統、有行動的平台。立法院的每一位委員，都是人民的代表，也是台灣與世界對話的重要窗口。期待協會成立後，能為國會外交注入更多動能，並再次感謝各位委員對國會外交的投入與付出。
Deputy Secretary General Chang further noted that parliamentary diplomacy is an indispensable part of Taiwan’s external relations. The exchanges between the Legislative Yuan and parliaments around the world, he said, not only help convey the voices of Taiwan’s citizens but also help build mutual trust and long-term partnerships. Deputy Secretary General Chang said that the establishment of the Global Parliamentary Enhancement and Development Association of Republic of China responds to these needs by providing a systematic, action-oriented platform for cross-border parliamentary exchanges. He noted that every legislator is a representative of the people and an important channel for dialogue between Taiwan and the world. He expressed his hope that the association will inject further momentum into parliamentary diplomacy, and once again thanked the legislators for their dedication and contributions to these diplomatic efforts.
成立大會隨後由「聖克里斯多福及尼維斯大使館」范東亞大使、「吐瓦魯國大使館」法莉莉大使、「貝里斯大使館」梅凱瑟大使、「中華人權協會」高思博理事長致詞，並由成立大會發起人翁曉玲委員通過組織章程及推選會長、副會長，續由副會長羅智強委員、劉書彬委員、陳永康委員致詞，活動歷時約50分鐘，圓滿落幕。（2026/01/30）
Afterwards, Ambassador Francis from the Embassy of Saint Christopher and Nevis, Ambassador Faavae from the Embassy of Tuvalu, Ambassador Meighan from the Embassy of Belize, and Director Kao of the Chinese Association for Human Rights also delivered remarks. Legislator Weng, the initiator of the inauguration meeting, then led the adoption of the association’s charter and the election of the president and vice presidents. Following the election, Vice Presidents Legislators Lo Chih-Chiang, Liu, and Chen delivered remarks. The event lasted approximately 50 minutes and concluded successfully. (2026/01/30)
