立法院江啟臣副院長於本（3月12）日邀請「西班牙跨黨派國會議員團」一行6人參訪台中，並由國民黨黃健豪委員、廖偉翔委員及羅廷瑋委員陪同接待。
On March 12, Vice President Dr. Johnny C. Chiang (江啟臣) of the Legislative Yuan invited a six-member cross-party parliamentary delegation from Spain to visit Taichung. The delegation was received and accompanied by KMT Legislators Huang Chien-Hao, Liao Wei-Hsiang, and Lo Ting-Wei.
江副院長首先代表立法院及韓國瑜院長，誠摯歡迎西班牙國會雷卡達（Mikel Legarda Uriarte）眾議員率團來訪，並特別安排訪賓參訪捷安特「自行車文化探索館」及「台中國家歌劇院」，了解台中在製造產業與文化藝術領域的發展成果。
Vice President Chiang first extended a warm welcome on behalf of the Legislative Yuan and its President Daniel K.Y. Han (韓國瑜) to the delegation led by Spanish MP Mikel Legarda Uriarte. He also specially arranged visits to Giant’s Cycling Culture Museum and the National Taichung Theater so that the delegation could learn more about Taichung’s achievements in manufacturing, culture, and the arts.
江副院長表示，自行車文化起源於歐洲，而台灣則在製造與產業發展上持續精進，使自行車產業更加普及便利，形成連結歐洲文化與亞洲製造的重要產業合作基礎；而台中國家歌劇院由日本建築師伊東豐雄設計，是台灣重要文化地標，近年亦曾邀請西班牙藝術團體演出，展現台西文化交流的持續互動。
Vice President Chiang noted that bicycle culture originated in Europe, while Taiwan has continued to advance in manufacturing and industrial development, making the bicycle industry more accessible and laying an important foundation for industrial cooperation that links European culture with Asian manufacturing. He also noted that the National Taichung Theater, designed by Japanese architect Toyo Ito, is one of Taiwan's major cultural landmarks. In recent years, it has also hosted performances by Spanish artistic groups, reflecting the continued interaction of cultural exchange between Taiwan and Spain.
參訪過程中，捷安特集團董事長劉湧昌及執行長劉素娟親自接待，介紹企業發展歷程與品牌策略；台中國家歌劇院則由鄢繼嬪副總監陪同，協助導覽介紹院區環境及建築設計理念，讓訪賓對台中產業與文化發展留下深刻印象。
During the visit, Giant Group Chairman Young Liu and Chief Executive Officer Phoebe Liu personally received the delegation and introduced the company's development history and brand strategy. At the National Taichung Theater, Deputy Director Yen Chi-Pin accompanied the delegation on a guided tour of the venue and its architectural design, leaving the visitors with a strong impression of Taichung's industrial and cultural scene.

Vice President Chiang pointed out that Spain possesses a rich historical and cultural heritage as well as dynamic industrial development. Taichung, located in central Taiwan, is an important transportation hub and industrial center. Beyond precision machinery and the bicycle industry, the city is also actively developing high-technology fields such as robotics, aerospace, and drones, supported by a comprehensive and reliable supply chain. He expressed hope that the visit would give the Spanish parliamentary friends a chance to look beyond Taipei and gain a better sense of the industrial and urban development of central Taiwan, opening the door to cooperation on more fronts.
雷卡達議員表示，非常感謝台灣政府與立法院的安排，使訪團有機會深入了解台灣。此次訪問無論在製造產業或文化藝術方面，都令其印象深刻。參訪自行車文化探索館時，其建築外觀亦讓其聯想到故鄉巴斯克自治區的古根漢博物館，亦對國家歌劇院的設計風格與綠建築特色感到驚艷。
MP Legarda expressed sincere appreciation for the arrangements made by the Taiwanese government and the Legislative Yuan, saying the visit gave the delegation a genuine opportunity to understand Taiwan. He said the visit had left a strong impression on him regarding both the manufacturing and arts sectors. He noted that the exterior of the Cycling Culture Museum reminded him of the Guggenheim Museum in his home region of the Basque Country, and said he was equally impressed by the National Taichung Theater's architectural style and green building features.
其他團員亦表示，多數成員為首次造訪台灣及台中，對台中的城市發展與建築景觀印象深刻，並高度肯定台灣精密製造產業的實力。范麗朵眾議員（Cristina Valido García）亦表示，未來希望能再次造訪台灣，並再度體驗台灣的多元文化。
Other members of the delegation also noted that for most of them, this was their first visit to both Taiwan and Taichung. They said they were deeply impressed by Taichung’s urban development and architectural landscape and spoke highly of Taiwan’s strength in precision manufacturing. MP Cristina Valido García also expressed hope that she would be able to visit Taiwan again in the future and experience Taiwan’s diverse culture once more.
