立法院張裕榮副秘書長於本（4月10）日上午出席鄭正鈐委員發起之「中華民國與柬埔寨國會友好聯誼會」成立大會。現場出席貴賓包括呂玉玲委員、王育敏委員、葛如鈞委員、洪孟楷委員、羅廷瑋委員、傅崐萁委員、羅明才委員、黃仁委員、許宇甄委員、涂權吉委員、邱若華委員、張智倫委員、魯明哲委員、陳菁徽委員、蘇清泉委員、馬文君委員、林倩綺委員、王鴻薇委員、謝衣鳯委員、邱鎮軍委員、林德福委員、翁曉玲委員、羅智強委員、徐欣瑩委員、李彥秀委員、林思銘委員、盧縣一委員，以及外交部葛葆萱常務次長。
On the morning of April 10, Legislative Yuan Deputy Secretary General Dr. Chang Yu-Jung (張裕榮) attended the inauguration ceremony of the Republic of China-Kingdom of Cambodia Parliamentary Amity Association, initiated by KMT Legislator Dr. Cheng Cheng-Chien. Distinguished guests in attendance included Legislators Lu Yu-Ling, Wang Yu-Min, Dr. Ko Ju-Chun, Hung Mong-Kai, Lo Ting-Wei, Fu Kun-Chi, Lo Ming-Tsai, Huang Jen, Hsu Yu-Chen, Tu Chuan-Chi, Chiu Jo-Hua, Chang Chih-Lun, Lu Ming-Che, Chen Ching-Hui, Dr. Su Ching-Chuan, Ma Wen-Chun, Dr. Lin Chien-Chi, Wang Hung-Wei, Dr. Hsieh Yi-Fong, Chiu Cheng-Chun, Lin Te-Fu, Dr. Weng Hsiao-Ling, Lo Chih-Chiang, Hsu Hsin-Ying, Lee Yen-Hsiu, Lin Szu-Ming, and Dr. Lu Hsien-Yi, as well as Vice Minister of Foreign Affairs Ger Bau-Shuan.

The inauguration ceremony began with a group photo of all participants, followed by opening remarks by the initiator, Legislator Cheng. Deputy Secretary General Chang then addressed the audience, stating that he was honored to attend the inauguration on behalf of Legislative Yuan President Daniel K.Y. Han (韓國瑜). He expressed sincere appreciation to the legislators for their continued support in strengthening exchanges between the Legislative Yuan and the Parliament of Cambodia, adding that this amity association would mark a significant milestone in advancing parliamentary cooperation between Taiwan and Southeast Asia.
張副秘書長續表示，柬埔寨位於中南半島的樞紐，近年來經濟發展穩健，台灣與柬埔寨亦有民間交流與經貿往來，許多台商朋友在當地辛勤扎根，從事紡織、製鞋等傳統製造業，多年來打下堅實基礎，近年我國金融業也陸續前往設立據點。張副秘書長強調，商業投資之外，台灣的醫療團隊與公益團體更長期投入義診與人道援助；期望民間互助的善意交流，能為兩國累積更多合作的基礎。
Deputy Secretary General Chang went on to note that Cambodia is strategically located at the heart of the Indochinese Peninsula and has maintained steady economic growth in recent years. He stressed that Taiwan and Cambodia share active people-to-people exchanges and trade relations, with many Taiwanese enterprises having established a solid foundation over the years, primarily in traditional manufacturing sectors such as textiles and footwear. He added that Taiwanese financial institutions have been expanding their presence in Cambodia in recent years as well. Deputy Secretary General Chang emphasized that beyond commercial investment, Taiwan’s medical teams and charitable organizations have long been committed to providing free medical services and humanitarian aid. He hoped that these benevolent non-governmental exchanges and mutual assistance would strengthen the foundation for further cooperation between the two nations.
張副秘書長最後感謝鄭正鈐委員發起成立「中華民國與柬埔寨國會友好聯誼會」，並表示該聯誼會將成為推動我與柬埔寨國會外交、深化夥伴關係的重要平台，如有需要相關行政服務，立法院絕對盡心協助。
In closing, Deputy Secretary General Chang thanked Legislator Cheng for initiating the establishment of the Republic of China-Kingdom of Cambodia Parliamentary Amity Association. He stated that the association will serve as a vital platform for promoting parliamentary diplomacy and deepening the partnership between Taiwan and Cambodia, adding that the Legislative Yuan will spare no effort in providing the necessary administrative support.
