On the morning of April 24, Legislative Yuan President Daniel K.Y. Han (韓國瑜) attended the joint inauguration ceremony of the Global Association for Anti-Fraud Strategy Research and the Association for the Advancement of Sports Industry Policy, initiated by Legislator Hung Mong-Kai. 成立大會首先由發起人洪孟楷委員致開場詞並介紹與會委員，隨後邀請出席委員進行大合影，並於合影時提出「堅決反詐」口號。合影結束後，由韓院長代表致詞。他首先感謝發起人洪孟楷委員及在場國民黨、民眾黨委員的參與。院長表示，對洪委員成立「全球打詐對策研究協會」深感肯定。尤其去年台灣詐騙案件高達20萬件、損失近新臺幣900億元，儘管政府投入大量人力與預算，詐騙案件仍持續增加，對社會造成嚴重衝擊，民眾普遍深感不滿。
The inauguration ceremony began with opening remarks by Legislator Hung, the initiator, who then introduced the legislators in attendance and invited them to take a group photo. During the group photo, Legislator Hung invited all the legislators to chant the slogan, “Resolutely Combat Fraud.” Following the group photo, President Han delivered remarks on behalf of the attendees. He first thanked Legislator Hung for launching the associations and the KMT and TPP legislators present for their participation. He then expressed strong support for Legislator Hung’s establishment of the Global Association for Anti-Fraud Strategy Research. Last year in particular, he said, there were as many as 200,000 fraud cases in Taiwan, resulting in losses of nearly NT$90 billion. Despite the substantial manpower and budget invested by the government, he said, fraud incidents continued to rise, causing a serious impact on society and widespread public dissatisfaction.
韓院長強調，當前詐騙已呈現國際化趨勢，甚至出現假冒伊朗官方，對欲航行荷姆茲海峽（Strait of Hormuz）的印度郵輪收取加密貨幣等惡性案件。他並提到，洪委員積極向新加坡取經，研議是否引進更具嚇阻力的法律措施，針對詐騙、性侵及虐童等重大犯罪施以鞭刑，以有效遏止不法行為。
President Han emphasized that fraud had become increasingly internationalized, with serious cases even involving perpetrators impersonating Iranian authorities and demanding cryptocurrency payments from Indian oil tankers seeking to sail through the Strait of Hormuz. He also noted that Legislator Hung had proactively traveled to Singapore to learn about its best practices and was considering whether to introduce legal measures with stronger deterrent effects, such as caning for major crimes including fraud, sexual assault, and child abuse, in order to effectively deter unlawful conduct.
最後，韓院長強調，跨黨派立委共同參與，反映社會對安全環境的高度期待。他呼籲行政部門應更積極採取有效對策，民眾亦應提高警覺，共同防範詐騙行為，讓社會回歸安定與信任。
In closing, President Han emphasized that the joint participation of legislators across party lines reflected society’s high expectations for a secure environment. He called for the executive branch to take more proactive and effective measures and for the public to remain more vigilant, so that all sectors could work together to prevent fraud and restore stability and trust in society.

Deputy Secretary General Dr. Chang Yu-Jung also delivered remarks, stating that he was honored to attend the joint inauguration ceremony of the Global Association for Anti-Fraud Strategy Research and the Association for the Advancement of Sports Industry Policy.
