立法院江啟臣副院長出席2026年「國際猶太大屠殺紀念日」活動 Vice President Johnny C. Chiang of the Legislative Yuan attends the 2026 International Holocaust Remembrance Day commemoration
立法院江啟臣副院長於本(4月29)日下午代表臺灣民主基金會董事長暨立法院韓國瑜院長赴臺北賓館出席由駐台北以色列經濟文化辦事處、德國在台協會及臺灣民主基金會共同主辦之2026年「國際猶太大屠殺紀念日」(International Holocaust Remembrance Day 2026)活動。出席貴賓包括蕭美琴副總統、國安會吳釗燮秘書長、以色列國會議員杜伯斯基(Boaz Toporovsky)、駐台北以色列經濟文化辦事處游瑪雅(Maya Yaron)代表、德國在台協會狄嘉信(Karsten Tietz)處長、外交部吳志中政務次長、臺灣民主基金會廖達琪執行長、拉比譚碩彌(Rabbi Shlomi Tabib)等人。活動由播放赫歇爾先生證詞影片、拉比頌祈禱文、蕭副總統與江副院長及其他貴賓上台參加點燭儀式及合影留念後揭開序幕。
On the afternoon of April 29, Vice President Dr. Johnny C. Chiang (江啟臣) of the Legislative Yuan attended the 2026 International Holocaust Remembrance Day commemoration at Taipei Guest House on behalf of Daniel K.Y. Han (韓國瑜), Chairman of the Taiwan Foundation for Democracy (TFD) and President of the Legislative Yuan. The event was jointly organized by the Israel Economic and Cultural Office (ISECO) in Taipei, the German Institute Taipei, and TFD. Distinguished guests in attendance included Vice President Bi-Khim Hsiao, National Security Council Secretary-General Jaushieh Joseph Wu, Member of the Israeli Knesset Boaz Toporovsky, Representative Maya Yaron of ISECO, Director General Karsten Tietz of the German Institute Taipei, Deputy Minister of Foreign Affairs Amb. François Chihchung Wu, TFD President Da-Chi Liao, and Rabbi Shlomi Tabib. The event opened with the screening of a video testimony by Holocaust survivor Mr. Tswi Josef Herschel, the rabbi’s recitation of a prayer, and a candle-lighting ceremony joined by Vice President Hsiao, Vice President Chiang, and other distinguished guests, followed by a group photo.
江副院長致詞時首先表示,今天他懷著肅穆的心情,代表臺灣民主基金會董事長暨立法院院長韓國瑜先生,出席本次「國際猶太大屠殺紀念活動」。80多年前,在第二次世界大戰的歐洲戰場上,規模空前的猶太大屠殺奪走了600萬猶太民族,及數百萬包括吉普賽人等其他群體的生命。改寫了歷史的進程及無數個體的命運,而赫歇爾先生正是其中一位。
In his remarks, Vice President Chiang said he was attending the International Holocaust Remembrance Day commemoration with a deep sense of solemnity on behalf of TFD Chairman and Legislative Yuan President Han. More than 80 years ago, during World War II in Europe, the unprecedented atrocities of the Holocaust took the lives of six million Jews and millions of others, including Roma people and other persecuted groups. The Holocaust changed the course of history and the fate of countless individuals, including Mr. Herschel.
江副院長續謂,80多年後的今天,我們齊聚於此,透過倖存者赫歇爾先生的證詞影片、誦念祈禱文,以及點燭儀式,共同悼念在二戰期間遭受迫害的所有受難群體,也藉此提醒當代的我們面對沉重的歷史記憶,並反思其中的人權課題。
Vice President Chiang went on to say that more than 80 years later, the participants have gathered here to honor the memory of all groups persecuted during World War II through Mr. Herschel’s video testimony, the recitation of prayers, and the candle-lighting ceremony. He said the commemoration also reminds people today to confront this painful historical memory and reflect on the human rights lessons it carries.
江副院長進一步提到,在赫歇爾先生的證詞影片中,我們看見戰爭的殘酷與極權的暴行,也看見了人性的光輝。父母忍痛在生死交關之際,將孩子託付給他人,只為延續他們的生命;也有非猶太家庭,在極高風險下,選擇保護與撫養這些孩童。這樣的選擇,展現了人性中最真摯的善念,也讓我們深刻體悟到電影《辛德勒的名單》中的那句話:拯救一個生命,就是拯救了整個世界。
Vice President Chiang further noted that in Mr. Herschel’s testimony, we see the cruelty of war and the atrocities of totalitarianism, but we also see the light of humanity. At the painful moment between life and death, parents entrusted their children to others so that they might live on. There were also non-Jewish families who, at great risk, chose to shelter and raise these children. Such choices revealed the most sincere goodness in humanity, he said, and allowed people to deeply understand the line from the film Schindler’s List: “Whoever saves one life, saves the world entire.”
江副院長表示,今天的活動除了告訴我們不要忘記過去,更提醒著在任何宗教、國籍、種族之前,每一個人都是以一個「人」的身分而存在,而生命的延續,是蘊含希望的。
Vice President Chiang stated that today’s event not only tells us not to forget the past, but also reminds us that before religion, nationality, or race, every person first exists as a human being, and that the preservation of life carries hope.
江副院長提及過往在擔任臺灣民主基金會董事期間,他深刻體認到基金會致力於推動人權、自由與民主等普世價值的信念;而今,身為立法院副院長,他更進一步體會「國會外交」在傳遞此等精神上的關鍵角色,也見證了各國友人對台灣長期堅持推動相關價值的共鳴。他期盼能藉由國會的力量,將中華民國對人權的堅持傳達給國際社會,讓更多人感受到:每一個人都有活的權利,且都應活得有希望。最後,江副院長與大家共同祈願,反人道的悲劇不再重演,尊重人權的信念與對和平的信仰,能夠更落實於我們的制度與日常之中,成爲守護彼此的力量。
Vice President Chiang mentioned that during his previous tenure as a member of the TFD Board of Directors, he came to deeply understand the Foundation’s commitment to promoting the universal values of human rights, freedom, and democracy. Now, as Vice President of the Legislative Yuan, he has gained an even deeper appreciation of the key role parliamentary diplomacy plays in conveying these values, and has seen how Taiwan’s long-standing commitment to upholding them resonates with friends around the world. He expressed hope that through the strength of the parliament, the Republic of China’s commitment to human rights can be conveyed to the international community, so that more people may recognize that everyone has the right to live, and that everyone should live with hope. In closing, Vice President Chiang joined everyone in praying that crimes against humanity will never be repeated, and that respect for human rights and a commitment to peace will take deeper root in our institutions and daily lives, becoming a force that protects one another.
