立法院韓國瑜院長率跨黨派代表團赴英、法為國會外交譜上新篇章 Legislative Yuan President Daniel K.Y. Han leads cross-party delegation to France and the UK, heralding a new chapter in congressional diplomacy 立法院韓國瑜院長於本(115)年5月9日至17日率立法院8名跨黨派委員赴法國巴黎及英國倫敦訪問,推動國會外交。訪團於本(5月17)日下午返抵國門,韓院長偕跨黨派委員於機門口發表簡短談話,向國人說明此次國會外交成果。
From May 9 to 17, 2026, Legislative Yuan President Daniel K.Y. Han (韓國瑜) led an eight-member delegation of cross-party legislators on a visit to France and the United Kingdom (UK), with stops in Paris and London, to advance congressional diplomacy. Upon the delegation’s return to Taiwan on the afternoon of May 17, President Han and the participating legislators delivered brief remarks at the airport to report to the public on the achievements of the visit.

韓院長表示,本次出訪成果豐碩,可分為四個重要層面。第一,議長對議長層級,分別與法國參議院議長賴煦(Gérard Larcher)閣下及英國下議院議長霍伊爾(Lindsay Hoyle)爵士會談,是此行的重大成果,對未來推動國會外交發揮領頭作用。
President Han stated that the visit had yielded fruitful results in four major areas. First, at the parliamentary leadership level, he held separate meetings with Gérard Larcher, President of the French Senate, and Sir Lindsay Hoyle, Speaker of the UK House of Commons. President Han described these meetings as one of the delegation’s most significant achievements and noted that they would serve as a driving force for advancing congressional diplomacy in the future.

第二,議員對議員層級,由「臺灣與法國國會友好協會」會長林楚茵委員與法國參議院及國民議會友台小組的平台,以及「中華民國立法院與英國國會聯誼會」與英國國會「台英小組」(APPG)的平台,促成台法、台英跨黨派議員間緊密而熱絡的交流,已預期五月下旬將有議員團回訪,充分展現國會外交具體成果。
Second, at the legislator level, exchanges between Taiwan and France lawmakers were facilitated through the Taiwan-France Inter-Parliamentary Amity Association chaired by DPP Legislator Lin Chu-Yin, and the French National Assembly's Taiwan Friendship Group. Exchanges between Taiwan and the United Kingdom were promoted through the ROC-UK Inter-Parliamentary Amity Association, and the British-Taiwanese All-Party Parliamentary Group (APPG). These platforms enabled close and active bipartisan exchanges between legislators from Taiwan, France, and the United Kingdom. President Han noted that return visits by parliamentary delegations are expected in late May, demonstrating the concrete achievements of congressional diplomacy.

第三,分別與法國「國際關係研究院」(IFRI)及英國「王家三軍聯合國防研究所」(RUSI)兩大歐洲頂尖智庫對談,就國防安全、美中元首峰會之影響、能源韌性、關鍵產業供應鏈合作等議題深入對話,有助增進各界對台灣、台海及東北亞局勢的理解。
Third, the delegation held discussions with two of Europe’s leading think tanks—the French Institute of International Relations (IFRI), and the Royal United Services Institute (RUSI) in the UK. The exchanges covered a wide range of issues, including national security, the implications of the U.S.–China leaders’ summit, energy resilience, and cooperation on critical industrial supply chains, which were helpful in deepening international understanding of Taiwan, the Taiwan Strait, and the geopolitical situation in Northeast Asia.

第四,受邀出席「歐洲台灣商會聯合總會」第32屆會員代表大會,並與旅法、旅英僑胞交流。韓院長感性表示,海外僑胞在異鄉辛勤耕耘,是台灣最堅實的後盾,也看到僑胞對家鄉的熱情,期許旅外僑胞可回台走走,不要忘了我們都是一家人、都是台灣人。
Fourth, the delegation attended the 32nd Annual Conference of The Council of Taiwanese Chambers of Commerce in Europe (ETCC) and met with overseas compatriots in France and the United Kingdom. President Han remarked that overseas compatriots, through their hard work abroad, have become Taiwan’s strongest supporters. He was deeply touched by their enduring bonds to the homeland and encouraged overseas compatriots to return home whenever possible, reminding them that "we are all one family, and we are all Taiwanese."

最後,韓院長特別感謝參團的跨黨派委員投入與辛勞,以及江啟臣副院長及周萬來秘書長在訪團出訪期間,坐鎮立法院處理重要任務。韓院長強調,國會外交工作是立法院長期的重要任務,期許一起攜手努力。(2026/05/17)
Last but not least, President Han expressed his appreciation to the participating legislators from across party lines for their dedication and contributions throughout the visit. He also thanked Vice President Johnny C. Chiang (江啟臣) and Secretary General Chou Wan-Lai for overseeing the Legislative Yuan’s important affairs during the delegation’s absence. President Han emphasized that congressional diplomacy has long been one of the Legislative Yuan’s important responsibilities and expressed his hope that everyone would continue working together to advance this mission.
